If someone wanted to buy 250 acres of forest land in Pakistan to help preserve habitat and pursue scientific interest how would one go about acquiring the rights to such an area of land? Otherwise, how would one develop land in Pakistan for the purpose of reforestation in order to reintroduce or nurture endemic/threatened species?
Last question how much would such a venture cost?

i read some where forest areas are normally preserved around the country and come under the Pakistan environmental protection act 1997 a constitutional article, meaning a private citizen can't acquire the land for any purposes, you can maybe donate resources to certain forest management committees.
you can look around in the suburbs or become a forest feudal (you read it here first :D), acquire acres of land from citizens and develop into whatever you like.

This information is a good start I guess … I didn’t underestimate the regulations 
… The whole idea is to bolster them through private ownership and designation of land to scientific interest and funding maintenance through research. Unlike the private land development investor the pro-preservation people out there are looking for more regulations not less.
BTW I am working to move towards becoming a professional in sustainability engineering/management.

***This is obviously a measure put in place to ensure development does not hinder the environment - but my request is not about development - it is about acquisition of forest land without change of use.

On a serious note....
So it pakistani ways.
Spread a rumour that land is haunted.. walk around it in white at night....
Do little lighting here and there.... if needed use some equipment to make noises.

There was spooky story in Suspense digest about a girls soul haunting Shahrah a Faisal Karachi, the story was published many many years ago , but people try to go and find that soul on the said night of the year still, so aisa na ho k people start to flock to that part of jungle in order to meet that soul and it might become a nuisance for the animals instead of a boon.

But seriously, pakistanis are very single tracked narrow focused people.
That land would be sitting there doing nothing. But as soon as psyah, shows interest they are going to be “hmmmmm why”
Then because they are narrow focused , they wont find any thing.
So psyah would quire the land 
Then he does his thing… our paki would be scrathing them self and watching… since they have too much time.
They would conclude “oh he is pagel for doing some thing unproductive”
But if IF psyah is able to put value in land… then big fat resourceful men are going to get interested.
Which is BAD news.
So moral of the story is… if you don’t have serious
1-military connection.
2-political connection.
3-affiliation to a tribe.
4-few uncles in police and administration.
Do this project else where.

And once you make successful discovery , pir , vadera , choudhery , sardar of the area would claim royalty just for being pir , vadera , choudhery , sardar of that area where you would make that discovery.

while what others have pointed out is correct........about the connections and beurocratic bullcrap.........
but i think its still possible.........(please note......its general idea i have of things in pakistan..nothing specific to this project)
the right way to go about it would be.......if u can incorporate an organisation/NGO sort of thing.........and if u manage to get affiliation/sponsorship from some international organisation involved in such activities...............
that route will be easier.......compared to doing it as a personal project......... you will have the neceessary paperwork,legalities, formalities all sorted with a registered organisation.
