ISLAMABAD: There are 2.38 million people in the country who are rolling in wealth, but do not figure on the tax roll at all. They are tax evaders — except for the taxes deducted at source.

Nearly three million people possess a National Tax Number (NTN), but only 1.4 million of them filed income tax returns last year.

Data gleaned from known sources identified 2.38 million people who live in palatial houses, own luxury cars, travel abroad frequently, possess arms, hold multiple bank accounts and pay hefty utility bills, but pay no income tax.

The statistics, compiled by the National Database and Registration Authority, also reveal that tax officials don’t bother to bring these rich people into the tax net, ignoring the fact that one cannot buy a new car without producing NTN.

Section 181 of the Income Tax Ordinance, 2001, allows commissioners of income tax to register a person who earns a taxable income and there are about 90 commissioners across the country.

No wonder Pakistan is known for its low level of compliance with income tax rules and international donors want the country to widen its tax base before asking the world for more aid and help.

Ironically, the Federal Board of Revenue has already borrowed more than $153 million from donors for reforms in its tax machinery.

Now after carrying out its reform process for over eight years, the FBR still needs an amnesty scheme to bring these influential people into the tax net.

Although Nadra has identified some potential tax evaders, tax officials posted in 19 regional tax offices across the country did not bother to pursue them.

Even more interesting is the fact that there are 1.611 million people who frequently embark on international tours but do not pay a single penny as income tax.

About 584,730 Pakistanis have multiple accounts in domestic and multinational banks, but do not possess NTNs.

The FBR has bound banks to deduct a meagre amount of less than one per cent at source less tax on cash withdrawals of more than Rs50,000 in a day, but it doesn’t issue notices to bring them under the tax net.

Over 56,000 people live in posh areas and more than 20,000 people own luxury cars, but pay no income tax.

It is a fact that prices of a plot of land are in millions of rupees in posh areas of Islamabad, Lahore, Karachi and Peshawar, but income tax officers don’t bother to trace the buyers of these plots and make them pay income tax.

There are 66,736 individual consumers who pay large utility bills, but no income tax.

More than 13,000 people have licences of both prohibited and non-prohibited weapons, but they do not possess an NTN.

There are 25,130 people who are engaged in lucrative professions like medicine, engineering, law and chartered accountancy, but they do not pay a single penny as income tax.

Despite these facts, revenue collection has increased over the past few years, but an official told Dawn that it had become possible because of rupee devaluation, rise in the rate of withholding taxes and some increase in government spending.

The rich benefit the most from a nations infrastructure. Hence they should pay a higher % of their earnings in tax. Unfortunately the common man has been distracted with non issues such as adultery blasphemy etc while the mega wealthy have the last laugh.

Not that In India the tax evasion is any different among the wealthy (from what I recall).

This is the dillema of most of the third world countries, the rich should start contributing for the well being of the country otherwise their 'chitrol' is not far off.

not just in third world countries, but also in Countries like Canada as well. Tax evasion is a big issue here too. Billionaires keep their money in different bank accounts around the world and just get away with income tax. same is the case in United States, I was reading this article, in which according to 2011 reports, 7,000 millionaires paid no income tax in 2011. and now thats really a big number.

I think there should be some penalties for tax evasion in Pakistan, perhaps this might force people to pay their taxes?

Mind not me asking, its not that i am one of those millionaire or billionaires, but what is the point of giving tax in a country like Pakistan, we all know mostly all the money goes in Swiss Bank accounts of our dear politicians or is given to people on higher rank working for government. In a country where they can downsize 100s of workers at a time in one day but can manage giving salary more than 60 to 70k to directors, managers, etc, whom have nothing to do with hard working. Well, paying tax is not optional unless you live on your own island. And reason you pay taxes is because teachers, police, doctors, fire fighters, soldiers, etc. have to be paid. Streets have to be paved & more importantly its keeps govt and governmental institutions going w/o which you cannot have a functioning nation.

right and we have seen how much they spend on governmental institutions, school, police, doctors, teachers, and especially streets, etc, etc

here is one of big example on how much government spends

THE Jam Sadiq Ali Bridge at Qayyumabad is the fastest link between the port and the 4,000 industries situated in Korangi and Landhi (and the bridge also offers a direct route from Defence/Clifton to the airport via new Faisal Colony flyover). However, its state of disrepair and repeated breakdowns/closures are causing immense problems for the residents and industries of Korangi and Landhi, through long detours and massive traffic jams. Built over 20 years ago, the bridge has been wearing away for the past few years. Its deck has repeatedly broken down, and even after repairs the holes and lesions remain, hampering the flow of nearly 5,000 heavy vehicles that commute over it daily.
Civil engineers say that repairing the bridge is not a solution because the very substructure, upon which the road of the bridge is laid out, is damaged. Thus, the entire bridge needs to be reconstructed.
The Jam Sadiq Ali Bridge that connects the port area to the Korangi Industrial Area facilitates the transport of raw materials from the port to the industries and the two oil refineries situated in Korangi.
Conversely, it allows transport of exported goods from Korangi and Landhi to the port. But, with the manifold increase in both light and heavy traffic over the years, this small dilapidated bridge is proving to be insufficient for carrying the heavy load.
The Jam Sadiq Ali Bridge also raised safety concerns when in August 2007 Amir Parekh and his driver were killed after a container from the bridge fell on them.
Calls for ensuring safety on the bridge have increased since then, but seem to have fallen on deaf ears as no safety barricades have been placed as yet.
Gaps in the bridge and open drains make movement for small vehicles perilous and insecure.
The Korangi Association for Trade and Industry (KATI) chairman has said that despite his associations repeated attempts to get the attention of the governor, city nazim and other ministers concerned, there has been a general lack of interest in maintaining the shaking bridge`.
KATI estimates that reconstructing the bridge could cost somewhere near Rs1bn. A cheaper alternative to this problem, suggested by KATI, is to build a submersible causeway through the dry Malir River, a project with estimated cost of around Rs140m, which would offer an alternative route.
This would also save the Jam Sadiq Ali Bridge from further damage/imminent collapse being caused by heavy container traffic.
We request the city nazim to take up the above project in the best interest of the residents of Karachi and implement the same in his usual record time.

This bridge is near my house and almost everyone living in karachi knows about its bad condition and still there is no reaction. There are many examples like this which proves government does not spent much and if it does its sometime near the upcoming elections to get vote and even that is a temporary work done and i am not just talking about just Karachi

if you go to government school you will see big classes without fans, and playground in worse condition, never saw these things change all my life, but do see government officers on good grades jumping from small houses to big Bangalore big houses, buying expensive cars, etc etc

The political system and the politicians and the bureaucrats are the ones responsible for supporting this tax evasion culture .. they will not let any change come into the country coz then they will themselves get affected the most and they cant let go of any of their haram earned paisa , now can they?

These people are supported by the jaahil janta of Pakistan who think of them as gods and will do anything to bring them back into power.
does this country or this nation really have a future?

seriously that word was hard to read. let me tell you one thing. If you have a big grown beautiful green tree and its root have some kind of problem like you say insets or other issues that makes them weak, no matter how big and green the tree is it will fall. In Pakistan people solve problems by cutting the branches of the green tree and that does not only help, we do see something happening but its really does not do anything.

in short we need to fix up the root causes of all problems mainly law and order. :bummer:i get scared when i think about future of Pakistan, but as a Pakistani i must keep my hopes high :k: people of Pakistan are just sleeping right now, hope they wake up on time to bring a big positive change in our country.

If I was a millionaire living in Pakistan I would also try to avoid paying taxes. Rather than filling the bank accounts of Zardari and his Chamcha party, I would invest that money towards infrastructure for the poor and needy, preferably those in my immediate surroundings. What I'd find wrong on the other hand is, if you don't pay taxes so that you can keep that money for yourself.

Well, the article is right, it is only the salaried class in Pakistan who pay taxes. Infact, there are so many people around us, who deal in millions of rupees daily, and don't pay taxes at all. And if they do, they only pay around Rs. 4000-5000 a year on an annual income of Rs. 20-30 million.

Also, who can help me here? I just recently started working, and a good amount of my salary is automatically deducted as income tax. But I don't know about NTN numbers. How do I get one of those?

You see these conditions primarily BECAUSE people do not pay taxes. The little problem is that the people evading taxes are the decision makers in this country.

I guess the problem is not that people do not pay taxes. The problem is that the government and regulatory bodies do not COLLECT taxes.

So, you think that a teacher making 25k per month should pay taxes (deducted from his/her pay), but millionaires should keep their money because Zardari may steal it?

Frankly speaking please think about this. What do millionaire people get, being millionaire is not a bad thing, but if you talk about Pakistan its kind of a crime. They are responsible for their own well being, they have to keep body guards with them, their children, at their homes, they spend a huge amount on just to keep themselves secure. Then secondly in order to keep their business running they have to give feed political parties, governmental departments, even mafia type groups otherwise they are done for it. I know many rich people having big houses in Pakistan keeping their family aboard in order to keep them save, and a lot of businessmen got fed up from all these issues and left the country, started business in some other country where they are following law and order happily, paying Taxes,

Ok what about the amount they have saved in Swiss banks, from where they got that. Everyone knows about it but does that make any difference, and they are still filling those accounts, from where. Surely they do get taxes

Read my post again. I said keeping that money for yourself would be wrong. Spend it on the betterment of society yourself by building infrastructure, etc. But sponsoring Zardari and his gang will not help the country. The teacher making 25k can not avoid the deduction, otherwise he would too.

sweet equation, who are we defending here? you think the millionaires in Pakistan have a character? show me just one , just one who does and i will believe you. Every freaking system runs on bribery and fraud. Thats how they have become millionaires .. if today they are hiding their families , serves them right ..

The ones on the road, do they not have families or stomachs attached to them? they get killed in masses and no one bats a lid .. and a millionaire because of his own kertoot hides his family and we are supposed to feel sorry for them?

All these arrogant faces of evil, the so called millionaires, need to be the first ones who should be taxed as highly as possible .. they dont have no excuses in the world to evade tax .. oh but I forgot thsi is Pakistan we are talking about , they will show the tax collectors the money and sub bik jain gai bi and no one will collect any taxes from the ones who can bribe successfully .
