During Hajj, a women is not allowed to cover her face with niqab or a seperate cloth…and gloves are not allowed either, she may use the sleeves of her abaya to pull down if she feels more comfortable, but her hands must be visible as well, correct? So if niqab is not part of Ihram during the holiest of our pillars of Islam, when women are literally praying next to strange men and 3 billion other strangers daily, then why is it being made such an big deal that niqab is not being allowed during and oath ceremony or drivers license/ID picture. It makes zero sense to me.

In the state of ihram even marital relation is forbidden.
