and I wholeheartedly agree with Ahsan. He is one of the few gentlemen or worth in PML-N who I admire.
MQM and ANP should keep their biased and racist heads out of Punjab. MQM doesnt have a leg to stand on beyond their criminal strongholds in Karachi and Hyderabad, and they are pretending to be a national party by piggybacking a corrupt PPP. Division of Punjab should be, and will be done as determined by the stakeholders in Punjab.

^ thanks, thats the one. Wanted to post it through my phone but some how the attachments were not working. If Mianwali, Bhakkar remain with Punjab and Rahimyar Khan goes to Bahwalpur. Sindh will have to deal with three provinces to get its water, look how the province has been proposed to ensure Sindh will have to deal with one province and on the other hand ridding Punjab of Indus river. Now I understand why Gillani wanted to include Attock into South Punjab as well.

I appreciate this but I am asking for similar division of each province into five and they should work under the flag of present provinces and their future should be decided in their own PAs and Federation should kept out of it by only approving or rejecting the province’s resulation with simple majority by the parliament .

There are no details of such Constitutional (amendment) bill available with me yet but the issue of new provinces will be more problematic .
Other parties are almost silent on the issue but I have surprisingly heard SMQ supporting ‘BJP’ on Rohi TV (A Saraiki Chanel) , I knew it could not be PTI policy but local need of the leader .
Only PML N is opposing it openly but I am worried that any proposal in hurry by them will create complications .

It can’t be done all at one step; it has to be done in few steps. Pakistan is not in position to take a such a drastic step @ this time. 1st Noorsa have to go, new government should be free from corrupted politicians and should come up with plans to revive the economy. There should be some plans to revamp political, economic, social system/s and foreign policy.
*Balochistan has **27 **districts but population is only 7 million. How many provinces or super district can we create?

Proposal for New regional contract with present Provinces of Pakistan
Semi Autonomous Divisions , Sub Provinces or States under the flag of present provinces of Pakistan . Issue of creating of new provinces in Pakistan is a very old demand but it could not become serious before . Now it is very serious after passing resolutions by Punjab assembly and constituting a formal commission by the National Assembly on the advise of president of Pakistan . Creating new provinces is a need of the time but it is being used for political motives . Let’s have look on the map of Pakistan as it was on 14 August 1947.

It may be surprising for many people that how the Pakistan establishment destroyed the best regional management organized by the Britishers . Even Karachi was a federal administrated area till the One Unit .
Creating new provinces only in Punjab can create many problem for other provinces . There should be a long discussion on the issue . Here is a proposal for adopting a better way for new regional administration .
In the light of 18th amendment provinces have got more powers and now able to do more.
If you look at history and our present regions all the four provinces have a natural division of five each.
Sindh
Karachi, Larkana, Hyderabd, Khairpur and Sukkur
Punjab
Bahwalpur, Multan. Pothohar,Lahore and Thull (Sargodh ,Mianwali etc)
KP
Peshawar ,Malakand,Hazarah, Dera and FATA
Baluchistan
Four states and Quetta Zhob , excluding enclave of Gawadar.
(Gawadar and Rajanpur should be given status of Federal Districts)
Gawadar should be made a 100% free port
We can give them all a present status of Sub provinces with a deputy governor and minimum 50 % provincial rights to their councils may be consisting the elected MNAs , MPAs , senators and elected heads of related district councils .
They should be given a minimum five years time to act as sub province and later they could ask more or less.

سندھ میں دونوں بری جماعتیں پیپلز پارٹی اور متحدہ دونوں سندھ کی تقسیم کی مخالف ہیں مگر تقسیم اقتدار کا کوئی متفقہ فارمولہ بھی تیار کرنے سے قاصر ہیں – یہ تجویز شائد ان کی بھی کوئی مدد کر سکے -
بلوچستان میں یہ فارمولہ زیادہ موزوں تو نہیں مگر امن و امان اور لوگوں کے حقوق کی حفاظت شائد زیادہ موثر طور پر ہو سکے
یہ تجویز پہلے سےتیار کیے گئے کسی فارمولے کے بغیر اس فورم پر ہونے والی بحث کے نتیجے اور اس بحث کے دوران قدرتی اتفاقی دریافت کا نتیجہ ہے
پاکستان کے موجودہ چاروں صوبے اتفاقی طور پر پانچ پانچ جغرافیائی ،تاریخی ،انتظامی یا لسانی بنیادوں پر تقسیم ہیں جنکو اس تھریڈ میں موجود نقشوں اور حوالوں (لنکس) کی مدد سے بآسانی شناخت کیا جاسکتا ہے -یہی تعداد مختلف مسائل مثلا” سینٹ میں سیٹوں کا مسئلہ اور دیگر مالی اور انتظامی حقوق کے ھل میں مددگار ثابت ہو سکتی ہے – یہ کوئی لازمی امر نہیں کہ ہم ہر مسئلہ کو فوری حل کریں بلکہ ایسے حساس معاملات میں تدریجی حل بہتر ثابت ہو سکتا ہے اور مختلف خطوں کے لوگ تجربہ سے فائدہ اٹھا کر بہتر طور اپنے مستقبل کا تعین کر سکتے ہیں

“It is correct that on the national or ethno-linguistic basis, certain regions may have a historically legitimate claim of being called a province, but I am of the firm view that this is not the opportune time. I concede that in these regions this will be a political slogan for the elections, but national decisions are based on firmer reasoning,” the PPP leader said in the note attached to the committee’s report presented in the Senate on Thursday.
He said the political situation was fluid, polarised and plagued by terrorism, extremism, sectarianism and regionalism. There were forces of extreme nationalist, particularly in Balochistan, working for arrangements outside the scheme of the Constitution, he said, adding that such elements would be encouraged by creation of a new province. The nationalist forces whose politics have been adversely affected by the 18th Amendment will get a new impetus.
Mr Rabbani said that if new provinces were to be created on the basis of administrative necessity, the entire federal structure would need to be revisited. “Existing provinces will also come under the knife. Will the people allow this,” he asked. Apart from sharpening the national and ethno-linguistic question, there would be a severe political backlash, he said.
