Thankyou for the replies. For those that think this is a hoax, I swear upon my mother's grave This is not!This actually happened to me yesterday.
Angel eyes as I mentioned before, this was not an interview but a meeting with a job agency agent and they do not require us to be dressed formally moreso the man told me to dress down.

Those of you wondering why I am still meeting with him, the thing is that I am wondering if he did this with sexual intent or if it is his personality that makes him so weird, since he did not appear sexually attracted towards me in the other sense (no checking me out head to toe etc etc, maybe I didnt take notice of that).
The reason I did not walk out was the fact that he was so funny and goofy on the phone that I couldnt digest the fact that he just massaged my feet. Now THAT is something I have NEVER encountered.
Anyway, I am wearing tall boots with formal work clothes with socks today. Lets see how this goes. Sorry Mr. Dope I dont like posting pictures of my feet.

Secondly i would have hit him really heard on his N***- will assure he won’t do it ever again or become gay.
I work with one of the firms myself 
- who do close to what headhunters do and - one of the guys do let people dress down BUT NEVER SANDALS.

Back in college this is when nia the library kuri. A girl came and she was all confused and went - oh that guy just touched my feet. I couldnt believe her so i followed her back where she was sitting. I actually saw that guy getting out underneath the table. He came close to me and all i did gave a nasty look 
-. I wanted to know how he looked like and his other buddy was on the other side.
I went in my office called security. I identified them reported them to security NYPD came as well got them arrested :D… i was told to watch my back for few weeks who know they might come back to hurt me

For the last time. It was not an interview! The guy sent me four emails telling me to wear flip flops so I took the middle ground and wore sandals.

PP do you usually let strangers dictate what you wear? If a guy had told me repeatedly to wear flipflops, firstly I wouldn;t have even gone to meet him, secondly if I decided to go I would have asked him why that was necessary and thirdly if I still absolutely had to go I would have made sure I wore shoes. If you really think that this is too valuable a chance to miss then do not allow him any physical contact, if he still attempts report him and get a meeting with another agent, if u don't want to report him just get another agent. There isn't much to think about.
If I were you I would steer clear and not go to see this particular agent again.

Intent doesn't matter PP. What he did was inappropriate. You don't want so many people here go "we told you so..." when you come back from seeing him the second time. And why does he want to see you again anyway? Usually, the body shop people (recruiting agencies) meet with you once. They don't usually see you again until they arrang an inerview with a real company. All the conversation takes place over the phone in the mean time.

Thanks guys. I think Im going to try and schedule meetings on the phone or request another agent from this firm. Asif that is something to think about too, if he already has my resume and has handed it in then what is the need to meet up with me again?

Let me tell you how the process works. as i mentioned i work in a similar company.
You come in to see us. PROFESSIONAL attire. we sit down go through your resume. ask you tons of questions get a feel how you are from 4 feet of distant]. give papers to fill out. If there is something that is available let you know right there at that point and send you for interview for other companies.
We DONOT see you again - until you decide to disappear for good 3-4 years and we do want to remember who you were we will ask you to come in.
We put all of your information in our computer and if something comes and there is a match - we go a head and give you a call

Hey, the only person that is allowed to touch my feet is my hubby. I am amazed that you did not freak out at him touching your feet. I would have left right then and there. The reason he is calling you back is probably coz you allowed him to touch you and once that barrier is lifted he is probably wondering what else he can do to you. I think this should be a lesson for you. "Never allow anyone to dictate as what to wear and most importantly touch you...even if it is just your feet"

Mahru I know this is partly my fault for being dumbfounded while he did it. I told a friend about it and he was enraged that I did not kick him in the face. This was my first job agency experience and I seriously did not know what to expect.

i suggest you call in and ask for his senior, becasue this is not acceptable behaviour from a professional at all.
you also have his e-mail asking you to wear flip-flops, you can show then to his senior.

Wow. I emailed him saying I cant make it today and we should discuss it over the phone maybe and this is his reply: Totally Weirded out.
Oh, ok, so now you don't want to meet with me anymore, huh? I guess I didn't make such a good impression on you?
I'm just kidding, I understand, no problem at all.
Let's do it next week Tuesday or Thursday. That'll give you some more time to get your new pedicure too! (hahahaha), so we'll have to see that! And you can even wear your flip-flops too.
