Its funny how everything against Bhutto is a propaganda, even with evidence tossed up like salad. Why was there a need to make a new organization for this purpose? Could the police not have been geared up to do this? Why need a separate force when policies already there for civilian purposes? Fsf was specifically for controlling and subjugating opposition members and their families.

Federation need a force to help the provinces .
We are now using many such orgainsations in civil .Rangers , FC , Coast Guards , Scouts , ASF and many other with different names even ISI itself . Fully controlled by army but paid on civilian name not from defense budget .
Rangers and Scouts are there since independence days. FC (Frontier constabulary) is there since 1913, Pakistan Coast Guard was constituted in 1971 and its still working. With all these organizations there was no need to add another one which was only used to further his political aspirations.
