I can definitely "see how one can use the words "women's rights" and "ban naqab" in the same sentence", though perhaps not "individual liberties" and "ban naqab". A ban on niqab is still an infringement on a willing niqabi's civil liberties (or at least, it would be here in the States, where our civil liberties are greatly deteriorated already).
