i don’t like to have provinces, I would rather have districts or super districts. If I was in power I will strip all the Province status and run the country with Districts only. Each district have it’s representation in the assembly.

Zardari, Gilani poles apart on Seraiki provinceISLAMABAD - Despite hectic lobbying by Prime Minister Yousaf Raza Gilani, President Asif Ali Zardari is reluctant to support the Seraiki province move and rather approves the argument built by PML-Q President Chaudhry Shujaat Hussain for naming the new province South Punjab, as well as the revival of provincial status for Bahawalpur – a demand strongly opposed by Gilani, Pakistan Today has reliably learnt.

Gilani has been advocating the creation of Seraiki province for the past six months. However, on the advice of the president, PPP MPAs in Punjab Assembly had supported a resolution seeking the creation of two provinces in Punjab, Bahawalpur and Southern Punjab. Later, President Zardari also sent a reference to the NA speaker on May 30 asking her to form a commission to oversee the matter of the creation of Multan and Bahawalpur provinces.

Despite the lapse of around 17 days, the speaker has not yet taken action on the reference. A well-placed source, requesting not to be named, said the prime minister had been making hectic efforts to convince Zardari to trash the idea of revival of Bahawalpur province and rather go for Seraiki province. “However, the president feels that the creation of Seraiki province would only serve the cause of PM Gilani in person, not the party, as Gilani has been championing the cause. The president has been advised not to go for Seraiki province that may damage the PPP’s vote bank in Bahawalpur, where a massive majority of Punjabi and Urdu-speaking settlers may take this move as a bid to marginalize their influence,” the source said.

The source added that Zardari had been informed by multiple sources that creation of Seraiki province may further deepen the lingual and cultural divide between locals and settlers across Bahawalpur division, who had been living in harmony for decades since partition. “However, the prime minister wants to emerge as a champion of rights of Seraiki people as he is facing a tough challenge from his opponent candidate in the next general election,” the source added.

He said the president, in a recent meeting with prime minister, had asked him to show the public support in Seraiki areas for creation of Seraiki province. “After a clear indication by the president, the prime minister had decided to launch a public mobilization campaign for Seraiki province and various party leaders and Seraiki nationalists had been tasked to mobilize public opinion,” the source said. PM’s elder son, Abdul Qadir Gilani, had been tasked with working in Rahim Yar Khan district to build public opinion for Seraiki province.

“The prime minister also summoned the party’s MNAs on Thursday at PM House and asked them to mobilize the public in their respective constituencies for support of Seraiki province to get maximum political mileage in the upcoming general election,” the source added.

“On the other hand, the prime minister has tasked Seraiki nationalist leader Barrister Taj Mohammad Khan Langah and asked him to mobilize public opinion for creation of Seraiki province,” the source added. Another source said Gilani had planned launching a long march for the creation of Seraiki province from Rahim Yar Khan and had sought support from Sindhi leaders Khursheed Shah and others, but his move was cut short by Zardari. Ali Qadir Gilani was mobilising resources to start a long march from Rahim Yar Khan, while Taj Langah was provided funds to muster support for the march from Multan, he said.

In this regard, Langah was in touch with pro-Seraiki poets, artists, thinkers and workers to get support for the planned long march. This move was aimed at attaining personal benefits and making his election campaign viable for upcoming polls, as Gilani faces a tough fight. However, President Zardari intervened and preempted this move by indicating avoiding confrontation with the PML-N leadership.

When contacted, Taj Langah confirmed that the prime minister had held a meeting with him last fortnight and has urged him to work for raising public opinion for creation of Seraiki province.

“I have already launched a mass contact campaign as asked by Gilani. I met the prime minister two weeks back and he had tasked me with building public opinion for Seraiki province. I am in Khanewal for a meeting today, while a public demonstration by women wing would be held tomorrow (Sunday) in Multan. Next week, demos would be held in Bahawalpur and Dera Ismail Khan (DIK),” he said.

Langah said he had also met Religious Affairs Minister Khursheed Shah who had told him that the president was supportive of Seraiki province and his public stance for creation of Multan and Bahawalpur provinces was just for public consumption.

He added that he and his colleagues had planned to hold at least two demonstrations for creation of Seraiki province in every tehsil.

“Actually, when we mobilize the public, a commission would be announced that would visit various areas to get public’s opinion about Seraiki or South Punjab province. The commission would also visit Bahawalpur to ascertain public support for Bahawalpur province,” he said, adding that he would make sure the commission decides in favour of Seraiki province rather than Bahawalpur or South Punjab.

“Our slogan is Bahawalpur Na Multan – Sooba Sirf Seraikistan and we are working to achieve this objective,” he added.

                  انہوں نے کہا کہ’ایم کیو ایم سے ہماری دشمنی نہیں  مگر ان کی مرضی اور منشاءکے مطابق نہیں چل سکتے۔ کراچی میں ہونےوالے مظالم،  بے گناہوں اور بالخصوص پشتونوں کے قتل عام میں ہم انہیں ذمہ دار سمجھتے  ہیں اور اگر وہ ایک سیاسی جماعت ہوتی تو اپنے اوپر لگائے گئے الزامات کو  غلط ثابت کرنے کے لیے اقدامات کرتے مگر انہوں نے مظالم کا سلسلہ جاری رکھا  اور چاہتے ہیں کہ ان سے کوئی پوچھنے والا بھی نہ ہوں۔‘
                  محمود خان اچکزئی نے کہا کہ آج کوئٹہ کو بلوچوں کا  شہر قرار دیا جا رہا اور کہا جا رہا ہے کہ افغانستان سے آئے مہاجرین یہاں  قابض ہوگئے ہیں۔
                  ’ہم ان لوگوں کو بتانا چاہتے ہیں کہ 1905ء میں  انگریز حکمرانوں کی دستاویزات کے مطابق ُاس وقت یہاں بلوچوں کی تعداد  صرف656، براہوی کی6ہزار9سو جبکہ پشتونوں کی تعداد چھیاسٹھ ہزار سے زائد تھی  جس سے واضح ہوتا ہے کہ پشتون یہاں اپنی وسیع تاریخ کے ہمراہ آباد ہیں۔‘
                  انہوں نے کہا کہ ہماری بلوچوں سے کوئی دشمنی نہیں ،  بلوچستان کو چلانا ہے۔ پشتونوں کو بلوچوں کے برابر حقوق دینا ہوں گے ،  خوشی اور غم میں شریک کرنا ہوگا۔
                  اگر وزیراعلیٰ بلوچ ہوگا تو گورنر پشتون ،میڈیکل کالجوں کی نشستوں اور سرکاری ملازمتوں میں کسی قسم کی نا انصافی قابل قبول نہیں ہے۔

Removal of Gailani and stopping Makhdoom Shahabuddin to become the PM of Pakistan was temporarily a big blow for struggle of new provinces but now it has gain more momentum . Remember people of Bahawalpur ,Multab and other Saraiki area are true lover of Pakistan but they hate the policies of establishment and Takht e Lahore mentality . Everyone should consider them and some respect should be given to their demands .

**HYDERABAD, May 13: Nationalist leaders and legal experts are of the opinion that creation of new provinces will pose a serious threat to Sindh’s interests. They have called for a new social contract among the federating units to make the federal system workable.
**
“Creation of one or two provinces will require a new federation with a new social contract between the federation and federating units. The present parliament doesn’t have any power to create new provinces under the 1973 Constitution. This assembly can only alter limits of a province,” said Syed Jalal Mehmood Shah, grandson of the father of Sindhi nationalism G.M. Syed.

Nationalists argue that the 1940 Resolution ensures sovereignty to each state, which joined Pakistan in 1947 and Sindh had been a separate state for centuries.

“Sindh joined Pakistan in 1947 when there was no Seraiki province or state. If we start making claims on the basis of history then we can also claim that Sindh stretched up to Kashmir,” he said.

Bahawalpur was a separate state which was merged into One Unit in 1955 but it was not restored as a province after abolition of the One Unit.

“Siraikis and Punjabis appear to have common views on resources and water and their combination will be detrimental to our vital interests in elected houses and constitutional forums. They [Seraikis] support Kalabagh Dam and Greater Thal Canal which infringe upon Sindh’s vital water rights,” said Jalal.

Kalabagh Dam and Greater Thal Canal as well as Chashma Jhelum and Taunsa-Panjnad link canals remain a major irritant between the two provinces. Sindh being the lower riparian demands first use of Indus water in Rabi and Kharif seasons but it often does not get it from Irsa.

Dr Kaiser Bengali, Sindh’s non-statutory member on NFC, said that in the event of creation of a new province, Punjab’s share would be deducted and given to South Punjab.

**“The composition of senate after creation of new province may become a cause of concern for Sindh because each province has 25 equal seats in the Senate.

**“South Punjab and North Punjab will have equal number of seats in the Senate. Two Punjab provinces will have 40 seats and other provinces will have 20 seats each,” said Bengali.

**But Jalal Shah fears that if the scheme of new provinces goes through the parliament the federation will not survive. “There is a demand for division of Khyber-Pakhtunkhwa and making Fata a separate province. If new provinces keep cropping up where will we [Sindh] stand numerically.
**
**“Therefore, we consider new provinces a serious threat to our interests unless a new social contract is worked out…how will Sindh secure its rights if Punjab has three votes in any [constitutional] forum,” he said.
**
He argued it would require a new social contract with a new set of rules to run the federation.

**To legal experts the issue is not that simple. Resolutions passed by the National and Punjab assemblies, according to them, have no constitutional value.
**
Wajihuddin Ahmed, a former Supreme Court judge, said the resolutions were nothing but a political gimmick. “Under Article 239(4) limits of a province can only be altered or modified…it doesn’t allow creation of new provinces. The Constitution will have to be amended by two-third majority of the total strength of the house to make that happen,” he said.

The Constitution, he said, was a pact between federation and provinces. Since the amendment was likely to infringe upon rights of provinces, all provincial assemblies would be required to adopt resolutions with two-third majority for that amendment. “But it will disturb the whole scheme of things…” he said.

**Barrister Zamir Ghumro said Sindh had reasons to get worried. The constituent assembly of 1973 did not give the right to this parliament to create new provinces, he said.
**
**“The parliament can only alter limits of a province. It will create a federation with five provinces while the Constitution has a federation with four provinces,” he said.
**
He said that Punjab’s domination would be affected if it was halved. “When assemblies will pass resolutions in favour of Seraiki province they will seek guarantees for protection of their own rights,” he said.

**Ayaz Latif Palejo, lawyer and head of Awami Tehrik, said that only one province in Punjab was acceptable. But if Punjab was planning to have two more provinces in the name of Bahawalpur or Potohar then it would prove that it wanted to keep its hegemony intact.
**
“We have no problem with Seraikis…they may have any name for their province but if there are going to be two provinces then our reservations and concerns are genuine,” said Palejo.

Peoples party has gone ahead with their slogan of new provinces without any serious planning, just to seek some brownie points in the next elections.

Some real issues has not been given a thought, suppose Punjab is divided into 5 provinces (Punjab, Potohar, Thall, Seraiki and Bahawalpur), KP to 3 (Pakhtunkhwa, Hazara and Fata). For the time being I am considering Balochistan and Sindh being one province each. That makes it 10 provinces in the country instead of 4.

1) The constitution of the country deals with 4 provinces, hence the constitution will have to be changed and new terms of agreements will be needed between the different federating units

2) The new provinces will need more resources to come at par and run their administration for the next few years, which might result in further deduction in resources for Sindh and Balochistan

3) Water sharing could become another problem as mentioned in the above article as Sindh being down stream will have to deal with 3-4 provinces instead of one for getting their share of water.

4) At the moment each province has 25 members in senate, considering that Pakistan is broken down into 10 provinces the provinces forming Punjab now will have 50 votes in Senate, KP will have 30 votes, Sindh and Balochistan 10 votes each.

These issues if not sorted out amicably (and with cool head), could lead to another partition in the country.

New provinces will break Pakistan – The Express Tribune

**The 1973 Constitution is the only consensus document binding the federation. It neither recognises nor foresees the further division of Pakistan into more provinces. The manifestos of the PPP and its ally, the Q League, make no reference to new provinces. Thus, the call for more provinces is nothing but reckless desperation of a morally bankrupt political leadership which sees defeat written large in the next election.
**
The Q League, which is in the process of rapid evaporation, is the most vociferous proponent of more provinces. Chaudhry Shujaat and Pervez Elahi have the most to lose come elections and are therefore eager incendiaries demanding a division of Punjab. In the week leading to Pakistan’s independence day, the PML-Q introduced a proposal in the Punjab Assembly for breaking Punjab and creating a Seraiki province.

The PPP, whose new poster boys were never seen in Benazir Bhutto’s lifetime, is equally passionate about new provinces, at least in Punjab. President Zardari’s trusted troubleshooter, Dr Babar Awan, claims that the Seraiki province cannot be suppressed any longer. As if this was a long-standing promise of the PPP. It is obvious that the PPP high command feels there is no national slogan which is capable of garnering votes in the next election, and it’s only option will be to pit the people of Punjab against each other.

**For those who want a Balkanised Pakistan, a Seraiki province is not enough in Punjab. Mohammad Ali Durrani, General Musharraf’s information minister, is hoping to come out of the political wilderness by leading the battle for a Bahawalpur province. Durrani’s vision is to restore the former nawab of Bhawalpur’s scion to the lost glory of the British Raj. Another notable supporter of a Bahawalpur province is Izajul Haq, who leads his own one-man faction of PML (Ziaul Haq).
**
**In what is developing into a rapid free for all, Dr Nazir Bhatti of the Pakistan Christian Congress is demanding the formation of a Christian province in southwest Punjab. On the other hand, a JUI MPA from Mianwali rejects the proposal for a Seraiki province and has demanded a Thal province where people of his constituency can be free, according to him, from the lords of Multan. The temperatures are slowly rising. In the last parliamentary session of the Punjab Assembly, the proponents of Seraiki vs Thal provinces traded insults and abuses and had to be physically restrained from attacking each other.
**
The danger of lighting a fire in Punjab is that it can engulf the entire country. The demand for a Hazara province to be carved out of Khyber-Pakhtunkhwa has now been renewed. Dozens were killed in rioting leading up to a mere change of name from NWFP to Khyber-Pakhtunkhwa. Imagine the bloodletting which will welcome the partition of a province. And with every drop of blood wasted in the name of division of provinces, it is the federation of Pakistan which will suffer irreparable harm.

**For MQM supporters, the demand for Karachi and Hyderabad as a separate province is literally the writing on the wall and the restoration of the city district governments is considered its foundation. However, Sindhi nationalists promise that their province will only be divided over their dead bodies. **There is already no dearth of violence in Karachi and we cannot afford more bloodletting. Stoking the fires of division in far away Punjab merely to cut the Sharif’s down to size is likely to not only destroy PPP’s traditional vote bank in Sindh, but threaten Pakistan as we know it.

There is much move by PPP for new provinces in Punjab and they are gaining some popular support in South Punjab . I am personall not in favour of making new provinces in one step . I am strongly in favor of five powerful divisions in all four provinces as first step . Rest should be done by the will of the public in their respective provincial assemblies .

Commission controversy

More than 60 % of Pakistan is on left Bank of Indus River Only 4-5 % are of left bank is some developed which is Peshawar Valley and Karachi , rest is less populated , less developed and neglected area but this all neglected area is mineral rich and only some parts of Sindh have some competition .Promoting division or creating sub provinces or new provinces can help in developing of our whole land .

^ We can think what ever we want but rural sindh won't be developed unless PPP changes it's mentality, similarly the nationalists will also have to come out of their conspiracy theories. I don't think it suits PPP to develop sindh as that could result in them losing the hold they have on the province.

Till the power centers are in Karachi , Lahore ,Peshawar and Islamabad only , No development is possible .
Powerful divisional councils with MNAs ,MPAs , Senators and elected heads of district councils will sit in their divisional capitals , It can help .Just to see you some happy .we suppose PTI gets two divisions of Punjab ie Lahore and Thul . Ik can show his experti to develop the both . At least Lahore like Bangkok . This was a joke but Sindh should be more beneficial of all this . And it can change the whole situation at Baluchistan .

^Dont worry about Lahore its already developed (and then we have Sialkot, Faisalalabad, Rawalpindi, Jehlum, Wazirabad, Multan etc and every city has their own special industry), what has PPP done to bring rural areas of Sindh at par with Karachi? Has something like Punjab Industrial Estatebeen set up there to ensure multiple cities are developed and the pressure on Karachi is relieved?

                         [RIGHT][http://www.dailyqudrat.com/wp-content/uploads/2012/08/Nawab-Raisani022.jpg](http://www.dailyqudrat.com/wp-content/uploads/2012/08/Nawab-Raisani022.jpg)کوئٹہ(قدرت  نیوز) چیف آف ساراوان وزیراعلیٰ بلوچستان نواب محمد اسلم خان رئیسانی نے  نئے صوبوں کے قیام کو ملک کی سلامتی اور یکجہتی کیلئے انتہائی خطرناک قرار  دیتے ہوئے متنبہ کیا ہے کہ ایسے کسی بھی اقدام سے گریز کیا جائے جس سے ملک  کی موجودہ صورتحال کے مزید خراب ہونے کا احتمال ہو۔ اپنے ایک بیان میں  انہوں نے ملک میں نئے صوبوں کے قیام کی سختی سے مخالفت کرتے ہوئے کہا ہے کہ  نئے صوبوں کی بات کرنے والے اس کی حساسیت کو نہیں سمجھ رہے اور اس اہم  ایشو کو سیاسی مفادات کے حصول کیلئے استعمال کرنے کی کوشش کی جارہی ہے اس  سے ملک میں انارکی پھیلے گی اور حالات اس نہج پر پہنچ جائیں گے جنہیں  سنبھالنا کسی کے بس میں نہیں ہوگا۔ وزیراعلیٰ نے کہا کہ انہوں نے صدر مملکت  وزیراعظم اورملک کی بڑی سیاسی جماعتوں سے بارہا کہا ہے کہ نئے صوبوں کے  قیام کا پنڈورا بکس نہ کھولا جائے بلکہ 1940کی قرار داد پر عمل کرتے ہوئے  وفاق کی موجودہ اکائیوں کو مضبوط کیا جائے اور ان اکائیوں کے احساس محرومی  کے خاتمے کیلئے اقدامات کئے جائیں ۔1940کی قرارداد کی روشنی میں نیا عمرانی  معاہدہ تشکیل دیا جائے یہی وہ واحد راستہ ہے جس سے قومی یک جہتی کا فروغ  اور مسائل و چیلنجز کا حل ممکن ہے وزیراعلیٰ نے کہا کہ وہ ابتداء ہی سے نئے  صوبوں کے قیام کی مخالفت کرتے آئے ہیں اور نہ صرف آئندہ بھی کرتے رہیں گے  بلکہ اس حوالے سے رائے عامہ بھی ہموار کریں گے۔ وزیراعلیٰ نے کہا کہ نئے  صوبوں کا قیام عوامی مسائل کا حل نہیں عوام کو روزگار ،آسودگی،تحفظ اور لوڈ  شیڈنگ کے خاتمے کی ضرورت ہے۔ لہذا ہمیں تمام تر توانائیاں اور وسائل عوام  کی فلاح و بہبود کیلئے صرف کرنے چاہئیں نہ کہ نئے صوبوں کے قیام کے احمقانہ  تصور کو عملی جامہ پہنانے کیلئے کیونکہ ملک اس قسم کے مزید تجربات کا  متحمل نہیں ہوسکتا۔ انہوں نے کہا کہ وفاق کی تمام اکائیوں میں بسنے والی  اقوام کو یکساں بنیادوں پر حقوق دینے سے قومی یکجہتی کو فروغ ملے گا۔  وزیراعلیٰ نے مزید کہا کہ ہمیں اپنے ہمسایہ ممالک کے ساتھ دوستانہ تعلقات  استوار رکھنے چاہئیں تاکہ نہ ہم کسی کے معاملات میں دخل دیں اور نہ ہی کوئی  ہمارے معاملات میں دخل اندازی کرے۔

^ if not properly made there is a danger that the situation could further deteriorate after creation of new provinces. The way PPP is going forward is very political and dangerous.
