To certify that the potential adopter is capable of raising the child. There is a test for everything else in life like passing the LSATS to become a lawyer, or the practicum to become a teacher, or even having good credit in order to buy a house- being a parent imo surpasses all of that because you’ll be raising another human and the agencies want to see if you have what it takes.
