There is no reply of my question . Bahawalpur issue is not an issue of creating a province . Bahawapur was a state given status of a province by Qauid e Azam Muhammad Ali Jinnah .

It is a very good point .First we discuss the second issue .
If provinces don’t agree !
Punjab and KP will really appreciate it because it will temporarily help them to avoiding making of new provinces. It will be much complicated in Sindh because MQM can support it but nationalist will not agree , depends upon PPP . In Baluchistan nothing happens at will of public so it is upon army .
Now question of funds .
Every propsed division has almost a commissioner house which can easily used a Deputy Governor house . We are suggesting of a divisional counsel of elected MNAs , MPAs , Senators and elected heads of respective District Councils so not giving much cost . Bureaucracy should be selected from the provincial .
**Baluchistan **;
All four states are already having infrastructure for working as divisional headquarters and Quetta can handle it more easily .
Sindh ; Karachi can do it easily . Hyderabad was a capital of Sindh till 1954 so i has infrastructure , Khairpur was a state capital till 1954 , Sukkur , Larkana or some other one are also working as divisional HQ so no problem there .
Punjab ;
All Lahore , Bahawalpur , Multan and Rawalpindi are working as Divisional HQs and can easily adjust for more responsibility . There should be some needs for Thull province but it can be solved .

Hazarah at Abbottabad has capability to do it as it has been working as summer capital of KP for long . Peshawar is already Provincial capital , Upper area of Dir , Swat and Chitral have been working of State capital for hundred of years so any city can do this and D I Khan is a divisional Hq so it can adjust . About FATA questions are premature .

^ I'll add a few more things, first of all the failed bd system gave us Bangladesh. Secondly I do not support the military or federal government to force any system in the provinces, I know this system will invite the flak of nationalists, both in sindh and balochistan and I don't think we can afford anything like that. Besides all of these divisions will have to become more and more efficient to generate their own revenues. The government will have to check how to allocate resources to all of them, will the resources be allocated equally? If that's the case will the divisions which are more efficient, will they want to share with poorly managed ones?
Last but not least the government which cannot hold a local body elections in its tenure, you are expecting tad too much from them.

This can divide the nationalists and people love their Oregon . As an example People of Bahawalpur are Saraiki but the love to be called Riasti .

Disintegration of any sort is not in Pakistan interests. Although I do think AJK and Gilgit-Baltistan should be united and have full autonomy.

Pakistan is still facing the result of foolish decisions of making one unit and than dissolving it in a more foolish way . We need a parliamentary commission to discuss our regional issues in detail to avoid further destruction . I am willing to provide every one the details of issues at one place , here in this thread so I request all to participate in this .

امیر جماعت اسلامی پنجاب ڈاکٹر سید وسیم اختر نے کہا کہ جماعت اسلامی لسانی اور علاقائی بنیاد کی بجائے انتظامی بنیادوں پر نئے صوبوں کے قیام کی حامی ہے، بہاولپور، ملتان، ہزارہ سمیت ضرورت کے تحت نئے صوبے بننے چاہئیں، یہ عوام کا حق ہے، وزیر اعظم کو چاہئے کہ وہ صوبوں کے نام پر سیاست کرنے اور لسانیت کو ہوا دے کر صوبوں کے قیام کو متنازعہ بنانے کی بجائے آئین میں دیئے گئے طریقہ کار کے مطابق اسمبلی میں نئے صوبوں کے قیام کا بل لے کر آئیں، اس پر مکمل بحث ہونی چاہئے اور آئین میں ترمیم کے ذریعے نئے صوبے قائم کئے جائیں۔
انہوں نے کہا کہ نئے صوبے محض نعروں سے وجود میں نہیں آئیں گے، اس کے لئے آئینی طریقہ اختیار کیا جانا چاہئے، انہوں نے کہا کہ جب 28 ارکان پارلیمنٹ کو نااہلیت سے بچانے کیلئے 20ویں ترمیم آ سکتی ہے تو پھر صوبوں کیلئے ترمیم کیوں نہیں لائی جا سکتی، جماعت اسلامی بر سر اقتدار آکر نئے صوبے قائم کرے گی۔

Make Karachi a province too. We don't want an illiterate chief minister and an assembly full of thugs. Let Karachiites get their own province and their own assembly.

Karachi is Mini Pakistan, it's like a mother to all Pakistanis.
We have problems because our bureaucracy doesn't belong to Karachi, it belongs to interior Sindh,
our police belongs to Panjab etc.
Since these people have only one interest in Karachi which is making money, they don't serve it well.
At the end of the day they have to send their money back home.

Thank you , If you have read this thread , I am myself in favor of powerful divisions sharing power with their provinces . It can help everyone . In Pakistan now we are sharing each others sources so it is necessary to think in detail about regional issues .

I am quite surprised given the fact that police is politicized there and 3 top parties are MQM (mostly representing Urdu speaking community), PPP (Sindhis) and ANP (Pathans) so it is quite surprising if most policemen in Karachi are from Punjab?
On topic, as everyone predicted it was ALWAYS going to be a political stunt more than anything. These politicians think our jahil awaam is "bhair bakriyan" who know nothing. I hope they can prove them wrong but i doubt most have learnt any lessons.

It is little true . It started after 1947 . In those day Sindhi people didn't like to to leave their villages or towns and Urdu speaking people there also didn't like to join police or army as a constable or 'Jawan' . Height weight chest standards of those days were also an obstacle for them so police was almost turned as Punjabi police , Same time our 'chacha mama' system also supported this . Now there are lot of Punjabis are in police but they are from those families which are living in Karachi since long . There are also Urdu speaking and Sindhis in large number but there is a Punjabi culture in Karachi police and they always use ' Punjabi Galian' when talking to the public .

^ at least during the past 30 years there is no role of punjabis in Karachi, the three main stake holders are Urdu speaking, sindhis and pashtuns. Rangers could be different though being an army institution.
