Rangers and Scouts are there since independence days. FC (Frontier constabulary) is there since 1913, Pakistan Coast Guard was constituted in 1971 and its still working. With all these organizations there was no need to add another one which was only used to further his political aspirations.

Quite a broken record about army and its control over 'bloody civilians', when in fact its the civilians who have always tried to use the army for its own sick benefits. Zulfikar Bhutto uses Yahha, Ziaul Haq, Naseerullah Babar, and ISI for personal benefits. It backfires, so conveniently, PPP starts bad mouthing the army. Nawaz Sharif uses Zia, ISI, and Gen. Musharraf for personal benefits. It backfires, so conveniently, PML-N becomes anti army. Now all you can do is target PTI for its non-existent links to the 'agencies'. Grow out of it.

'Bloody civilians' ko bhi jub moqah milla hay unhoun nay kam nahin kiya, take for example how Bhutto wanted to create a civilian dictatorship and the Nawaz tried to become an ameer ul momineen.
