These are sheer blackmailing tactics by US government. Furthermore if they think Davis should be granted diplomatic amnesty they should present their proofs/evidences in the court of law and should not interfere with the judicial process of Pakistan. According to Vienna convention the immunity for diplomats is not unconditional. They must be proven diplomatic staff with diplomatic visa doing official job when the crime was committed. Immunity does not apply if the diplomat is doing some personal task. In any case all these things have to determined by Pakistani court if the diplomat qualifies for immunity or not. Pressure tactics by US government are hindering the process of justice and is a shameful act.

Moreover if Pakistani government hands over Mr. Davis without fulfilling the legal requirements, the public rage will really become nasty. It’s also possible that public anger can turn in to something like Egypt situation. Most of Pakistanis already feel that bowing to US pressure for every moral and immoral demand should not be done by Pakistani government. Threatening to stop aid by the US does not effect an average Pakistani as they feel that this aid does not change their lives as most of this money is siphoned off by corrupt individuals who have come to power by pledging to fulfill any legitimate or illegitimate demand from US..

WASHINGTON: The United States has put all bilateral contacts with Pakistan on hold until Islamabad releases an employee of the its consulate in Lahore, arrested for shooting down two men, diplomatic sources told Dawn.

The sources said that the dispute could affect three major events planned this year: President Asif Ali Zardari’s visit to Washington, the next round of US-Pakistan strategic dialogue and trilateral talks involving Pakistan, Afghanistan and the United States.

Last week, Foreign Minister Shah Mehmood Qureshi postponed a visit to Munich, Germany, to attend an international security conference after US officials informed Islamabad that their Secretary of State Hillary Clinton might not be able to meet him because of this dispute.

But the events planned for this year are of far greater importance than the conference in Munich.

Delay in Mr Zardari’s visit, planned next month, “would send wrong signals around the world and would also embarrass him at home”, said one diplomatic source.

Similarly, “delaying the strategic dialogue would have serious implications”, he added.

The sources believe that while the Americans are unlikely to postpone the trilateral talks, “the US decision to postpone all bilateral contacts can put Pakistan at a great disadvantage during the negotiations”.

They also want that the US Congress is currently considering budget proposals for the next fiscal year and the diplomatic row could affect $1.5 billion of annual assistance for Pakistan as well.

Last week, it seemed that the Pakistani government had made up its mind to release the American, Raymond Davis, but on Sunday the wife of one of his victims committed suicide, which further complicated the matter.

Investigations by Dawn confirm that Mr Davis worked for a private security firm before he went to Pakistan but he does have a diplomatic passport.

He submitted the same passport to the Pakistan Embassy in Washington which gave him a work, but not a diplomatic visa.

The Pakistanis stress that the US Embassy was slow in demanding diplomatic immunity for Mr Davis and was quiet on this matter for 48 hours, creating doubts about his status.

“Despite such doubts, Pakistan has agreed in principle to grant diplomatic immunity to Mr Davis and send him back to the US,” said a senior diplomatic source in Washington.

“But the government is scared of political repercussions, particularly after the suicide,” the source added.

A Pakistan diplomatic source said all sort of interactions could be affected, including US assistance to Pakistan, one of the largest non-Nato recipients of American military aid.

“They tell us they’ll interact with us once this issue is resolved,” the source said. The controversy could even effect a $7.5-billion, five-year civilian aid package or official visits or meetings between the sometimes friends, sometimes foes.

US attitude towards Pakistan is like a do-number girl-friend who always looks for an excuse to post a threat to their relationship...and finally over a tiny issue, leaves him...

Pakistan should make use of this and do the following:

Increase the fuel prices supplied to NATO/US in Afghanistan by at least 25%( would be still low than it is sold in Pakistani market)

Bundle up all other "DIPLOMAT" and send them home by simply expressing DISLIKE

Withdraw or delay support to American Mission in Afghanistan... and if pressurized increase the price...

its good that they step away rather than our cheap sold out govt does so, which is very unlikely. and this seems to be just another threat to zardari and company so that they try harder to save their man... otherwise, pakistan was not gaining anything out of these socalled bilateral dialogs

Pakistanis need Americans assistance, as much Americans need Pakistan's. The American government is bluffing, and will be shooting itself in the foot, if they decide to actually put any contacts with Pakistan on hold. We know very well that over 80% of all NATO supplies goes through Pakistan. We can survive without the peanuts(1.5 billion/annum).

I'm sorry to say this, but Pakistan will not survive without US assistance, should you attempt to completely stop NATO supplies, The US and Pakistan's other major creditors will foreclose, or just refuse to reschedule their debt. This will result in Pakistan defaulting, which will mean no further International credit, the Pak Rupee will sink, inflation will grow manifold and gas (if any is available) will retail at hundreds of rupees a liter among numerous other repercussions.

where will USA go if the NATO supplies are completely stopped? will they leave their 1000s of soldiers in Afghanistan to die and then become food of dogs and vultures? or will happily pay a nominal (as compared to the inevitable loses otherwise) tax of 10-15% on all transit goods? which will be many times more than the aid + reimbursement that pakistan gets from USA, and that after spending huge sums of money and sacrificing 100s of army men and even more civilians. its definitely a good thing for pakistan if US abandons us. we will be then better prepared to take care of indians and less to worry on our western side, plus less of the routine blasts, which are now very much proved to be supported and coordinated by people like Davis

I never said don't tax the US for transit facilities, in fact this is something Pakistan should have done a long time back, obviously they are using your roads, so there is wear & tear on your roads et. etc. so charging a transit tax is the most intelligent thing to do.

I was merely stating that should you "STOP" NATO supplies completely, the US has a major economic leverage on you, which it will surely use.

I do not believe that India has any plans of annexing Pakistan, No Indian sane or otherwise wants to add another 180 million odd humans to our already humongous population.

My understanding is that India will only react if any terror activity in India is traced back to Pakistan.

if usa chooses to use that "economic leverage" on pakistan, its gonna fire-back and do so very fiercely, and they know this, that is why they bowed down on partial blockade of just 10 days few months ago.

If Pakistan is economically destroyed, how long do you think the Federal Government's writ will last over all of the country. With a little financial incentives and persuasion, perhaps a province or two might secede from the union, and then the US might get direct access to Afghanistan. This is not something I would like to see happen, but is sure remains a possibility. (With the US and its allies, most things are possible)

Pakistan is a resource poor country (most of its abundant resources are as yet either undeveloped or underdeveloped) and therefore imports a great deal of its daily requirements, such as fuel, edible oil, tea, machinery, plastics etc. These have to be paid for in foreign exchange, should the Pak economy be hit so badly due to default that credit is squeezed, the currency is greatly devalued, inflation runs in the thousands, and essential items are just not available, there is every chance that anarchy will reign, in a situation such as this the US merely has to render its goodwill to a selected province by becoming its biggest benefactor and the citizens of that province will overwhelmingly choose to secede, and the US will possible grant recognition to the new state which will be followed by all of the major world powers (with the possible exception of China) following suit.

Your usual blah blah blah that can apply to any country, replace Pak with India and you have an even worse and a bigger problem. ... Please tell us what US did not try to keep bad Pakis hands off big bad nukes. Go back in history and read a few chapters on the subject.... proof is in the pudding not in asumption or wet predictions.
