Your context is poor. Bitch is used as a light, affectionate insult for those who you are strong friends with. Attempting to call a casual acquaintance, or worse yet, a stranger, “bitch” is usually an attempt to greviously insult or embarass, or to start a fight.

Also, calling a girl “bitch” if you are a guy is off-limtis as well unless you’re really trying to hit her below the metaphorical belt.

The term “son of a bitch” is similarly used only as a strong insult, even with close friends. The sole exception is when it is paired with a complement, such as “he’s one tough son of a bitch” or “you’re a smart son of bitch”.
