Sukkur Express bogie gutted at Jacobabad station - Newspaper - DAWN.COM
SUKKUR: One bogie of the Sukkur Express was gutted and another one was damaged when a fire broke out while the train was stationed at Jacobabad on Wednesday.
It was the fourth incident of its kind in recent months on this sector, Pakistan Railways and police said.
They said the fire broke out in one of the bogies of the Karachi-bound train at Jacobabad station but was put out before
it could cause much damage to another bogie. **Police were working on a claim that some inflammatory chemical was thrown at the bogie.
Railways Police DSP Wazir Ali Sarki told the media men that subversion being behind the fire could not be ruled out observing that the bogie gutted swiftly.
In the previous such incident, four bogies of the Sukkur Express were destroyed by a fire a few weeks ago.

Rs. 600,000 spent on 3 projects: Three waiting rooms inaugurated at Lahore Railways Station**

LAHORE: Pakistan Railways General Manager (Operation) Javaid Anwar Boobak has inaugurated three new waiting halls at Lahore Railway Station.
One of the waiting halls was opened for the passengers travelling to or from India at Lahore Railway Station. The other two waiting rooms reserved for men and women passengers separately, while a water treatment plant was installed to provide clean drinking water to passengers at platform number 2.
Javaid Anwar Boobak said the Pakistan Railways had built the hall through its own resources and well reputed officers were appointed for transparent work. He said that an amount of Rs 600,000 has been spent on these three projects, however, the water treatment plant has been donated. He said that situation of the PR was getting improved day by day and the focus of the PR administration was on provision of more and more facilities to the passengers.

For your information security of Railway is directly under Pakistan Railway Police formerly Watch & Ward, which come directly under Sad Rafiq. Otherwise why do you not think that Sad Rafiq is stupid spending billions on corrupt railway police who are only interested in transporting drugs, illegal arms and black marketing of tickets across the country? Railway Police is federally run organization and therefore comes directly under Sad Rafiq and Ch Nisar.

Perhaps Rs. 600,000 were distributed as commission to IOW, AEN and DEN. Pai 6 lakh main to Suzuki Alto bhi nahin milti. Never ever in the history of Railway GM or Chairman took credit of IOW works. 18 injured in Shalimar Express accident in Hyderabad - Pakistan - DAWN.COM
HYDERABAD: Eighteen people were injured when one bogie of the Karachi-bound Shalimar Express (Night Coach) overturned and another derailed near the Detha railway station on Saturday.
Hyderabad railway station superintendent Shamsuddin Solangi said the cause of the accident could not be ascertained immediately. PR chief controller office in Karachi said that it was a private service train, 44-Down, which was scheduled to reach Hyderabad at 11.10am but was a bit late.
The accident took place at about 11.45am.
Mr Solangi said a crane was made available to the PR workers at 1.10pm for the removal of the bogie and clearance of the track after necessary repairs. The work was under way when last reports came in late in the evening.
He said that the bogie that overturned carried two guards, besides passengers, and the other one that derailed carried only passengers. He said the derailed bogie was put on the track and taken to the station.
A large number of ambulances rushed to the spot to transport the injured victims to the Liaquat University Hospital’s city branch.
Hyderabad Deputy Commissioner Fayyaz Jatoi said that except for one passenger, who was admitted to the hospital’s ICU, the condition of all the injured victims was stated to be stable.
However, Mr Solangi said that the two railways guards, Budho Khan and Mohammad Razzaque, received serious injuries in their arms. The other victims were identified as Abdul Hameed, Shabana, Mohammad Shahbaz, Ruqqaya, Nusrat, Zainab, Iqbal Bibi, Fatima, Khalid, Aneel, Nosheen, Samina, Rahib, Mohammed Kashif, Tanvir, Mohammed Ghafoor and Shaban.
According to onlookers, some other passengers were also injured in the accident but they left and did not report at the hospital.
According to PR officials, since only the down track was damaged, the rail traffic, including upcountry services, remained unaffected.

ISLAMABAD: Pakistan Railways has made operational around 132 D.E locomotives during last seven months to improve its performance by enhancing number of freight and passenger trains. Sources at Pakistan Railways on Sunday said, of the total five locomotives were rehabilitated, 22 specially repaired, 30 new locomotives were inducted while 75 locomotives were overhauled during the period.
At present the total number of operational D.E locomotives is 253 while around 189 number of D.E Locomotives are non-operational, sources added.
The sources said the Gross Earning of the department has been increased by 32.76 per cent and Working Expenses increased by 13.89 per cent during 2014.
The deficit/shortfall has witnessed increase by 2.71pc as compared to figures of corresponding period of 2012-13.
The main reasons for deficit are non-availability of locomotives, passenger coaches and rolling stock resulting in decrease of freight and passenger trains. The other reasons are increase in salary and pension of employees as per government orders.
With regard to steps being taken for making Pakistan Railways a profitable organization, the sources said the department has involved private parties in commercial management of four passenger carrying trains and cargo express train.
Right mix of passenger and freight trains, the sources said a Freight Transport Company is being established to give top priority to freight transportation for generating revenues.
The other measures being adopted are control over expenditure through computerized payments and pension to eliminate ghost pensioners and rule out possibility of over payments, procurement of new Bogie Oil Tank Wagons and procurement of new state of the art locomotives.
The terminal facilities are also being augmented to curtail loading/un-loading time by introducing modern facilities while Pakistan Railways is in process of up-gradation of its existing tracks on main corridor with collaboration of China.
Existing speed of trains from Karachi to Lahore would be increased upto 160 kms per hour and from Lahore to Peshawar upto 120 km per hour.
Another step is doubling of track from Shahdara Bagh to Lalamusa and improvement of Signaling System on Lodhran-Khanpur-Kotri section and provision of Centralized Traffic Control on Shahdara Bagh-Lodhran section.
Efforts are also on to connect Gwadar port with Railway network and establishment of a new Dry Port at Havelian.
Pakistan Railways is also trying to introduce E-Governance in Pakistan Railways while Vigilance Cell has been re-activated to curb pilferages

LAHORE: ** The joint venture between Pakistan Railways (PR) and Four Brothers Group for a privately-operated Pak-Business Express is proving to be profitable for PR as the state-owned corporation earned Rs2.48 billion in the first three years of the train’s operations.
The amount PR has earned is in the form of daily rentals, which were initially Rs3.2 million at 88% occupancy before being revised to Rs2.2 million at 65% occupancy ratio.
The management of Business Express, however, claimed that they have not earned substantial profits yet. However, the experience has taught them how to operate as they now gear up for bigger ventures in the future.
“The only thing we earned during this time is a brand name for our product — when anyone talks about public-private partnership in railways, they mean us,” said Pak-Business Express Director Operations Mian Shafqat while talking with The Express Tribune.
Since its inauguration, the venture has received substantial media attention for various reasons including the uneven 88:12 ratio in favour of PR.
The ratio means that PR pockets Rs88 from every Rs100 earned, while Pak-Business Express utilises the rest to meet expenses and generate profit.
On the other hand, PR’s role includes maintaining railway tracks, providing technical manpower to look after the train and fuel that costs Rs0.6 million per day for a round trip.
Realising the burden, the management at Business Express has taken corrective measures. “We realised the contract we signed initially was not providing us a level playing field — someone had to correct it. Thus, we’ve taken appropriate steps to keep this venture alive,” Shafqat added.
The struggle to revise down the occupancy ratio had created a major tussle between both stakeholders, as railways authorities claimed that this matter was not worth putting in the federal cabinet meeting.
However, PR tried to challenge the revised rates in different courts but was not successful. Within this time span, both parties have claimed outstanding dues. Railways is still calculating daily rentals at 88% occupancy, which according to them have crossed Rs1 billion.
On the other side, the Business Express management is claiming Rs160 million in the form of infrastructural development.
Shafqat claims that their maximum train occupancy goes to 62%. “If we talk about passenger ratios of developed economies, no country has reached 100% or even 80%. If the ratio crosses 50%, it means that you have reached the breakeven point,” he said.
“We have established a brand in Pakistan in and, despite the conflict, PR has earned Rs2.48 billion from us in three years,” he said.

Pakistan Railways (PR) is likely to surpass the revenue target of Rs 28 billion set for the current financial year (2014-15) after increasing the number of freight trains and improving trains’ punctuality, sources revealed to Business Recorder.
The government had set revenue target of Rs 6.3 billion from freight services of PR, however the target has already been achieved in the current month. The authorities are now expecting **Rs 8 billion **under this head by the end of current financial year.
**The number of freight locomotives increased from 8 to 25 **and made it possible to start **3 to 5 freight trains at Karachi Port daily for up-country **which resulted in enhanced revenue. The losses of Pakistan Railways remained at about Rs 33 billion for last several years, however due to improving conditions, it is now capped at Rs 31 billion, officials added. Sources said that to control corruption in the department, there are now strict controls over expenditures through computerized payments.
Pakistan has received 58 locomotives from China, however sources revealed that the project has been reportedly revised and the number of locomotives increased from 58 to 63 where 5 locomotives would be built at Carriage Factory Risalpur in collaboration with China.
First locomotive has already been manufactured locally in the month of January 2015. The total cost of the project was Rs 19.4 billion while the allocation for the current fiscal year was Rs 6.5 billion and the government has released Rs 4.62 billion of which 90 percent has been utilised by the Railways ministry. Sources further said that 75 percent of the project has been completed and the remaining would be completed by end June 2015.
According to the fourth and fifth staff review of International Monetary Fund (IMF), PR revenue improved by around 60 percent in fiscal year 2013-14 and 20 percent in the first quarter of 2014-15 through rationalisation of tariffs and expenditures and improved occupancy rates. The review further states that aging and shortage of equipment, overstaffing, and large debts continue to weigh on railway operations.

There is a general consensus that given all the poorly performing federal ministries Railways alone stands out as one where performance has improved. Khwaja Saad Rafiq must be lauded for his efforts in turning the Railways Ministry around. In this context, it is worth noting that Railways has already surpassed its revenue target of 28 billion rupees set for the current year subsequent to increasing the number of freight trains and improving punctuality. The freight locomotives more than tripled - from 8 to 25 - with 3 to 5 freight trains daily from Karachi to upcountry which accounted for the entity meeting its 6.3 billion rupee freight revenue target by end February with the expectation that total revenue from this source alone would be around 8 billion rupees by the end of the current year.
In Pakistani ministries while revenue targets are routinely over ambitious - one has only to look at by now routine downward revision in the budgeted tax collections three or four times a year to ascertain the veracity of this claim - yet expenditure more than budgeted is another area of concern. Sources within the Railways Ministry told *Business Recorder *that strict controls have been put in place over expenditures through computerised payments. Be that as it may, the Railways Ministry has not yet been able to reduce the stock of losses that have remained at around 33 billion rupees. However, for the ministry to merely stop the stock of losses from increasing and showing favourable operational financials after a long period must be appreciated as it must have involved not only checking corruption on the one hand but also improving performance on the other.
What is however unfortunate is that serious accusations of corruption have surfaced. Secretary General of the Pakistan Railways Employees Union Ishtiaq Ahmed Asi accused the current batch of Railways decision-makers of figure fudging and of receiving kickbacks in locomotives/wagons procured from China. He further maintained that had the government opted for giving the contract for the manufacture of locomotives/wagons to Risalpur Carriage Factory the government could have not only increased employment opportunities but also would have been able to purchase a locomotive for 20 million rupees instead of paying 270 million rupees for the imported product. The reason for the decision to import, Asi accused the Railways Ministry, was to receive kickbacks - a charge that needs to be responded to on an emergent basis. One would hope that Khwaja Saad Rafiq responds to this accusation.
The reasons for opting to import locomotives instead of manufacturing them locally may well be attributable to the fact that the agreement to import was already signed by the previous government, and with China the only country ready and willing to invest in Pakistan’s deficient infrastructure sectors, the decision not to renege on a past deal was taken with the objective of not compromising the 34 billion dollar worth of investment Memoranda of Understanding signed with China. Or else there may have been a perception that Chinese locomotives were better in quality with a longer life span than locally-manufactured ones. Whatever the reason, it is necessary for Khwaja Saad Rafiq to deal with this accusation promptly to defuse the perception that a lot more needs to be done in Pakistan Railways.

KARACHI:**Good news for college students and other people who frequently travel by train, the railway department has launched a complaint centre to redress problems they face.
The 24-hour complaint centre was launched on the orders of the railway minister, Khawaja Saad Rafique, said Pakistan Railway upper divisional clerk Muhammad Arif.
He told The Express Tribune how a few women travelling from Karachi to Sialkot were harassed by some men. “A few men got inside the ladies’ compartment and started harassing them,” he said. “It was 10 in the night when I received a call from one of the ladies. I immediately informed the railway control room in Hyderabad, where the train was supposed to stop over. The railway police intervened and arrested the men.”
Arif looks after the complaint centre in the divisional superintendent office, Karachi. According to him, it has been working for the last two months and is doing quite well in resolving the complaints faced by passengers.
“Earlier, it was very dangerous for women to travel alone,” he pointed out. “It is very common these days that students travel across the country by train, which could be dangerous. Not anymore. We are here round the clock to address any untoward issue.”
According to Arif, any complaint regarding railway from Karachi to Tando Adam is taken up by the centre, which takes a day to resolve the complaints. “During the last two months, we have received a 150 complaints and resolved each of them,” he said.
“Not only do we resolve it, but we get back to the complainant and inform him that his complaint has been resolved,” said railway divisional commissioner officer Nasir Nazir.

New modern train between Islamabad-Karachi to be operated soon: Saad Rafique
LAHORE – Pakistan Railways Minister Khawaja Saad Rafique has announced to operate a **new state of the art superior fast train between Islamabad and Karachi **from May of the current year.
Talking to journalist after inaugurating ten new modern power vans at Lahore Railway Station on Tuesday, he said that name, timings and composition of the new train would soon be finalised. He said that the PR was gradually and continuously progressing and induction of new power vans in the system was another step to progress with the efforts of PR workers and administration.
“Only 27 power vans were working when I took charge but now the number of the vans were 74 which will become 84 after March 31 with the induction of more 10 new power vans,” he added.
The minister said operation of the power vans was part of the preparation of the **upcoming summer season **and now the passengers would not be bothered during the hot weather due to non-working of air-conditioners, lights and fans in the trains.
Expressing about the development in the freight operation, he said more than 80 locomotives were operational for freight sector, adding that not more than 7 to 8 locomotives had been working for freight when the Pakistan Muslim League-N government took over the charge.
The minister said deduction of five percent was being made from the salaries of each employee for several years on name of development but it was first time the PR had allocated Rs 300 million in the Public Sector Development Programme for the construction of residences of the PR employees.
He said the PR administration had marked land for the **construction of residential flats and apartments for the employees **as the department could not afford big bungalows for staff while construction would soon be started. He said it was just beginning of colouring of the map and soon more developments would be made for the betterment of the department and its employees.
To a question about the PR police, he said that a summary of** Rs one billion for several projects of the up-gradation of the PR police** had been sent to the prime minister office for approval from which an amount of Rs 400 million had been sanctioned for equipments and training of the police. The minister stated the PR administration was working for raise in the salaries of the police staff and soon it would be made equal to the salaries of the provincial police.
He said that posts of **20 inspectors and 49 assistant sub-inspectors ** were being introduced which would be filled through the **public service commission **so that educated officers could be inducted in the PR police. He added that these officers would be posted in the sensitive police stations.

New train service, starting from May 15, offers free WiFi, air-conditioned coaches.
KARACHI: Pakistan Railways’ new train service is no ordinary service. Set to launch on May 15, the Green Line offers its passengers free WiFi facilities, all the way from Karachi to Islamabad and back.
“The train comprises air-conditioned business coaches, with free WiFi facilities as well as complimentary breakfast and tea,” railways division officer Muhammad Nasir told The Express Tribune.
According to Nasir, the locomotive engines and business coaches that had been imported from China in the past will be used for the Green Line. “It was not very costly to launch this service, since we just had to renovate the coaches we already had.”
When asked why the Pakistan Railways found it necessary to initiate this service, Nasir replied that they had been receiving an excellent response from passengers. “A large chunk of the population now wants to travel by train because of our improved services,” he said. “Keeping their desire to have a safer, comfortable journey, we decided to launch the Green Line.”
He explained that the train will leave Karachi’s Cantt Station at 9:30am every morning, reaching Margalla Station in Islamabad at 8:45am the next morning. “Meanwhile, another train will leave Islamabad at 3:15am daily, arriving in Karachi at 2:30am the next night,” he added, saying that two trains will be used for the service, with tickets costing Rs5,000 per passenger.
Nasir further said that the train will go from Karachi to Hyderabad, stopping at Rohri, Khanewal, Lahore and Rawalpindi before arriving in Islamabad.

China to invest $3.8 billion to upgrade, modernise Railways

China intends to invest $3.80 billion to upgrade and modernise the Pakistan Railway for which a solid foundation has been laid and there will be no further delay. China Railway vice Minister Leu Dong Feu revealed on Tuesday at the Railway Headquarters leading a top delegation made up of 13 members.
The delegation was warmly welcome on arrival at the Lahore Railway Station from Rawalpindi by train and received by Chief Executive Officer Javed Anwar Bubik, Railway Advisor Pervez Anjum and senior officials of Pakistan Railway.
During the meeting, the delegation gave a presentation. Minister Feu also said China would provide technical and financial support to maintain locomotives, scanning, communication and tracking system and announced the construction of a modern dry port in Hawalian.
The delegation then visited the Lahore Locomotives Workshops and praised the work being done there and the historical Badshahi Masque, Iqbal Tomb and the Shahi Fort.

Transparency and clarity has never been a hallmark of PMLN. Just like Ishaq Dar uses loan money to bloat GDP and forex reserve figures, Saad Rafique is portraying a reduced loss, as income.
