PAKISTAN DECIDES 2008:

The three districts under review, Gujranwala, Sialkot and Narowal fall under former Gujranwala division. Although a major part depends on agriculture in rural areas, the urbanites specially living in Gujranwala, Sialkot, Daska, Sambrial and Wazirabad earn their livelihood from highly developed cottage industry. Kashmiris, Arains and Sheikhs are prominent in urban centers whereas Jats, Rajputs and Gujjars lead the rural politics. Sialkot and Narowal are situated alongside Pak-India border while Gujranwala is an important city on historical Grand Trunk Road.

Gujranwala

The fifth largest city of Pakistan consists on five national and 14 provincial assembly seats is home of a population of 1,132,509. It is hub of politics based on clan system. Politically, it always produced mixed representatives for national and provincial assemblies. Following same pattern, the constituents sent two of PML-Q and one of MMA, PPP and PML-J each in 2002. PPP’s Ch Imran Ullah, however, later jumped into the PML-Q’s bandwagon. Likewise Hamid Nasir Chatta of PML-J also joined the PML-Q after merger of his party into the latter.

The electoral battle in this constituency is among 2002 MNA Chaudhry Imranullah of the PML-Q, Chaudhry Zeeshan Ilyas of the PPP and former Punjab education minister Usman Ibrahim of the PML-N. Ilyas and Imran are both Arains by caste. His opponent Ibrahim belongs to the influential Ansaris.

Khawaja Muhammad Saleh of the PPP is contesting from this constituency once again against the winner in 2002 Qazi Hameedullah Khan of the MMA and the PML-N’s Khuram Dastagir Khan. Qazi belongs to the Jamiat Ulema-e-Islam-Fazl (JUI-F), which has made a seat adjustment with the PML-Q in Gujranwala. Saleh is an old PPP worker. Khuram’s father Ghulam Dastagir Khan is an old parliamentarian and was a minister in General Ziaul Haq’s cabinet. Khuram himself is a regular contributor to English newspapers.

Former state law minister Shahid Akram Bhinder won this seat for the PML-Q in 2002. The runner up, Dr Zafar Chaudhry of the PPP, has challenged him again. Bhinder served as MPA in 1990 and 1997. His uncle, Chaudhry Anwar Bhinder, is a senator and a former speaker of the West Pakistan Assembly and Punjab Assembly. The PML-N has fielded its 1997 MNA again in the race for this constituency.

PPP Punjab Vice President Imtiaz Safdar Warraich was elected MNA for his first term in 2002 from this constituency. The PML-Q has fielded former provincial minister Chaudhry Shamshad of Kamoki against him, whereas the PML-N has nominated newcomer Mian Asif Aqil. A lawyer by profession, Warraich was a member of the 1993 Punjab Assembly. He served as the district’s bar association’s general secretary in 1982-1983, was a member of the District Council from 1983-1991, and was the director of Punjab Provincial Cooperative Bank Limited. A minister in Pervaiz Elahi’s cabinet, Shamshad is the son of former MPA and Kamoki Municipal Committee chairman Chuadhry Abdul Wakil Khan.

The main battle here is between two Rajputs, Rana Nazir Ahmad of the PML-N and Chaudhry Shamshad of the PML-Q. However, Chaudhry Abdullah Virk, a Jutt, is also in the race for this seat on a PPP ticket. In 2002, Rana Nazir’s son Umer had defeated Virk in this constituency. Both Rana Nazir and Virk are old political rivals and have been contesting against each other since 1988. Rana Nazir is a former Gujranwala District Council chairman and was a member of ex-premier Nawaz Sharif’s 1993 cabinet. Virk was a MPA in 1985 and MNA in 1993.

A PML-Q 2002 MNA, Chaudhry Bilal Ijaz, has now been challenged here by a fellow Rajput, the PPP’s Brigadier Tariq Fateh Muhammad, and the PML-N’s Chaudhry Ashfaq Mithhu. Bilal’s father, the late Chaudhry Ijaz Ahmad, was also a national parliamentarian. In 2002, he defeated seasoned politician Hamid Nasir Chathha by a margin of around 24,000 votes. Both Brig Tariq and Mithu are new aspirants for a parliamentary seat. Brig Tariq is the brother of senior bureaucrat Babar Yaqub and Punjab Forensics Director Dr Amir.

Hamid Nasir Chattha is contesting from this constituency for his fifth term against the PPP’s Asma Shahnawaz Cheema, daughter of the PPP’s 1993 Punjab minister Shahnawaz Cheema, and the PML-N’s Justice (r) Iftikhar Ahmad Cheema. Chattha was Punjab education minister, National Assembly speaker and a federal minister during his last terms. His son Fayyaz Chattha is a district nazim. Iftikhar Cheema is the older brother of Police Deputy Inspector General Zulfiqar Ahmad Cheema.

Sialkot

One of the most literate districts of Pakistan, Sialkot is hub of cottage industry of sports, leather garments and surgical instruments. It is known as City of Iqbal. Although agriculture is contributes a lot in the district’s economy, cottage industry caters most of the population. The romantic waters of River Chenab enter in plain areas of this district. Having population of 3,500,000 mainly consists of Jats, Gujjars, Awans, Kashmiris and Arains. The District consists of five national and 11 Punjab seats.

The 2002 election’s loser Mian Muhammad Riaz has once again landed here by PML-Q against PML-Nawaz 2002 winner Khawaja Mohammad Asif and PPP’s Zahid Bashir Chaudhry. In 2002, Asif obtained 42736 against 38957 of Riaz. Nawaz Sharif’s 1997 minister, Asif is son of Khawaja Mohammad Safdar, a close aide of Gen Ziaul Haq.

Its National Assembly Speaker Chaudhry Amir Hussain’s constituency. PPP and PML-N have launched Dr Firdos Ashiq Awan and Mohammad Idrees Bajwa respectively against him. Awan is PML-Q’s 2002 MNA. She has shifted to PPP just a couple of months ago. Lawyer by profession, Bajwa is old political worker. In previous general elections Bajwa gave tough time to Ch Amir Hussain who belongs to Gujar tribe.

The constituency has become very sensitive ever since PML-Q President Chaudhry Shujaat Hussain decided to run for a National Assembly seat from here. The PPP has fielded Lt Col (r) Sultan Sikandar Ghumman against him, whereas the PML-N’s candidate is Rana Abdul Sattar. The winner in 2002, former state minister Umar Ghuman, is out of the race. Shujaat began his political career in 1977, and was an effective member of the 2002-05 power troika. He belongs to the neighbouring Gujrat district and the dominance of his fellow Jutts in this constituency is a major plus point for him. The infighting among local aspirants for a PML-Q ticket also pushed him to run from this constituency following a unanimous invitation from all of them. Col Ghuman also contested the 2002 elections but lost. However, he is known for his contacts in the United States. Rana Sattar was an independent before he was picked up by the PML-N.

Narowal

Narowal is the home district of revolutionary poet Faiz Ahmad Faiz. Stretching along the Ravi River and the Pakistan-India border, it is the land of Gujjars, Jutts, Rajputs and Pathans. Agriculture is the main source of income for the people of the area. It has three national and five provincial assembly seats. In 2002, the PML-Q won all three National Assembly seats and all the winners were inducted into the federal cabinet. Two former federal ministers Muhammad Naseer Khan and Danyal Aziz are contesting from here once again.

The PML-Q’s Ali Asjad Malhi, the PML-N’s Sahibzada Murtaza Amin, and the PPP’s Dr Zaheerul Hassan Rizvi are vying for this constituency’s seat. A 2001 district naib nazim, Malhi was elected to the National Assembly in 2002. He is the nephew of the late Sikandar Malhi, who represented the people of this area in parliament. He held the portfolio of state minister in the Zaffarullah Jamali and Shaukat Aziz cabinets. Sahibzada is the son-in-law of former member punjab assembly and member national assembly Sahibzada Iftikharul Hasan, also known as Zahray Shah, whereas Dr Rizvi is a medical practitioner in Sialkot.

The PML-Q has dropped its 2002 winner from the constituency and Shaukat Aziz’s cabinet member Zahid Hamid. However, he has been picked up by the PML Nawaz. The PML-Q has replaced him with former MNA Chaudhry Abdul Sattar Vario against the PPP Punjab General Sercretary Chaudhry Ghulam Abbas, who lost to Zahid Hamid in 2002. Zahid’s brother Shahid Hamid was Punjab governor in 1997 and his father Brig Hamid Nawaz has also been in parliament. Vario is the brother of former minister Chaudhry Akhtar Vario and the uncle of Khush Akhtar Subhani. His son Armughan Subhani won a provincial seat in 2002.

Former federal health minister Muhammad Naseer Khan is contesting from this constituency against Chaudhry Tariq Ashraf Kahloon of the Pakistan Peoples Party and Sumaira Yasir Rasheed. Khan’s nomination papers were rejected by returning officer and later, LHC allowed him to contest. Kahloon is a new face.

Former National Reconstruction Bureau chairman Danyal Aziz Chaudhry is contesting from this constituency once again. His main challenger Gulzar Ahmad belongs to the PPP. Danyal’s father Chaudhry Anwar Aziz was a minister in the Zulfikar Ali Bhutto and Muhammad Khan Junejo cabinets. In previous general elections, he defeated Tariq Anees.

The PML-Q has fielded its 2002 winner Rifat Javed Kahloon against PML-N Information Secretary Chaudhry Ahsan Iqbal. The PPP is still unsure about its candidate. Kahloon’s husband Col (r) Javed Kahloon was district nazim in 2002. Ahsan was the winner from this constituency in the 1997 elections. He was later elevated to the position of Planning Commission of Pakistan deputy chairman.

Well Perveen … if you do not mind, let me answer that.

You asked what one like about ‘Q’ more than ‘NS and BB’. Though there are many reasons, let me give you few … each of them is important for me enough that if one was there, still I would have preferred ‘Q’ over ‘NS and BB’. I am taking ‘Q’ as Musharraf regime … OK? :slight_smile:

I am giving four reasons. If you want more reasons, please ask for more :slight_smile:

**Reason 1: **
Musharraf regime: Unprecedented Economical growth
NS and BB regime: Bankrupted the economy:

Pakistan** ‘GDP’ and ‘Per capita income’ growth in US dollars during different regimes: Look at Musharraf period that posted highest ever average growth rate and than compare it with ‘NS and BB’ period that posted lowest ever growth rate.**

Since corrupt journalists tried to misguide innocent illiterate Pakistanis twisting the corruption perception report of 2006, Transparency got embarrassed and had to come up with clarification press release. If you want to, you can read that too (In same box).

Results: This is the answer what Transparency Internaltion got:

48.7 percent said that BeNazir period was most corrupt.
43.03 percent said that Nawaz period was most corrupt.

3.17 percent said that Musharraf period is most corrupt.

2.17 percent said that Ayub period was most corrupt.
1.53 percent said that Zia period was most corrupt.
1.4 percent said that Z. Bhutto period was most corrupt.

Just look at figures of BeNazir and Nawaz … than compare that with Musharraf and you will notice that it is difference of sky with earth. You can see that compare to BB and NS, present regime is negligible corrupt. Transparency International survey found that 91.73 percent believe that periods of ‘NS and BB’ was most corrupt period Pakistan has ever seen. Whereas even though Musharraf rule is current and many supporters of ‘NS and BB’ plus ‘so-called Jihadis’ wants Musharraf government to be shown as bad and corrupt, still only 3.17 percent though that Musharraf government is corrupt.

Reason 3:
No embarrassing corruption stories in world media like NS and BB stories (I am just including one as sample):

I am using British Newspapers. One should remember that British Newspapers do not accuse anyone of corruption until they have enough proof for that, as that could lead them to defamation sue cases … where defamed people can get huge compensation. It should be noted that NS and BB, none sued the papers.

For anyone want to find out personally if what quoted is wrong, for them, British Newspapers archive can be found from main British libraries. One is in front of Colindale tube station London NW9.

Recommendation to ‘Q’ league:

They should get corruption videos of NS and BB that British TV media has shown in UK during 90s. Then they should play it on stage (in large screen) with translation in every Villages and Cities of Pakistan during their election campaign, asking people that if they would like such corrupts to be their ruler and that if they would like to give vote to party of such people who are world known looters and plunderers.

‘Q’ league should also hire TV time to air those programs in Pakistan daily from various channels (government and private) asking the masses same question.

Brother, I am living in west since long time and I have not seen one corruption story in electronic media or print media of anyone from Pakistan except these two thugs.

 As for years 2002-2007, when Transparency International is showing that according to their survey, this period was period of Angel compare to evil and corrupt period of ‘NS and BB’ than why are you doubting? Is it that some corrupts have told you and you are propagating misinformation?

I have given the site of Transparency International giving ‘corruption survey reports on Pakistan’ above, so why not check that before claiming that it was corrupt period.

as for nS, former prime minister twice and he cant tell if he signed an agreement for 10 years, to make it seem it was like 5...I think he lost his political credability when he was exiled back to to KSA

Q, i know they are not the most honorable but would you really want BB and NS ? given the circumstances...I dont think the 2 former prime ministers will do much at an attempt for premiership the 3rd time, the last 2 terms should be evidence enough...

And for all the good guys that we want (like imran), they (the corrupt ministers, and PMs, and the current regime) will eat him/they alive...he got no chance...atleast i dont think so.

I think if PML-Q comes in power again they will fail badly.

Reason #1:
1. They will be without Shaukat Aziz
2. They will not have the protection power of Musharraf (though he is there but without his "skin").

they will do riging in Punjab against PML N

PPP cant win any where, may be sindh

MMA will win in NWFP

PML N will win few seats in Punjab, NWFP and Sindh

Imran will get some extra seats this time

so if MMA and PMLQ and imran combine they might elect imran as PM
but imran wont accept mush as president

so i cant really see any progress after election accept more problems and violence

It is highly unlikely MQM will lose any seat in these elections. May 12 is probably the only biggest black spot in their last 5 years otherwise they have done good job in terms of development work. It has been their stronghold and it didn't weaken in last few years IMO.
