It seems that certain things become taboo with the passage of time. Besides portrayal of women as goddess of love / sex, societies in past had empowered women. Now empowerment comes in the shape of exploitation and societies as a whole are less tolerant towards ladies.

I think the way the word is used, its interpretation is something like 'attractive'.
Sexy is a very commonly used word and is not considered vulgar.

lols. I was reading Ghalib ke khutoot and he wrote to someone 'Hindi ki ghazal kiya bhejoon?'. The writer marked the word Hindhi with * and in foot notes, he explained Hindi = Urdu.

^ Exactly. The borderline between Urdu and Hindi is very blurry. More like the Durand Line.
There are thousands of words owned by both the languages equally.

btw, i somewhat agree with KKF that 'shehwat angez' is meaning of word sexy, if we consider the context in which people use this word.
otherwise literal meaning of sexy is 'Jinsi' and there no sexual charm in this word then.
