Democracy is the government of the people, by the people, for the people. It’s not government of the people, by the 5%, for the 95%.

If the poverty and illiteracy is an issue, then change the system of government from democracy to something else. Don’t call it democracy, and still have the ruling privelages reserved for the elite class.

There always are prerequisites (such as age, residency requirements blah blah blah…) even in democracy and each democratic country has the process tailored to fit their need. Our need right now is to make at 12 grade education mandatory.

Btw, just a side note. There is no education requirement in USA to become a congressman.

and as for USA, it has compulsory educations laws in place so its hard to find someone without 10/12 grades education anyway. As I said it has to fit your need.
