I am surprised this minister promised that he would turn around railways in two years. He should have awarded these brave journalists who really risked their lives to prove the corruption in a very minor establishment of Railways. One can understand how much corruption is going on in Engineering, Police, Commercial, and Operating departments. Sad Rafiq should have issued arrest orders for those involved in this terrorist and corrupt activities, suspending DCO Karachi, DS Karachi and CCM (General Manager Commercial HQ LHR) and should have initiated criminal inquiry by FIA. It is a shame this once crown national department has deteriorated to such a lowest gutter level, destroying its foundation and very existence of national railway.

Railways’ financial health, performance improving

ISLAMABAD: **The auction of billboards and signboards sites had contributed Rs 57 million to Pakistan Railways during last year.
The activity included auction of 105 sites to nine advertising agencies during first phase when the task was assigned for the first time to commercial branch of the department.
**The second phase of this activity had also been finalized and further Rs 53 million was to be earned through it, which included auction of 200 sites to 21 advertising agencies in 31 cities all over the country.

According to Pakistan Railways here, it had adopted numerous measures to reduce losses which included dialogues with donor agencies and foreign funding to purchase new locomotives to increase number of operational locomotives.
It said tariff was being regularly rationalized based on the market dynamics mainly to improve occupancy and increase revenue. Moreover, availability of locomotives has been improved through special repair of existing locomotives and procurement of new locomotives. At present six freight trains were leaving daily from port area of Karachi, and this situation will improve further in future.
The other step was control over expenditure through computerization of payment and pension to eliminate ghost pensioners and rule out possibility of overpayment. The efficiency of workshops was being increased by getting deposit works from other Departments/Provisional governments and private sector to enhance labour productively.
The menu for dining cars had been revised to ensure good quality food to the passengers with provision of branded items, hygienic cooking and quality of food ingredients had been emphasised. Punctuality of trains had been improved to regain confidence of passengers and freight consignors while oil reserves had been improved from two hours to twelve days level to improve operational efficiency. Similarly, the department said a comprehensive policy for disposal of surplus scrap has been introduced with an aim to improve financials through an open, fair and transparent process.

The Chinese high-speed rail industry appears to make further headway in its overseas initiative, targeting the new markets of India and Pakistan.
The progress was highlighted recently by the visit of executives of Indian’s high-speed rail company to China’s National Railway Administration on Dec. 1, when they discussed India-China cooperation in high-speed rail construction.
The visit followed comments by the spokesperson for India’s ministry of railways one week ago, saying China will conduct feasibility study on the plan of constructing a high-speed rail system in India 1,754 kilometers in length, the second longest worldwide so far. The railway will connect Delhi and Chennai, with a budget of 2 trillion rupees (US$32.3 billion). In September, China signed a memorandum of understanding with India, pledging to help the latter in rail construction, including technology transfer, training of rail technicians, development of railway stations and railway construction.
In late November the development and reform commission of Xinjiang Uyghur autonomous region announced the kickoff of a feasibility study on a China-Pakistan rail project, according to Guangzhou’s 21st Century Business Herald. An insider from China Railway Corporation said that the projected railway may pass through Central Asia, with which China has longstanding cooperation in rail construction.
Reportedly, China Railway First Survey & Design Institute Group has completed a draft report on the projected China-Pakistan rail, with a planned length of 1,196 kilometers.

ISLAMABAD/LAHORE – Federal Minister for Pakistan Railways Khawaja Saad Rafique urged that Pakistan Railways will earn record profit during the current fiscal year, PakistanTribe.com reported.
**Talking to media persons in Lahore today (Monday, February 2, 2015), Mr. Rafiq said Railways has been put on the path of development due to hard work of the employees.
To a question, he said no proposal is under consideration to privatise the Railways. He said stops for trains which were made on political basis will be ended.
Meanwhile, a spokesman of Pakistan Railway said on Monday that the department is all set to achieve the target of over eight billion rupees of revenue through its freight service during the current fiscal year.
12,000 tones of goods are being supplied through cargo operations daily, spokesperson added.According to the PakistanTribe’s (PT) correspondent from Islamabad, Railway in Pakistan is running 10 cargo trains from the Karachi Port to different parts of the country.
Experts from transport sector believe that the current fiscal year would prove to be the highest revenue generating year for the Pakistan Railways as it would likely to fetch more than Rs 28 billion during 2014-15.Its a common perception in Pakistan that Saad Rafique proved himself an energetic minister who introduced restructuring and transparent mechanism in every field of the department to make it a financially sound entity.

ISLAMABAD: **Pakistan Railways (PR) is offering revised competitive freight rates regularly to divert freight traffic from road to rail in order to reduce the deficit of the organisation.
In this regard, the Ministry of Railways is taking several steps including increasing freight trains to earn more revenue and revising tariffs regularly to encourage customers, said an official in the Ministry of Railways.
The official said availability of locomotives, through repair, in the freight pool has increased up to 50 locomotives per day, which has made it possible to run more than six freight trains every day from Karachi.
This has increased earnings of the railways, which is set to surpass the revenue target of Rs28 billion fixed by the government for this year, he said. PR has also re-introduced a cargo express train between Karachi and Badami Bagh Lahore from September 2014. The induction of 10 leased locomotives from the National Logistics Cell and 15 new locomotives would further enhance the freight productivity.

Maiden journey: Cargo train launched

MULTAN: **Minister for Railways Khawaja Saad Rafique said on Friday that a pilot project for commercial luggage trains had been launched.
Talking to The Express Tribune, Rafique said a multiple unit (two-engine) train was being run from Karachi to Lahore.
He said the government wanted to modernise railways. He said two ZCU-20 engines with hauling capacity of 2,000 horsepower had been put together to draw 4,000 horsepower. He said the trial train, which left Karachi at 11:45 hours, carried 3,500 tons. He said most Pakistan Railways trains could carry 2,300 tonnes at a time. Rafique said if the trial was successful, it would mark the beginning of a new era in the freight sector.
He said customers would be able to transport cargo in bulk. He said Pakistan Railways would reduce expenditures on account of diesel, staff and equipment and ultimately will operational efficiency.
Operations General Manager Javed Anwar told The Express Tribune that he had been tasked with monitoring the trial. He said a team of six officials from the PR headquarters were on board the train coming from Karachi to Lahore,
He said they were providing regular updates about the journey. He said the train would reach Lahore in 40 hours. Anwar said the train could save Rs100 million in expenditures if it was successfuly introduced for customers. He said eight new power generation units had been completed at the Pakistan Railways Carriage Factory in Islamabad and would be inducted in the fleet soon.
He said the ministry would also introduce more air conditioners in trains.
“Travelling by train this summer will be a pleasant experience for our customers,” he said.

Train passengers, PR staff to get insurance cover

LAHORE: For the first time, commuters and Pakistan Railways (PR) staff on board all trains will be travelling under an insurance cover.
An agreement to this effect was signed between the Pakistan Railways (PR) and the Postal Life Insurance (PLI) at the PR headquarters here on Saturday.
“Initially, there is a compensation of **Rs800,000 on death of a passenger, Rs50,000 to Rs300,000 **in case of an injury or disability,” the Minister for Railways, Khawaja Saad Rafique, told newsmen after PR General Manager (Operations) Javed Anwar and PLI General Manager Nasir Hasan signed the pact.
The agreement will not only cover railway passengers holding a valid ticket but also railway employees either on duty or travelling on any train anywhere in the country, said the minister.
The insurance claim will be settled within 21 days while payment will be made in 45 days, he added.
The agreement shall remain in force for three years and could be extended for another two years, said the minister, adding that a life insurance plan for all railways employees was being worked out. “An agreement will be made with a company offering the best deal.”
Mr Rafique said the railways’ Public Sector Development Programme for 2015-16 would be finalised and forwarded to the National Assembly’s standing committee concerned by the end of the current month.
Meanwhile, Pakistan Railways and National Engineering Services Pakistan decided at a meeting to initiate work on the first phase of the project to upgrade and renovate five railway stations.

LAHORE: Pakistan Railway (PR) and National Engineering Services Pakistan (NESPAK) inked an agreement to upgrade all railway station and junctions in the country in order to provide state-of-the-art facilities to passengers and revive their confidence to public sector transportation network.
Railway Minister Khawja Saad Rafique was present at the signing ceremony. In first phase five railway stations of** Sahiwal, Okara, Nankana Sab, Narowal and Hassan Abdal** would be upgraded after fulfilling procedural formalities.
Railway General Manager Operations Muhammad Javed Anwar and NesPak Managing Director Amjad Khan agreed to expedite work on bidding documentation preparation of PC-I, business model. In this connection a project management unit based on engineers and professionals would be established at PR headquarters.
Saad Rafique issued directive to ensure facilities of **clean drinking water, waiting area, washrooms, wheelchairs, quick ticketing facility, and beautification of railway stations, plantation, sound system and proper lightening **at the earliest possible.
There were more than 1,212 railway stations and junctions in the country however many of them have stopped working due to decline of railway.

Income Increases in 7 Months of FY 2014-2015**
LAHORE (Dunya News) – Marketing and Store Department of Railway Ministry has failed to achieve the required target despite the passage of seven months as the department faced a loss of Rs 927 million while meeting the set target, Dunya News reported on Wednesday.
As per details, Railway Ministry earned a profit of Rs 16 billion 9 core and 97 lac in the time span of July 1 to January 20 from the working of passenger trains, freight trains and various other activities whereas in the previous year, Railway Ministry struck the income of Rs 12 billion 35 crore and 17 lac in the same regard.
According to the sources, Railway Ministry set the target of **Rs 14 billion 83 crore and 45 lac **however, railway officials succeeded to acquire Rs 1 billion 26 crore and 51 lac more than the government’s target.
The target which was being set for Marketing Department has followed a loss whereas the income to be gained from trains escalated.

Panchi pai N$ or $$ has no magic wand to convert PR into bullet trains of Japan. Its entire infra-structure is in shambles. A part from rampant corruption, the way things are running are not going to improve the system even at the end of this century.
Can you imagine if bogies are going to jump by themselves, who is safe traveling in these bogies? As usual PR making fool of people. If no one is responsible in derailments of express trains, isn’t Saad Rafiq himself is responsible? Next time he may not be that lucky, if score of people killed by jumping of bogies in fast running trains. HYDERABAD: The Karachi-bound Fareed Express met with an accident when one of its bogies slipped off the track at the Hyderabad station on Saturday afternoon, a statement issued by the Pakistan Railways said.
It said the train coming from Lahore remained stuck at a yard at the station for about half an hour during which the bogie was put back on track. No one was injured and no remarkable damage was caused in the accident, it added.
Hyderabad station master Shamsuddin Solangi said that the bogie derailed accidentally and the PR technical staff managed to put it back on track within 30 minutes.
