I don't like Steve Davis much as an umpire (a crappy umpire imo, makes far too many mistakes for someone who's on the elite panel) but the fact is (as much as we may disagree with the silliness of the law), he followed the law to the letter here

Actually there is no mention of bails being dislodged at the no**n-striker’s end **before the batsman has had the chance to play the ball
so was Finn hard done by the umpire?

^actually Smith and Petersen complained between the balls/overs to Steve Davis that they r being distracted .... So Steve Davis had a word with Finn before the "Wicket taking ball" was delivered
i Watched the whole saga unfold ..... so it was funny listening to strauss telling the umpire that it happend so often and gonna happen again and Steve Davis was like: Then i'll call dead ball again
To be honest: It was only a matter of time some umpire would put an end to this

But it is most bizarre that there is no mention of this (bowler’s arm dislodging bail(s) at the non-striker’s end) in either the dead or no-ball law
