It is mentioned in Surah Al-Araf, ayah number 40 as quoted by brothers Muqawwee and Monk.As for why: The answer is mentioned in ayah 40 (Their reward for disbelief in the shape of the impossibility to enter Jannah) andin number 50:

And the companions of the Fire will call to the companions of Paradise, "Pour upon us some water or from whatever Allah has provided you." They will say, "Indeed, Allah has forbidden them both to the disbelievers."

And Ayah 51;
[Quote]
Who took their religion as distraction and amusement and whom the worldly life deluded." So today We will forget them just as they forgot the meeting of this Day of theirs and for having rejected Our verses.

Linguistically speaking, the expression "when camel passes through eye of needle" implies absolute impossibility of something to occur. i.e., it will never happen.Allah knows best.

Surah Al-'An’am (6:97) : And it is He who placed for you the star so you may be guided by them through darkness of land and the sea. We have detailed signs for a people who know.
Surah An-Nahl ( 16:16 ): And landmarks. And by the stars they are (also ) guided.
So in short, Allah ta’ala created the stars as guide posts so people can find their way around the world.

Allah created star for three purpose
Al-Bukhaari said in his Saheeh: Qutaadah said:
“Allah created these stars for three purposes: to adorn the heavens, to stone the devils and as signs by which to navigate. Whoever seeks anything else in them is mistaken and does not benefit from them, and he is wasting his time and effort in seeking something of which he has no knowledge.”
(Saheeh al-Bukhaari, Baab fi’l-Nujoom, 2/240)
and in surah Mulk Allah says :
1.asamanu ki zeenat keliye
2.jab Allah farishtun se kuch ferma rahey hutey hain or shetaan sunney ki koshish kertey hain sitarun se unhey marney keliye bhi banaya gaya hai ..
3.Alamaat ke tour pey

I would have answered the same as Nain, and cited Surah Mulk to support that understanding.
Allah (swt) created the Stars as adornment for the skies, as missiles for devils who attempt to steal any knowledge after birth of Prophet Muhammad (s.a.w), and as a sign for the people.

Surah An’am verse 151 :
Say, “Come, I will recite what your Lord has prohibited to you. [He commands] that you not associate anything with Him, and to parents, good treatment, and do not kill your children out of poverty; We will provide for you and them. And do not approach immoralities - what is apparent of them and what is concealed. And do not kill the soul which Allah has forbidden [to be killed] except by [legal] right. This has He instructed you that you may use reason.”
Surah Furqaan Verse 68
And those who do not invoke with Allah another deity or kill the soul which Allah has forbidden [to be killed], except by right, and do not commit unlawful sexual intercourse. And whoever should do that will meet a penalty.
