Education is a big problem, but if all you wanna say or express is a descent refusal to some person, then education has nothing to do with it. If you will not refuse some one who keeps staring at you, then this will be simply an encouragement for him, in case he is not educated or has sick behavior. So make it clear that you are not interested in him cause you are looking for some one else. This will calm down the nerves of that person.
