Unfortunately provinces are not created by meetings, commissions and statements etc. For a second lets believe that the province is created, wont it require fresh demarcation of electoral constituencies? On the one side the government is saying that they want to conduct the elections on time and on the other side they want to have a province (s) created by then? Do you really think this province can be created in less than 60 days?

Can the province be created without any input from the province which is being divided? Do you think that there’s any budget to run the province when Rental has used up most of the development funds in any case?

Are there any constitutional amendments in the pipeline for dividing the resources and Senate seats?

Still we dont know which areas would be a part of South Punjab, who will decide the boundaries? Better way should have been to conduct something like a referendum in the concerned districts like Bahawalpur, Bahawalnagar (am not really sure as many Punjabis there too), Multan, DG Khan, RYK, Bhakkar etc to gauge if they want to remain a part of Punjab or join South Punjab. Some people want to include Mianwali and Jhang into the province as well. Although I am not sure if the people of those areas would want to join South Punjab or not. If they want to create a province on the basis of language, then almost 50 % of the people in South Punjab are Punjabis. Whats the basis of formation of the province?

This is another view on the topic. The Punjabis living in the area are very skeptical.

The Punjabi settlers in the South Punjab apprehend identity loss with creation of a separate province. **They were of the view that the local Siraiki tribes already disowned them as the sons of soil, likely to remove the Punjab settlers as landholders once the province of South Punjab came into being. **

Resultantly, the Punjabi settlers in the South Punjab have started a movement for united Punjab with the name of “Jaag Punjabi Jaag”, blaming India for conspiring to deprive the central Punjab from the River Indus. **The Punjabi settlers are about 48 percent out of around 20 million of real South Punjab, including D I Khan, D G Khan, Rajanpur, Muzaffargarh, Multan, Bahawalpur, Bahawalnagar (non-Siraiki) and Rahim Yar Khan. However, the former premier Yousuf Raza Gilani also included districts like Jhang, Bakkar, Layyah, Mianwali, Attock, Sahiwal and Pakpattan into South Punjab. **

Farooq Bajwa Advocate, founder of Jaag Punjabi Jaag Forum in South Punjab for the Punjabi settlers told *Business Recorder that the British Raj, Indian Congress and All India Muslim League divided Punjab to establish Pakistan and no one from among the Punjabis was ever consulted at that time.

As a result, he said, around one million Muslims were killed in clashes on the two sides of border while not a single drop of blood of any Sindhi, Balochi or Pakhtun shed for the cause. It was President Ayub’s time when three rivers of Punjab were sold to India. Pakistan got broken in 1971 out of political wrangling of PPP and the Awami League, he said, adding.

“Today the Rabi crop of Punjab is deprived of the water of River Indus”. He posed a question, adding that the reward of sacrifices of hundreds and thousands of Punjabis in 1947 is being given in the shape of further division of the province of Punjab.

Calling it highly unfair, Farooq Bajwa said it is right time for the youth of Punjab to wake up and protect the united Punjab. Otherwise, he apprehended that the creation of South Punjab may end up on huge genocide the Punjab settlers, a repeat of the 1947 episode. Suggesting the solution, he said a referendum is the answer to the demand of separate province of South Punjab.

I live in South Punjab and one Baloch recently met me and told me that I am a Seraiki and i just reminded him that Khar are sub clans of Jats so how come we can ever be Seraikis when we know Jats and Gujjrars are all Punjabis historically. The idea of divide and rule in South Punjab will never succeed and those people who are literate enough to know their roots will never ever leave their identity based on the definition produced by immigrants from Balochistan and KPK of South Punjab. We are the original inhabitants of this land and we owe this land and we will only allow its division on Administrative lines .

Mianwali is in North Punjab and historically we consider ourself a part of Potohar and how come someone is including us in South Punjab???. How come a person from Mianwali will access Bahawalpur?. We are closer to Rawalpindi and even Lahore is closer to us as We are North Punjabis so how come we are being included in South Punjab. Kindly spare the people of Mianwali and if Niazis of Mianwali have a problem with us then tell those Niazis to leave for South Punjab or else if you want to live with Awans in Mianwali and in Khushab then let us live in Punjab and we dont want to make Bahawalpur as our capital that is never ever accessible to a North Punjabi as that is on the opposite side of where we live.

My family belong from Bhakkar and 80 percent of the population of Bhakkar is Punjabi and also Bhakkar is in Central Punjab next to Sahiwal and Sargodha that are all Punjabi Dominated regions . So on which grounds Farhat Ullah Babar who is from KPK decided our fate to include us in South Punjab. Farhat Ullah Babr is from KPK and he is not even from Punjab so why he is even deciding what to do with Punjab.!!! Do Any Punjabi have the right to decide for KPK or Sindh and if we dont have any right there then no person of other province have the right to decide for our province then.!!!

The way the government is trying to create the province, I believe the elections will be delayed, and will create a lot of bad blood. There could be a lot of bloodshed as a result.

^ The government is not sure what they really want, they want to include some areas which are Punjabi (like Vehari, Bahawalnagar, Bhakkar etc) to show as if its on administrative basis and then all the way to Mianwali (which shows its on linguistic basis). No method has been employed to gauge the opinion of the people who will be affected by this decision. I am a bit skeptical about the timing as well, If the province is made now what is the guarantee that the polls won't get delayed?

New provinces are not possible without constitutional amendment and there is no chance of happening it in present circumstances so there is no chance of delay of election on these grounds . PPP has gained his target of gaining the position of representative of Saraiki people . Making provinces is not an easy job and it should not be done without proper research .

Finally, the report of the parliamentary commission on carving up new provinces is out. What the commission has produced is a piece of shoddy political work that is not going to help the country restructure the present federating units. Rather, it may polarise ethnic communities, regions, provinces and political parties and make the task of creating new provinces more controversial than the issue has been so far.

First, let us admit that dividing provinces along ethnic, historical or administrative lines is always a controversial matter and not an easy one to deal with in a polarised and over-politicised society like Pakistan’s. Unlike India, we have retained the colonial boundaries of the provinces, except that we created the province of Balochistan with the disbanding of the one unit system by a martial law regime in 1969. Another anomaly was that Bahawalpur maintained a province-like status until the formation of One Unit in 1954 when it was absorbed into Punjab. It was a questionable move on the part of the Punjabi bureaucracy and the dominant political class. Their real interest was in the fertile lands of the Bahawalpur state. The results of that move are obvious to all of us in the changed demographic character of this formerly princely state. Today, Punjabi settlers from other parts of Punjab dominate the political economy of the Bahawalpur division.

The people of Bahawalpur resisted the change in their status peacefully and by democratic, political means. They formed the Bahawalpur Suba Mahaz (BSM) and contested the 1970 elections on the Bahawalpur province platform. They won a clear majority on the provincial and national assembly seats. This was the only region that escaped the Zulfikar Ali Bhutto (ZAB) wave.

The PPP government then, with a firm hold over Punjab under ZAB, gradually extended its sway over Bahawalpur by making political deals and aligning the powerful figures in the area with the PPP. Within a few years, the BSM disintegrated.

One of the moves that the PPP strategists thought would have a lasting effect on the region was the creation and promotion of Seraiki identity. The issue of a common Seraiki identity of various regions that spoke the same language had been on the agenda of Sindhi and Seraiki intellectuals and activists for almost a decade already. The convening of a National Seraiki Conference in Multan in 1974 introduced a new discourse on Seraiki identity. Not much has been written about the first Seraiki convention — the actors, the motives and the effects of this movement.

The Seraiki identity, over time, became firmly, widely accepted and owned by the speakers of Seraiki language in different regions of Punjab, as well as the other three provinces. Whatever the motives of the first-ever Seraiki Conference, Seraiki has caused gradual fading of other names of the same language — Multani, Riasti, Jatki, Dervi and Jangli.

Being the largest numerically, Punjab is unquestionably the real centre of power in Pakistan. During the past one year, we have seen clear outlines of strategies by major political parties for winning over the political elite and the population of Punjab. The PPP has been deft in presenting the proposal for a South Punjab province to win the hearts and minds of the Seraiki people. It has forced the PML-N to agree on the division of Punjab. The PML-N, by insisting on creating two provinces, Bahawalpur and Seraiki or South Punjab, may prevent a political consensus on the numbers of new provinces, but not on the division of Punjab.

The PPP appears to have played the Seraiki card rather too well. How best it can translate its support to the Seraiki province into electoral victory in the Seraiki region is yet to be seen, but already the Seraiki province has emerged as a popular political issue.

ANP wants Mianwali and Bhakkar to be added to KP, where as they oppose the creation of Hazara province. JUI wants DG Khan to be included with Balochistan.
