UN rep. has to make recomendations to the parties ... who are the parties .... India and Pakistan .... hope i dont have to explain this simple english language.

Recommendations for what.......for implementation of UNCIP resolutions.....again this is regular stuff .... simple englsih language ....

Obama knows who is doing what .... that is why the KL bill specificaly mentions that Pakistan should stop cross border terrorism .... in simple plain english.

Because as long as there are people shutting their eyes for what is happening in Indian occupied Kashmir i will never take off my focus from Kashmir.

Kashmiri's are progressing .... they have elected their own government and they are marching towards progress. Once the Pakistan based terror groups stop their activites the level of voilence will also go down. So if you have inetrest of Kashmiri's at heart .... try to get these terror groups in Pakistan to climb down. There is great benefit in oeace.

Just to add .... Ilyas Kashmiri was a "freedom figther" too .... look what happened then ...... time to learn lessons and give up voilence.

You will not add it because you know yourself that the level of violence will come down once it is done and that is not what you want.

As regards HRW .... they also have "documented" the "human rights violation" of the terror groups .... once these groups cease to exist ... the problem of violence will be solved and that is the bottom line.

This has been discussed and its recommendations for the UNCIP resolutions. But here is the rub. The UNCIP can not implement any resolution.

Only member states can. So thus the question, where are the member states asked to do anything in that paragraph?

You have already stated in the past that the paragraph only speaks to actions to be taken by the UN Representative.

You are getting confused now ... happens :D ... let us take it a step at a time ... What do you mean by UNCIP cannot implemetn any resolution. let us tackle this misunderstanding you have .... for this it will be a good thing to read what is marked in red in my earlier post from the resolution .....
