There's practical reason behind it, most Arab women will be found fainting around on the roads if they roam around in deadly heat of Arabia all multilayered...their abayas are all black as it is.

I have only been to couple of Arab parties one which was all tacky 'b*itch-bling' drag Queenish Kim Kardashian style skinfest...really most the girls looked like hookers. And there was one an upper Middle Class Arab gathering where women were wearing sophisticated, polished Elie Saab, Zuhair Murad inspired gowns...skin show with bit of class and exquisiteness. So I think it depends on the class of Arabs you bump into, some have really good taste in clothes and charisma to carry them...while some just look like cheap clowns.

was just wondering if a non hijabi girl who dresses fashionably yet modestly goes to an all girls party wearing the skimpiest of clothes..would she be questioned about her conduct too or it’s just the hijabis who are always under criticism more? 
I think that in an all girls party one should definitely loosen up and have fun but that doesnt mean going overboard as pardah is from both the genders.

I think I kind of understand what the OP is asking.....though I don't know if the intent is the same.
And when she has said "half-naked" I suppose that she is speaking in relative terms in comparison to how they normally dress with hijab and abaya.

I was surprised the first time I attended an arabic all girl party as well. I think thats mostly due to our desi culture, where we just dont expose that much skin, geez even short sleeves are "besharmi" for some people! .. However, I think each to his own. Personally I wouldnt dress like that, hijab or no hijab, only girls or mix. But I think in arabic culture dressing like this is seen as fashionable and they really do put a lot of pressure on each other to dress this way .. at least thats what I have seen among arabs here

Not uncommon at all and not weird.. This happens all over the Middle East. Obviously when you have moral policing enforced in the streets, these parties create a good outlet for women who don't have another alternative to wearing burqa/hijab/abaya/scarf 24/7

Arabs are pretty sensual and exuberant creatures, they have healthy appetite for glitz and glamour. You can read the stories of Harem life from thousands of years ago and trust me you won't find much difference - except fashion- between the Arab 'private' parties of today and then.

Perhaps it doesn't come across as weird to you because you know of it to be a common practice......but for others it may be weird because they do not know that it happens all over the middle east.
I can understand needing a reprieve from the moral police......but going from one extreme to the other? Seriously?
