Mianwali people would prefer to be a part of Potohar Province if its formed in place of South Punjab. The provinces should have been made so as to ensure better administration, for Mianwali distance to Rawalpindi and Lahore is lesser as compared to Multan or Bahawalpur. Gillani wanted to include Attock into South Punjab province as well. :DAnd some Seraiki nationalists are protesting the omission of Sahiwal, Pakpatan, Sargodha, Khushab and Jhang etc.

Brother there are many Punjabis in South Punjab as well, some reports that I have seen suggest upto 48 %. Any division on ethnic basis in South Punjab can have dangerous repercussions. ANP, PPP and MQM are very active in dividing Punjab where as they dont want the division of Sindh and KP. Due to the activity in SP, the Hazara people have gotten active as well, which could have bloody consequences. After the division of Punjab and KP, we like it or not we could see active demands for division of Sindh. Its a dangerous path and our leaders are very immature, may Allah have mercy on us.

It is very easy to create a hype , What MQM did in Karachi . Urdu speaking Pakistanis were living in the best condition and were much better than rest of Pakistan . They created an ethnic hate and destroyed every thing . This is all due to our bureaucracy and military dictatorship . No one could tell me even a single reason of merging Bahawalpur into Punjab .

We don’t know but the people of Khairpur never asked for it or never claimed to have some separate status but people of Bahawalpur are struggling for this since 1970 and Khairpur was equal to a provincial status having its own elected assembly and CM. (The CM was father or grand father of the now governor of Punjab)

They should do a referendum in Vehari, Bahawalnagar, Bhakkar and Mianwali to see if they want to join South Punjab province or remain a part of Punjab and then form one South Punjab province.

The commission opposed the restoration of Bahawalpur province, justifying this move by saying it would give rise to a demand for the restoration of Khairpur, Swat, and several other regions as provinces.

i AM ALWAYS FOR MUCH MORE PROVINCES , STATES OR AUTONOMOUS DIVISIONS , EVEN UNDER THE PRESENT PROVINCES .
But there is not much time . There should be some serious effort to solve the regional issues .

Peoples's party has made the matter worse by going ahead with this issue to gain political mileage without doing any home work. The situation we have now is that we are not really sure what the people of Bahawalpur, Mianwali and Bhakkar want. If two provinces are created the resources for other provinces will be squeezed, and if one province is created the people of Bahawalpur will consider themselves to be sold out once again. A crisis situation which is expected when incompetents rule the country.

** پاکستان میں مزید صوبے بننے چاہئیں یا نہیں بننے چاہئیں؟ یہ وہ سوالات ہیں جن پر ملک کے سیاسی اور عوامی حلقوں میں گرما گرم بحث جاری ہے اور مختلف آراءرکھنے والے اپنے اپنے موقف کے حق میں اپنے اپنے دلائل رکھتے ہیں‘ میں کوئی شک نہیں ہے کہ پیپلزپارٹی کے لیڈروں نے عوام کے مفاد کی بجائے پنجاب میں ن لیگ کی حکومت کے لئے سیاسی مشکلات پیدا کرنے کے لئے پنجاب کی تقسیم کی بات کی ہے‘ ان کا مقصد ہرگز پنجاب کے عوام کی بھلائی نہیں ہے‘ اگر ان کا یہ یقین ہے کہ چھوٹے یونٹ عوام کے مسائل کے حل کا بہتر ذریعہ ہیں تو پھر پنجاب نہیں پورے ملک کی بات کی جاتی‘ لیکن ان کا مقصد تو محض ن لیگ کو زچ کرنا ہے۔ جہاں تک تحریک استقلال کا تعلق ہے‘ تحریک استقلال کا منشور ملک کو سولہ انتظامی یونٹوں میں تقسیم کرنا ہے جبکہ بہاولپور کو تو پہلے ہی صوبہ تسلیم کرکے یہاں پارٹی کی صوبائی تنظیم قائم ہے اور جناب خیر محمد بہیڑا تحریک استقلال صوبہ بہاولپور کے صوبائی چیئرمین ہیں۔ تحریک استقلال کے بانی ایئرمارشل اصغر خان نے 1979ءمیں تجویز کیا تھا کہ صوبوں کو آبادی اور رقبے کی بنیاد پر بارہ صوبے ہونے چاہئیں‘ اس وقت ملک کی آبادی دس کروڑ تھی‘ اب 18کروڑ کے لگ بھگ ہے لہٰذا اب تحریک استقلال کے منشور میں ترمیم کرکے ملک کو سولہ انتظامی یونٹوں میں تقسیم کرنے کا پروگرام رکھا گیا ہے‘ نئے صوبے آبادی اور رقبے کی بنیاد پر تشکیل دیئے جائیں اور ریاستی وسائل کی تقسیم بھی آبادی کی بنیاد پر کی جانی چاہئے اور انہیں مکمل جمہوری حقوق دیئے جائیں‘ جس سے ان علاقوں کی سماجی اور معاشی ترقی کی نئی راہیں کھلیں گی اور کم رقبے کے لئے وسائل کا بہتر استعمال ہوسکے گا۔ لسانی اور علاقائی تعصب کا خاتمہ ہوگا جس کے نتیجے میں علاقائی اور صوبائی یا لسانی تعصب کی بجائے پاکستانیت کو فروغ ملے گا‘ لہٰذا حب الوطنی کا تقاضا یہ ہے کہ پاکستان کو مضبوط کیا جائے‘ مرکز یا اسلام آباد کو مضبوط نہ کیا جائے اگر امریکہ 52 صوبوں یا ریاستوں میں تقسیم ہوکر دنیا کی سپرپاور بن سکتا ہے تو پاکستان 16 صوبوں میں تقسیم ہوکر اجتماعی ترقی کی دوڑ میں کیسے پیچھے رہ سکتا ہے۔
یہ افسوسناک امر ہے کہ صرف پنجاب کی تقسیم کی بات کرکے عوام کی فلاح و بہبود کے نام پر عوام میں انتشار اور افتراق پھیلایا جارہا ہے۔ باہمی نفرتوں اور کدورتوں کو ہوا دی جارہی ہے اور وہ بھی محض سیاسی مخالفین کو زچ کرنے کے لئے‘ جب ن لیگ کے قائد میاں نوازشریف نے جناب آصف علی زرداری کے صدر بننے اور محترمہ بے نظیر بھٹو کے بعد میثاق جمہوریت کی تجدید کی تو میں نے نوائے وقت گروپ کے ہفت روزہ ندائے ملت میں ایک انٹرویو میں کہا تھا کہ نوازشریف نے اپنے پاﺅں پر نہیں بلکہ سر میں کلہاڑی ماری ہے‘ آج وقت نے ثابت کردیا ہے کہ نوازشریف کا فیصلہ دور اندیشی اور سیاسی بصیرت سے عاری تھی۔ میاں نوازشریف نے پاکستان کے عوام کے بہت بڑے مفاد کا موقع 18 ویں ترمیم کے وقت گنوادیا۔ اے این پی سے پختونخواہ سے پہلے خیبر لگانے کی بجائے کالا باغ ڈیم منوایا جاتا۔ جس کے نتیجے میں کالا باغ ڈیم کی مخالفت کرنے والے سندھ کے چند لوگوں کو منوانا آصف علی زرداری کی مجبوری بن جاتا اور اس طرح پاکستانی قوم نہ صرف اذیت ناک لوڈشیڈنگ سے نجات پالیتی بلکہ ملک سستی بجلی کی بدولت معاشی‘ اقتصادی اور زرعی لحاظ سے سرعت کیساتھ ترقی کرتا‘ جس کے لازمی نتیجے کے طور پر سماجی ترقی کا ثمر قوم کی جھولی میں گرتا‘ لیڈر وہ ہوتا ہے جو مناسب وقت پر مناسب فیصلہ کرنے کی اہلیت رکھتا ہو۔ ان معروضات کو میاں نوازشریف پر تنقید نہ سمجھا جائے بلکہ یہ تعصب کا اظہار ہے‘ قومی مفاد کا بہترین موقع گنوا دیا گیا۔ اے این پی کو صوبہ سرحد کا نام پختونخواہ رکھوانے کا یہ پہلا اور آخری موقع مل رہا تھا‘ اے این پی کی قیادت اس حقیقت سے بخوبی آگاہ تھی اور اس کے لئے کالا باغ ڈیم کی مخالفت ترک کرنے کے سوا کوئی راستہ نہیں تھا‘ دوسرے اگر کالا باغ ڈیم منوالیا جاتا تو ہزارہ کی عوام بھی ایک ہزار فیصدپاکستانی ہیں‘ پاکستان کے مفاد میں بخوشی پختونخواہ کو بھی قبول کرلیتے۔
یہ بھی ایک بہت افسوسناک امر ہے کہ بعض ٹی وی اینکرز اور مخصوص سوچ رکھنے والے دانشور صرف پنجاب کی تقسیم کی بات کر رہے ہیں حالانکہ ان کے اداروں پے حملے بھی ہوچکے ہیں۔ سوال پیدا ہوتا ہے کہ سندھ کو تقسیم کرنے کی بات کرتے وقت ان کے منہ میں گنگنیاں کیوں پڑجاتی ہیں‘ صرف پنجاب کی تقسیم کی بات کرنے والے یہ بکاﺅ مال ہیں۔ اگر پنجاب تقسیم ہوسکتا ہے تو سندھ کیوں تقسیم نہیں ہوسکتا؟ اگر سندھ میں تقسیم کی مخالفت کرنے والے زور آور ہیں تو پنجاب کے عوام نے بھی چوڑیاں نہیں پہن رکھیں‘ اس لئے دانشوری سوچ سمجھ کر کی جائے۔
جہاں تک وسائل کی تقسیم کا تعلق ہے یہ آبادی یا برابری کی بنیاد پر ہونی چاہئے تاکہ کسی کیلئے وسائل کم نہ ہوں‘ مثلاً ڈیرہ غازی خان کے پاس وسائل کہاں سے آئیں گے؟ تحریک استقلال کے منشور کے مطابق پنجاب کو چھ صوبوں میں یا انتظامی یونٹوں میں تقسیم کیا جائے جو صوبہ لاہور‘ سرگودھا‘ بہاولپور‘ ڈیرہ غازی خان‘ ملتان اور راولپنڈی‘ سندھ میں تین صوبے یا انتظامی یونٹ بنائے جائیں۔ کراچی‘ حیدرآباداور سکھر۔ خیبرپختونخواہ میں صوبہ پشاور‘ ہزارہ اور ڈیرہ اسماعیل خان بننا چاہئیں‘ جہاں تک بلوچستان کا تعلق ہے‘ یہ رقبے کے لحاظ سے ملک کا سب سے بڑا صوبہ ہے اور یہاں تین قومیتیں بلوچ‘ پٹھان اور بروہی اکثریت میں ہیں تاہم بلوچستان کو لسانی یا قومیت کی بنیاد پر نہیں بلکہ تین صوبوں یا انتظامی یونٹوں میں اس طرح تقسیم کیا جائے جس طرح دیگر صوبوں میں صوبوں کے نام شہروں کے حوالے سے تجویز کئے گئے ہیں۔ مثلاً صوبہ قلات‘ صوبہ کوئٹہ اور صوبہ خضدار وغیرہ۔ دوبارہ عرض ہے کہ ان سولہ نئے انتظامی یونٹوں یا صوبوں میں وسائل کی تقسیم برابری یا آبادی کے لحاظ سے ہونی چاہئے‘ اس مقصد کے لئے آئین میں ترمیم کی جاسکتی ہے‘ ایسا نہ ہو کہ صوبہ لاہور کے پاس تو سب کچھ ہو مگر صوبہ سرگودھا یا صوبہ ڈیرہ غازی خان کے پاس کچھ بھی نہ ہو۔ بلکہ زیادہ بہتر ہے کہ صوبوں کو قومی وسائل کی تقسیم میں ان کی پسماندگی کو بنیادی معیار بنایا جائے اورجو صوبہ جتنا پسماندہ ہو‘ اسے اتنے ہی وسائل فراہم کئے جائیں تاکہ وہ دیگر ترقی یافتہ یا ترقی پذیرصوبے کے برابر آسکے۔ آئین میں 18 ویں ترمیم کے وقت بھی فیصلے کئے جاسکتے تھے مگر لگتا یہ ہے کہ اٹھارہویں ترمیم صرف پارٹی لیڈر کے اختیارات کے لئے کی گئی تھی کہ وہ جاوید ہاشمی‘ مخدوم امین فہیم‘ فاروق ستار یا شاہی سید جسے چاہے پارٹی سے نکال دیں۔
ملک میں سولہ صوبے یا انتظامی یونٹوں کے قیام کے بعد یہ صوبے بھی صرف تین چار امور اپنے پاس رکھیں‘ باقی تمام اختیارات ضلع‘ تحصیل اور یونین کونسل کو منتقل کریں‘ اسی طرح مرکز تمام اختیارات صوبوں کو منتقل کردے اور صرف چار سبجیکٹ اپنے پاس رکھے جن میں دفاع‘ کرنسی‘ خارجہ پالیسی اور مواصلات شامل ہیں۔ پنجاب میں ضلعی نظام کو ختم کرکے بہت بڑا ظلم کیا گیا ہے اسکے نتیجے میں مسائل کے انبار لگ گئے ہیں‘ یہ اس لئے بھی اپنے پاﺅں پر کلہاڑی مارنے کے مترادف ہے کہ اگر ضلعی نظام برقرار رہتا ہے تو شاید لوگ صوبوں کا نام بھی نہ لیتے۔ ملک کے لئے ضلعی نظام ‘ تحریک استقلال کا منشور ہے جسے جنرل (ر) پرویز مشرف نے اپنایا اور نافذ کیا۔ اس نظام کے ذریعے اختیارات کی نچلی سطح پر منتقلی کے نتیجے میں نچلی سطح پر ہی عوام کے مسائل حل ہونے لگے تھے۔ ناظم‘ نائب ناظم اور کونسلروں سے لوگوں کا رابطہ بہت آسان اور ہر وقت ممکن ہوگیا تھا۔ کمشنری نظام انگریز کا فرسودہ نظام ہے جو جاگیرداروں کے لئے ہے‘ جب کوئی جاگیردار ڈی سی سے ملنے جاتا ہے تو وہ دفتر سے باہر آکر استقبال کرتا ہے لیکن عام آدمی چار یا پانچ گھنٹے بعد بھی ڈی سی صاحب کے دربار میں باریابی حاصل نہیں کرسکتا۔ اگر یہ محسوس کیا گیا ہے کہ ضلعی نظام میں کچھ خامیاں بھی ہیں تو انہیں جمہوری طرقے سے دور کیا جاسکتا ہے۔ غیر جماعتی کی بجائے بلدیاتی انتخابات جماعتی بنیادوں پر بھی کروائے جاسکتے ہیں۔ تصور کیا جائے جب صوبے چھوٹے انتظامی یونٹ ہونگے اور ان کے اختیارات بھی ضلع‘ تحصیل اور یونین کونسل کو منتقل ہوجائیں گے تو عوام کے لئے اپنے مسائل حل کرانا اور عوام کے مسائل حل کرنا کتنا آسان ہوجائے گا اور آخری بات یہ کہ جب ملک میں بنیادی جمہوریت ہی نہ ہو تو وہاں حقیقی جمہوریت کیسے آئے گی اور کیسے فروغ پائے گی؟

**ABBOTABAD: **Leaders of pro-Hazara political parties have objected to the commission formed to report on the creation of new provinces in the country and demanded a referendum on the issue.
Speaking to the media on Saturday, Hazara Qaumi Mahaz (HQM) Chairman Advocate Qazi Muhammad Azhar, senior leader of Hazara Awami Ittehad Advocate Mushtaq Khan, and Naseer Khan Jadoon of Shuhada-e-Hazara party rejected the formation of the commission and termed it unconstitutional.
They said the commission should have discussed the creation of all the provinces, including Hazara province, instead of only focusing on Bahawalpur in South Punjab.
“This lopsided approach of the so called commission has made it controversial and unconstitutional,” said Qazi Azhar, adding that it has sown the seeds of hatred and bitterness among the people of the country.
Qazi said that the demand for the creation of Hazara province was first raised during the early 1980s by HQM, but despite the many sacrifices of the Hazara people, the rulers denied them of their right of a separate province.
Hazara Awami Ittehad leader Mumtaz Khan criticised Pakistan Muslim League-Quaid’s leadership for “cheating” the people. “Two years ago, when the movement for a Hazara province was at its peak, the Chaudhrys of Gujarat promised to gift the province to the people. But it never materialised because they struck deals for ministries, rather than for the rights of 10 million Hazaras.”
Meanwhile, Pakistan Peoples Party (PPP) provincial president for Khyber-Pakhtunkhwa (K-P) also pledged support for the creation of a Hazara province.
Addressing a gathering at the Peshawar Press Club, Anwar Saifullah Khan said a referendum should be held to decide over the creation of the new province, adding that three provinces should also be carved out of Punjab.
Hinting at his desire to head K-P, Saifullah said he and his family have always served the people and the country’s populace has also reposed their trust in them. “Our people need a competent leader and I present a leader who can deliver.”
He said K-P was one of Pakistan’s richest provinces in natural resources. However, these resources could not be fully utilised due to deteriorating law and order, added Saifullah.

^ of course they are not! There was not much of a political will from PML-N and PPP to make a collective effort to make it happen when they had time. Now elections are nearing and they want to make this happen to gain votes. Awesome.

PPP at its best. Blackmailing MQM and JUI-F so that they could vote for their proposed BSP. They have promised MQM to pass the dual nationals bill, and for JUIF they would restore Balochistan provincial government.
