In late 70’s, under Bhutto’s watch Pakistan started arming Afghan militant groups (of Hekmatyar and Burhanuddin Rabbani) and in late 90’s in Benazir’s reign the militant groups were united to form what we know as taleban nowadays. Another point to note is that Naseerullah Babar was involved in both instances (governor KPK during Bhutto’s time and interior minister during Benazir’s).
With Daud’s ascendance to power, the late Zulfiqar Ali Bhutto, then prime minister of Pakistan, moved to counter his moves. Among the measures the Bhutto government implemented was helping Hekmatyar establish an Islamist movement.
Pakistani support for him began in the mid-1970’s, during the Government of Prime Minister Zulfikar Ali Bhutto, the father of the present Prime Minister, Benazir Bhutto. Today, Mr. Hekmatyar said he was confident of Pakistan’s backing at this critical time.
It was under Ms. Bhutto’s watch that the Pakistani intelligence agency, Inter-Services Intelligence, first installed the Taliban in Afghanistan. It was also at that time that hundreds of young Islamic militants were recruited from the madrassas to do the agency’s dirty work in Indian Kashmir. It seems that, like some terrorist equivalent of Frankenstein’s monster, the extremists turned on both the person and the state that had helped bring them into being.
The 1990's was a wasted decade. Both BB and NS were not able to manage the country and tried using Zia as a scapegoat for their failure. During the last 5 years the situation in the country has got worse and both PPP and PMLN are trying to put the blame on Musharraf for their failure to manage the country after him. They do not accept that a bad situation due to compulsions at the time, has been made even worse by them due to their own incompetence. They try to blame the previous administration for their own shortcomings and their making the situation even worse, when in fact the situation should be getting much better.

Back in the mid 90s, when Benazir began her second term, she used Fazlur Rehman as a counterweight to JI, and even made him the head of the foreign affairs committee in the parliament. How Fazlur Rehman wined and dined the Americans and arab sheikhs, and how he used his close alliance with Benazir to push the Taliban agenda is no secret, and Benazir was a complete party to it. If at any time she disagreed with it, she could have stopped him, or removed him from the parliamentary post, but she didnt.
