Hurricane katrina + getting hit by lightening = acts of nature that couldn't have been prevented...not a crime...
raped = act of violence that may be prevented under certain circumstances...is a crime.

My example was of someone making sexual advances towards someone which is more similar to rape than, say, an act of nature such as a hurricane or lightning. In your example, it couldn't have been prevented...and in many rape cases its true..but my example highlights the small number of cases that could have been prevented had the person exercised a bit of caution.
Rape= non-consensual sex and no matter how DRUNK, HIGH or CRAZY a girl is, no one has a right to rape her....it's always, always, always the guy's fault. Stating that oh the girl should have known better because there are lunatics walking around is no excuse. The guy should be able to keep his parcel in his pants and go get a hooker. I don't care how drunk a girl is and walking alone in a parking lot in the wee hours of the night, no one has a right to forcefully enter her without her consent. Anyone who thinks otherwise is just a fool.
Infact that makes the rapist even more of a jerk coz he is taking advantage of her inebriated state. Nothing justifies violating a woman's body. Nothing.

That or he should be sent to rehab. Sex addiction is really bad. Most of these rapists are not straight in the head, they have got some problem. Not all normal men go out and rape a girl just because they were teased a bit.
