you got your own movie industry which produced stuff that Indian copied. When it comes to Punjabi movies, Pakistan produced more and better movies than India.
As far as promotion of culture is concerned, there is an interesting thing that I read in Muhammad Hanif Ramay's book 'Punjab ka Muqadma' today. He said partition of India was actually partition of Punjab (though Bengal was also divided, but it didn't experienced the level of massacre Punjab did). Under this situation, when there was a feeling of separating from half or more land (Indian Punjab), Pakistani Punjabis developed a psyche to compensate this loss by owning (mentally) other parts of Pakistan. So, they forgot / started disregarding their Punjabi identity with Pakistani identity. For them being Pakistani and Punjabi at same time become an impossible phenomenon and they then carry with the slogan of Independence Movement 'Urdu likho, Urdu paRho, Urdu Bolo' at the cost of shunning their mother tongue Punjabi.

Being in majority doesn't mean you don't need to own and promote your language. You might be surprised to know that Punjabi publications in Pakistan over 7 decades is hardly 1000 books. While Indian Punjab produces such quantity in a year or two. Punjabi scholars went on say that when you got a refined version of Punjabi (Urdu), then what is the need of using primary Version (original Punjabi). With such attitude, languages don't flourish, they just decline. There is another argument for shunning Punjabi in Pakistan as compared to Indian Punjab which says that Sikhs got their Granth Sahib in Punjabi so they need to learn, read and write Punjabi, Pakistani Punjabi didn't get such requirement. With this attitude, Punjabis couldn't translate Quran in Punjabi only until around a decade back. Khalida Hussain, a writer from Punjab and Punjabi herself, covered this in her novel by taunting 'Khuda ko Punjabi samajh nahin aati'.

I don't know, Pakistani Punjabis are being attacked from every other province, promoting their culture is the last thing on their mind.
Indian Punjab is not 90% Sikh, it is about 60%. Sikhs are majority in rural areas and Hindus are majority in urban areas. Complicating this is that many Hindus are half-Hindu/half Sikh, they go to both temples and gurudwaras.
The reason why Indian Punjab is rich and developed is many. Sikhs and punjabis were heavily recruited by both the British and the Indian army and at one time formed the majority of the Indian army.
In almost every village, most of the vilaage men were in the army or police etc. this govt employment allowed them to get educated and rich. Punjab is very fertile and agriculture has allowed the Punjabi farmer to be well off.
Being educated, Indian punjabis started migrating to western countries from the 1950s. It is estimated that more than 6 million Indian punjabis have immigrated. In every village in Punjab, almost every family has members who have immigrated and sometimes entire villages are empty of men. These punjabis also send a lot of money back.
that is why, when you go to any Punjab village in India, you will see huge mansions and it caste is not a factor. Punjabi Dalits (who form 33% of the population) are as rich as the Jatts and Khatris and have also immigrated in huge numbers.

Punjabi movies do good business even in Sindh. examples: ChooRiyan, MuhabattaN SachiyaN.
You got Filmazia, Silver screen for Pakistani movies (including Punjabi movies) and they are on air for a decade or so, which says they got viewers. Apna is a Pakistani Punjabi channel.
Interestingly, there is a Pashto channel (something AUJ) which telecast not only Pashto movies, but also bolly movies dubbed in Pashto. Last week, they were showing SRK speaking Pashto in Rab ne bana di joRi :D
