I assure you that you are wrong as far as UK is concerned. Leave stopping police to arrest someone illegally, but one can even arrest police officer if they are doing something illegal.
In UK, police do not have monopoly on arresting law breakers, rather every citizen can arrest law breakers, and that is called Citizen Arrest … and good thing is that, citizen can also arrest a police officer if he breaks law.
