To my knowledge not all jurisdictions have that difference. Austria has a three year age requirement. Anything below 13 is illegal. But that doesn’t mean a 19 year old can’t sleep with a 13 year old. Since the legal age of consent is 13. Not 18.
Edit: But I could be wrong. Legal age of consent is not something I am well versed on.
