I am willing to believe any set of figures - govt or non-govt as long as you use them consistently for Gujarat & Kashmir. But you cannot use govt figures in Kashmir since that downplays the Pandit migration/massacre and use non-govt figures in Gujarat since that exaggerates the Muslim casualty.
