As for going to ICJ .... when Pakistan is "cooperating" what is the need to go anywhere ... they have already arrested something like 120 people arrested in connection with "investigations" ... so as long India is able to "prod" Pakistan into action with active involvement of international community, i see no reason to go to ICJ (i dont think it would be under their jurisdication anyway)

There is a court system where disputes are resolved, the plaintiff also known as complainant party initiates a lawsuit with proof the court will look at the proof/evidence there will be a trial and there will be cross examination of the accused/witnesses and in the end the court will pass judgement / verdict... Simple or is this too compluicated in Indian world?
Perhaps I suggest while you are at it you also throw in samjotha case too as Indian govt. had ample proof of big Paki hand.. LOL..
