Niyeat hi nahi hai. If they WANT to, Pakistan Railways can still do great. But like our government, the (mostly political appointed) officers are more interested in receiving kickbacks on contracts or leeching whatever is left of the organization.
If you don't privatize, then it is government's responsibility to ensure efficient running of Railways. But then, the agencies, ISI and Chief Justice won't let them do anything and force them into idiotic ventures like this.
Isn't officers are recruited through CSS or FPSC? Has the method changed since 1993, when I was also an officer of federal government and recruited through CSS/FPSC written exam (10 subjects), interview by members and chairman of FPSC, police/FIA clearance medical examination etc?

Only retired from railways are recruited on contract basis with recommendation of senior officers. Normally there is no political bs on reguar recruitments of officers or through contractual employment. A slight shift was made during mohammad khan junejo time when perhaps written portion was shortened in his famous five point program.

^ I would rather believe the FACTS than what the secretary is claiming. By the way, he is a 'paki' and according to your definition, corrupt.
I personally know a railways officer who is regarded as one of the most honest officers in Pakistan Railways and therefore appointed in the purchasing department. He lives in one 8-kanal house provided by railways in Lahore and his family lives in a similar one in Peshawar. His two sons both study in the UK and the daughter drives a civic.
I wonder what kind of lifestyle more corrupt officers in PR would have and whether they would have any motivation to 'improve' the situation of this organization.

Railway is not out of corruption set which include a number of government and non-government organizations. Why you only focus on Railways????
As regard corruption by Shaifqullah (Secretary Railway Board), I don't know much about him now as I am out of federal government for the last 19 years. However once he and myself worked together and I found him thorough gentleman belonging to KP.

Is this the same argument as, "everyone in Pakistan is corrupt, why focus on PPP?"
But corruption is not the major reason for its failure. The major reason is the ugly policy decisions against working of railways are major causes of failure. Army and police should fall first as they are the most corrupt organizations. But they are not only surviving but thriving. How??????

maybe the army and police officers are thriving (like those of Railways) but the organizations are a major FAIL. Give the defense budget to Railways, and you'd see some improvements there too :P

I heard that not enough people are travelling due to high cost of ticket. The private company is not able to pay railways money it promised because it does not have expected profit.

It will take some time before trust is restored in railway. And what type of businessmen they are who expected it to be a profitable business from the day one?
