US Mulls Balkanization of Pakistan

An unusual hearing took place today in the House Foreign Affairs Subcommittee on Oversight and Investigations, as Rep. Dana Rohrabacher (R – CA) headed a meeting on Pakistan’s province of Balochistan. Publicly, the hearing focused on condemning the Pakistani government and accusing it of broad human rights abuses against the Balochs.

Reports of human rights violations in Pakistani Balochistan are nothing new within the Pakistani press, but the sudden interest among US officials, coupled with eager condemnations from human rights groups, comes with serious undertones.

That is because last month, Rep. Rohrabacher and Rep. Louie Gohmert (R – TX), in a policy paper condemning the Obama Administration, proposed that the US pursue an independent Baloch state “carved out of Pakistan,” nominally to defeat the Taliban.

Gohmert has been keen on this plan for some time, insisting that an independent Balochistan would stop the flow of arms into Afghanistan and be a far better US ally than Pakistan has ever been.

Rohrabacher’s endorsement of it is somewhat more strange, given his history as an outspoken supporter of the Taliban during the Clinton years. Somehow this has morphed into being willing to slice Pakistan down the middle on the off chance it actually harms the Taliban.

The proposal is not new. Indeed, the Pakistani media was all over the story in 2006 when Lt. Col. Ralph Peters began pushing for the creation of “Greater Balochistan” as an independent nation carved out of Pakistan’s Balochistan Province and Iran’s Sistan-Balochistan Province. He also called for Pakistan’s Federally Administered Tribal Areas and Khyber-Pakhtoonwhah Province to be ceded to Afghanistan. Pakistan would be left only as a narrow nation along the Indian border.

Peters’ plan was rather ambitious — he further proposed carving up Iraq, Saudi Arabia, Syria and Turkey, totally redesigning the map of the Middle East. The plan may never have been given serious consideration, but shows that the notion of splitting up Pakistan is not a new one, and is now being given serious consideration in Washington.

In the packed Room 2200 of the Rayburn Office Building, members of the House Foreign Affairs’ Subcommittee on Oversight and Investigations began hearing human rights activists and scholars detail human rights abuses in Balochistan.

The hearing chaired by Congressman (R) Dana Rohrabacher, who last week introduced a bill in the House of Representatives to award Dr. Shakil Afridi with US citizenship. In his opening remarks, Rep. Rohrabacher said that Balochistan is a turbulent land marred by human rights violations “by regimes that are against US values”.

Rep. Rohrabacher outlined the history of Pakistan’s creation, and highlighted Balochistan’s grievances vis a vis natural resources, said that the province’s wealth was being taken by dominant Punjabi elite.

Addressing the committee, scholar Christine Fair said that while she understood emotions ran high, targeted killings were also being carried out by the Baloch.

In his submitted testimony to the committee, Amnesty International’s Advocacy Director T. Kumar called on the US to “apply the Leahy Amendment without waivers to all Pakistani military units in Balochistan.”

Ali Dayan Hasan, the Pakistan director for Human Rights Watch, in his submitted remarks, said that cases documented by the HRW show that Pakistan’s security forces and its intelligence agencies were involved in the enforced disappearance of ethnic Baloch. The HRW representative asked the US government in his recommendations to “communicate directly to the agencies responsible for disappearances and other abuses including the army, ISI, IB, Frontier Corps, police and other law enforcement and intelligence agencies, to demand an end to abuses and facilitate criminal inquiries to hold perpetrators accountable.”

Hasan dubbed the military’s role in the province as brutal, and an occupying one. He clarified that the HRW took no position on the issue of the independence of Balochistan. He argued that the US and UK had made enforced disappearances possible by allowing them during the war on terror, which has led to the military doing the same. Christine Fair added that Pakistan’s abuse of human rights have served the US’ interests.

In his testimony, analyst Ralph Peters called Pakistan a supporter of terrorism, and said that Pakistan had made the US complicit too by launching attacks against India such as the Mumbai attack.

The hearing, which lasted a little over an hour, came to an end as congressmen decided to go to the floor for a vote. In his closing remarks, Rep. Rohrabacher declared that the hearing was no stunt, and that they wanted to start a national dialogue on what US policy should be in that part of the world.

State Department distances itself from Balochistan hearing

When asked about the Congressional hearing on Balochistan, State Department spokesperson Victoria Nuland said that their view on Balochistan remains unchanged. “Congress holds hearings on many foreign affairs topics. These hearings don’t necessarily imply that the US Government endorses one view or another view. I’d underscore that the State Department is not participating or involved in this hearing today.”

The spokesperson referred to comments she had made recently on Balochistan on Twitter, “We emphasise that the United States engages with Pakistan on a whole range of issues, including ways to foster economic development and expand opportunity in Balochistan.”

When asked whether the US supports a demand for an independent Balochistan, Nuland said, “Our view on this has not changed, and you know where we’ve been on Balochistan. We encourage all the parties in Balochistan to work out their differences peacefully and through a valid political process.”

And you guys still think the US is Pakistan's ally? What have I been saying for years? We are next on the list after Iran. Afghanistan, Iraq, Iran and then Pakistan. The US is playing its own version of the great game here and their aim is to take out the only nuclear armed Muslim state in the world.

Time to cut ties with the US.

well I blame Pakistan army/establishment more for this mess, we had the map published by Ralph Peters (2006) depicting the kind of Pakistan that would exist in the future (by the way that Pakistan wouldnt include FATA as well) . Our army played into their trap. They had a lot of chances of withdrawing from Balochistan on their own terms, but in their arrogance they missed those chances and in fact deteriorated the situation instead of improving it. None of the provincial assembles, national assembly had time for the Baloch, for media memogate and other trivial issues were more important than Balochistan.

Now we have Balochistan being discussed in American House (moral victory for the baloch) with Pakistan (Army) under pressure and now they will have to solve the problem under pessure with the militants on top and confident.

امریکی ایوانِ نمائندگان کی امورِ خارجہ کی کمیٹی میں بلوچستان کی صورتحال پر عوامی سماعت کے دوران کہا گیا ہے کہ پاکستان پر دباؤ ڈالا جائے کہ وہ اس شورش زدہ صوبے کے حالات معمول پر لانے کے لیے اقدامات کرے۔
سماعت کے دوران بیشتر امریکی ماہرین اور انسانی حقوق کے کارکنوں نے اتفاق کیا کہ بلوچستان کی خودمختاری مسائل کا حل نہیں ہے۔

دوسری جانب پاکستان کے دفترِ خارجہ کا کہنا ہے کہ اسلام آباد نے بلوچستان پر بحث کرانے پر واشنگٹن سے تشویش کا اظہار کیا ہے۔
دفترِ خارجہ کی ہفتہ وار پریس بریفنگ میں ترجمان عبدالباسط نے کہا ’ہم نے اسلام آباد اور واشنگٹن میں امریکی سینیٹ کی کمیٹی برائے خارجہ امور کی جانب سے بلوچستان پر بحث کرائے جانے پر تشویش کا اظہار کیا ہے۔‘
ادھر امریکی محکمۂ خارجہ نے کہا ہے کہ پاکستان کے صوبہ بلوچستان کے مسائل، پرامن سیاسی عمل کے ذریعے حل کیے جانے چاہئیں اور امریکہ بلوچستان کی خودمختاری کا حامی نہیں۔
امریکی ایوانِ نمائندگان کی امورِ خارجہ کی کمیٹی میں بلوچستان کے معاملے پر عوامی سماعت، کیلیفورنیا سے ایوان کے رکن ڈینا روباکر نے کی جو ایک مضمون میں مطالبہ کر چکے ہیں کہ امریکہ کو خودمختار بلوچستان کی حمایت کرنی چاہیے تاکہ شدت پسندی پر قابو پایا جا سکے۔
ڈینا روباکر کانگریس کے وہی رکن ہیں جنہوں نے حال ہی میں اسامہ بن لادن کے بارے میں سی آئی اے کو معلومات دینے والے پاکستانی، ڈاکٹر شکیل آفریدی کو امریکی شہریت دینے کا بِل بھی کانگریس میں پیش کیا تھا۔
بدھ کو’اوور سائٹ اینڈ انویسٹیگیشن‘ کے لیے ذیلی کمیٹی کے تحت ہونے والی سماعت کے دوران پانچ ماہرین نے اپنے بیانات کمیٹی کو جمع کرائے جن میں واشنگٹن ڈی سی کی جارج ٹاؤن یونیورسٹی کی اسسٹنٹ پروفیسر کرسٹین فیئر، امریکی فوجی تجزیہ نگار اور مصنف رالف پیٹرز اور انسانی حقوق کی تنظیم ہیومن رائٹس واچ کے پاکستان کے لیے ڈائریکٹر علی دایان حسن بھی شامل ہیں۔
“کانگریس بہت سے خارجی امور پر سماعت کا اہتمام کرتی رہتی ہے اور ایسی سماعتوں سے یہ ثابت نہیں ہوتا کہ امریکی حکومت کسی ایک موقف کی حامی ہے یا اس کی توثیق کرتی ہے۔”

                  سماعت کے دوران پروفیسر کرسٹین فیئر نے رائے دی کہ  بلوچستان کے مسائل کے حل کے لیے علیحدگی پسندگروہ ہتھیار پھینک دیں اور  حکومتِ پاکستان فوج کے استعمال کا راستہ ترک کرے۔ ان کا کہنا تھا کہ وہ  بلوچستان کے جذبات کو سمجھتی ہیں لیکن بلوچ ٹارگٹ کلنگ میں بھی ملوث ہیں۔
                  کرسٹین فیئر نے اپنے بیان میں کہا کہ پاکستان کے  موجودہ نظام کے تحت بلوچستان کو وہ حکومتی توجہ ملنے کا امکان نہیں جس کا  وہ حقدار ہے۔ تاہم انہوں نے بلوچستان کو پاکستان کا اندرونی معاملہ قرار  دیتے ہوئے کہا کہ ایسا کچھ نہیں ہے جو پاکستان کے موجودہ ملکی ڈھانچے کا  حصہ رہتے ہوئے حل نہ کیا جا سکے۔
                  انہوں نے کہا کہ بلوچستان کے نسلی تنوع، پیچیدہ  تاریخ اور موجودہ جغرافیائی صورتحال کو مدِنظر رکھتے ہوئے وہ اس وقت آزاد  بلوچستان کے خیال کی حمایت نہیں کر سکتیں۔
                  کرسٹین فیئر کا کہنا تھا کہ پاکستان پر تمام ذرائع  استعمال کرتے ہوئے زور دیا جانا چاہیے کہ اس اہم صوبے میں حالات معمول پر  لائے اور عشروں سے جاری بدانتظامی اور سرکاری حمایت یافتہ تشدد کا سلسلہ  ختم کرے۔
                  دفاعی امور کے ماہر رالف پیٹرز نے زور دیا کہ امریکہ کو پاکستان سے پوچھنا چاہیے کہ بلوچوں کو آزادی کا حق کیوں نہیں دیا جا سکتا۔
                  علی دایان حسن نے اپنے بیان میں کہا ہیومن رائٹس  واچ بلوچستان کی آزادی کے معاملے پر کوئی موقف اختیار نہیں کرنا چاہتی اور  سجھتی ہے کہ بلوچستان پاکستان کا حصہ ہے اور اسے پاکستانی حکومت سے توقع ہے  کہ وہ حقوقِ انسانی کے تحفظ کے لیے اقدامات کرے گی۔
                                                                       ہیومن رائٹس واچ کی تجاویز

  • حکومت پاکستان پر دباؤ ڈالا جائے کہ وہ بلوچستان میں اغواء کے واقعات، ماورائے عدالت قتل اور غیر قانونی گرفتاریوں کو روکنے کے لیے اقدامات کرے اور ان جرائم میں ملوث افراد کے خلاف بغیر کسی تحفظات کے مکمل تحقیقات اور کارروائی کی جائے۔

  • امریکہ جبری گمشدگیوں اور دیگر خلاف ورزیوں میں ملوث اداروں سے جن میں فوج، آئی ایس آئی، آئی بی، ایف سی اور پولیس شامل ہیں،براہِ راست رابطہ کر کے ان اقدامات کے خاتمے کا مطالبہ کرے اور یہ واضح کر دیا جائے کہ اغواء کے واقعات نہ رکنے کی صورت میں ان ایجنسیوں کو پابندیوں یا تعلقات کے خاتمے کا سامنا کرنا پڑ سکتا ہے۔

  • بلوچستان میں تعینات ایف سی، پولیس اور پاکستانی فوج کے ساتھ امداد و تعاون کے پروگراموں کو اس وقت تک معطل کر دیا جائے جب تک فوجی اور سرکاری حکام گمشدگیوں اور دیگر الزامات کی مکمل تحقیقات کر کے مناسب کارروائی نہیں کرتے۔

  • لیہی کے قانون کو نافذ کیا جائے جس کے تحت اس بات کو یقینی بنایا جائے پاکستانی حکومت کے پاس وہ تمام کارگر ذرائع ہیں جن سے یہ یقینی بنایا جا سکے کہ کوئی بھی ایسا سکیورٹی یونٹ حقوقِ انسانی کی خلاف ورزیوں میں ملوث نہیں جسے امریکہ کی مالی یا تربیتی مدد حاصل رہی ہے۔

  • امریکہ بلوچ قوم پرستوں پر زور دے کہ وہ شہریوں پر حملے روک دییں، خاص طور پر ان افراد کے خلاف جو بلوچ نہیں ہیں اور صوبے میں مقیم ہیں۔

  • اساتذہ، پروفیسروں، سکولوں اور تعلیم سے وابستہ افراد پر حملے روک دیے جائیں۔

  • بلوچ تنظیمیں اپنے ان تمام ارکان کے خلاف کارروائی کریں جو شہریوں پر حملے کرنے کا حکم دیتے ہیں یا ان میں ملوث ہوتے ہیں۔

                  ان کا یہ بھی کہنا تھا کہ ’ہم یہ بھی جانتے ہیں کہ  پاکستانی حکومت خصوصاً فوج کی حقوقِ انسانی کے تحفظ کے معاملے میں  کارکردگی کمزور ہے‘۔
              انہوں نے کہا کہ بلوچستان ایک ایسا تنازع ہے جس کے  کئی پہلو ہیں اور یہاں کئی فریق تشدد میں شریک ہیں لیکن صوبے میں حقوقِ  انسانی کی خلاف ورزیوں کا سرخیل بلاشبہ پاکستانی فوج، نیم فوجی اور خفیہ  ادارے ہیں۔
              علی دایان حسن کا کہنا تھا کہ پاکستانی فوج  بلوچستان میں قابض فوج کا سا کردار ادا کر رہی ہے لیکن بلوچ قوم پرست  مزاحمت کار بھی شعبۂ تعلیم سے وابستہ افراد اور غیر بلوچ آبادکاروں کے خلاف  کارروائیوں میں ملوث رہے ہیں۔
              ان کے مطابق بلوچستان میں رہنے والے وہ افراد جو  پنجابی اور اردو بولتے ہیں، بلوچ قوم پرست مزاحمت کاروں کے حملوں کے خوف کا  شکار ہیں۔
              انہوں نے امریکہ سے مطالبہ کیا کہ وہ حکومت  پاکستان پر دباؤ ڈالے کہ بلوچستان میں اغواء کے واقعات، ماورائے عدالت قتل  اور غیر قانونی گرفتاریوں کو روکنے کے لیے اقدامات کیے جائیں اور ان جرائم  میں ملوث افراد کے خلاف بغیر کسی تحفظات کے مکمل تحقیقات اور کارروائی کی  جائے۔

              ان کے بقول امریکہ بلوچستان کی خودمختاری کا حامی  نہیں اور وہاں کے مسائل، پاکستان کے اندر ہی پرامن سیاسی عمل کے ذریعے حل  ہونے چاہیئیں۔
              ترجمان نے کہا کہ ’کانگریس بہت سے خارجی امور پر  سماعت کا اہتمام کرتی رہتی ہے اور ایسی سماعتوں سے یہ ثابت نہیں ہوتا کہ  امریکی حکومت کسی ایک موقف کی حامی ہے یا اس کی توثیق کرتی ہے‘۔
              انہوں نے کہا کہ امریکی محکمۂ خارجہ نہ تو اس سماعت میں شریک ہے اور نہ ہی اس کا حصہ ہے۔
              اس سوال پر کہ کیا یہ سمجھا جائے کہ امریکہ  بلوچستان کی آزادی کے مطالبے کا حامی نہیں، وکٹوریہ نولینڈ نے کہا کہ ’اس  معاملے پر ہمارا موقف تبدیل نہیں ہوا ہے اور آپ جانتے ہیں کہ بلوچستان کے  بارے میں ہمارا موقف کیا ہے‘۔
              انہوں نے کہا کہ امریکی حکومت بلوچستان کی تمام  جماعتوں پر زور دیتی ہے کہ وہ (پاکستان میں رہتے ہوئے) اپنے اختلافات کا  پرامن اور قابلِ قبول سیاسی طریقے سے حل نکالیں۔

If there was not the kind of situation that we have in balochistan there wouldn't have been a discussion on the topic, if the government hadn't ceded it's authority/sovereignty to the Americans even then there wouldn't have been any problem. The Americans know very well the price tag of each and every military and civilian leaders.

The situation is getting out of Pakistan army's control and it's not the first time.

OMG - Now amreeka is suddenly so concerned about Balochis.. There are so many poor folks around the world lot worse than Balochis but amreeka is soooo in love with Balochis.. I wonder why....

some congresman conducts a hearing - that does not make it an American policy. they all get a budget and spend it in these passtimes.
Americans are not Pakistan's enemy. It is the Pakistanis themselves.

Looks like reaction to commitment to gas pipeline from Iran by Zardari.

Again army is responsible for this mess. Anything happened to Baluchistan, the history of 1971 will be repeated where army shoulder the responsibilty of another breakup.

What do you mean withdraw from balochistan? If rules are arbitrary, then I guess MQM was ok as well to ban imran khan's entry in the past in karachi. Now, I don't see enforced disappearances as a way to win in a counterinsurgency (only looking at it militarily), but what kind of message does it send if Pakistani army can't deploy in its own territory? The south tried that in North Carolina (fired at union troops) and see what happened as a result (re: Civil War).

I'd say that Pakistan should permanently close the overland NATO supply line and also reduce the NATO air corridor over afghanistan. If US doesn't bite the bullet, then surely would NATO, whatever of non-US of NATO is deployed, will convey the message to the US. US needs other soldiers in afghanistan, so screw with that part of the equation.

At a time, US and Pakistan were really allies though now it is more of an ally at discretion type of scenario.

The way the Baloch and Balochistan has been treated for the last nearly 65 years they simply deserve their freedom from us. We do not own them. We do not own Balochistan. They have a right to determine their own future. Very few Baloch are pro-Pakistan.

The younger generation of Baloch are more anti-Pakistan than the elders. It is sad really. Very few Pakistanis show sympathy for the Baloch cause.

Look at this forum for example - hardly anybody bothers to post in the Baloch threads. People are more bothered about the Memo's , hating the PPP....yet we have a whole province aching because of our stupidity and ego. People here cannot even blame the military for this mess which it solely created. No wonder Baloch are fed up of us.

When Musharraf began this operation I knew that the situation will deteriorate. The ideal time to have come out Of this war was when the committee was formed which shujaat was heading, anyways bugti was killed and the military gave the insurgency a hero/life. Musharraf told us that this operation is against marri, bugties and maybe mengals but this war has spread throughout balochistan. Now terror activities Are even taking place in peaceful areas of jamalis. The interest shown in this issue by politicians, military leadership and media is really appalling which has served to sideline even the pro Pakistan elements there.
