I disagree with people one one thing: that the man is a pedophile.
16 years old girls don't look any different than 18 years old girls. 16 years olds are pretty matured. Yes for western concepts he is one.
It is not as if he is in love with an 11 years old. That would be pedophily.
Also the fact that he 'loves' his sister in law, doe not mean that he will have wrong intentions with his own daughter when she grows up. I don't understand how people came up with that conclusion.

Your last line, everything is different from the situation where an adult guy offers a small child candy, lures the kid and then abuses the child.

It does. a 16year old is still a child in my eyes which means anybody who even thinks about "being in love" with the girl is a pedophile. and fyi pedophiles think they are "in love" with their victims too :)
To my knowledge not all jurisdictions have that difference. Austria has a three year age requirement. Anything below 13 is illegal. But that doesn't mean a 19 year old can't sleep with a 13 year old. Since the legal age of consent is 13. Not 18.
Edit: But I could be wrong. Legal age of consent is not something I am well versed on.
