Our electric bill. Now she is no longer paying her half. I called the electric company to see if they can start splitting the bill and sending her half the billing amount, and they said they cannot do that. In fact, they require only ONE person on the electric bill and cannot hold two people responsible for the same unit (which is weird…I thought husbands and wives can both be put on an account). They said putting two names is only for mailing purposes. But the person responsible (person who’s credit is affected for nonpayments) is only ONE person. And of course, I am that one person, not realizing that she would be backstabbing me like this.
I have sent her some reminders but no check.
I am going to wait, but what can I do in this situation now? I think this may be a ploy to withold payments, and then for me to eventually say, go have the electric bill in your name and I’ll write you a check for half…in which case…does that give her more control over the apartment? Like if I wanted to continue living here next year, would that give her a hold over the apartment?
It’s 30 dollars she owes me honestly, and I don’t want to start throwing around legal letters for 30 bucks at this point.

not an official agreement, but the advertisement email which she says she's agreed to - says she pays half the rent, half the electric
then legally you are at waters. unless you have signed papers that she agreed to something like that, you are responsible for every utility bill coming on your name.
Even if in her email reply to my ad, she agrees to paying half rent/half utility? It's in writing, just in email, as oppose to a paper document with a signature.

I'm rather busy today, but I will try to get the check written as soon as I am able."
Who does that? Anyway, I don't care, as long as I get my money. She can wait till the day before it's due for all I care.

Out of curiosity, since you've mentioned roommate problems before - when is your lease up? Are you going to extend your lease on the apartment or look for another place or better yet, can you kick her to the curb when the lease expires or are you stuck with her?
I don't own the place, otherwise, yeah, she'd be out.
It's over this summer. We'll see, its too early to say. For the time being, its a good deal and I'm holding onto it and not letting go of the lease.
Who signed the lease - you alone or both of you? If you signed the lease and she's subletting from you - you can give her the mandatory notice and ask her to leave and find a new roommate.
Well then you need to be more devious. Ideas off the top of my head:
Make her think the place is haunted.
Make her think that a weirdo is interested in her and knows where she lives (use caution here - you don’t want to be accused of stalking).
If she’s in a relationship, hit on her boyfriend - if she’s territorial she’ll make sure to keep him well away from you.
If she’s not in a relationship, set her up with someone who lives on the other side of town - she’ll want to spend time with him and the commute will inhibit the path of their true love.
But, if all else fails - the only remaining option may be to find another apartment.
All those are fine if you actually talk to a person. I do not speak with her at all. I told her all communication is to be email because she has gone back on verbal agreements. So if she wants to say something, she needs to put it down in writing. Needless to say, she's not making promises now she can't keep.

You don't need to talk to her to wear a white sheet and put on some haunting music. Same goes for hitting on her boyfriend - no need to talk to her, just him...And the weirdo/stalker trick - remember, don't leave behind any DNA clues - it'll just point back to you.
