LAHORE

The operation of the Business Express has been shut down till further notice due to unresolved conflicts with the Pakistan Railways over contracts terms and payment debt.

The Pakistan Railway has termed the closure on request of the Business Express itself. Although the official verdict states that the closure is more of a suspension for three days and the service will be resumed after three days, sources inside PR claim that the service is not likely to resume until all the financial and corporate matters are settled and that might take months.

The Business Express which started it operation early last year had to completed agreed to pay around 88 percent of its profit share to the PR as per the contract and per trip charges to the PR from Lahore to Karachi or Karachi to Lahore were a little over Rs 1.5 million. That made a 3 million rupees payment per one round trip of the public-private franchise.

However, the investors of the Business Train soon realised that the PR had misled them on the revenue output and the payment of the amount was not achievable. It started piling up debt on the Business Train and as it currently stands, the public-private venture owes near Rs 300 million to the Pakistan Railways.

Although the contract categorically stated that it would be terminated if the private party fails to pay anything over 7 days of payment to the PR yet PR did not hold its private partner over this clause and continued providing services.

The Pakistan Railways GM Operation was of the view that shutting this venture down would send the wrong signals to the market and future probable public private partnerships might suffer. However this encouragement has now cost PR dearly as after Economic Coordination Council (ECC) noted that the contract might need to be revised. Also the GM Operations and the Chairman have categorically conceded to the fact the economics of the contract were not completely accurate.

A similar public private partnership, Pakistan Railways, instead of 88 percent, agreed to a 70 percent share with the Shalimar Group, which, to-date has been making its payment regularly. Although there were conspiracies looming that the Business Express-owed amount would finally be written off as bad debt and that is why the situation is being staged, however, Chairman/ Secretary Railways Muhammad Arif Azim dispelled all these notions saying that nobody would be allowed to keep a single penny that belonged to the national institution.

Meanwhile, the direct benefactor of the situation, business and procurement wise, was the Shalimar Group which now operates two trains on the same route.


Only good thing that happened to PR in last few years. What you think BT will be back on tracks after three days?

sadly, the traveling public once again will be the biggest loser in all of this! :(

Open old thread on this, I had already predicted this. This has nothing to do with corruption, a bad policy decidion like formation of NLC in the eighties. Railway has destroyed by the successive governments after ZAB tenure. Nothing new here.

Close HQ LHR and Railway Board Islamabad and sell May0gardens Bugalows to private parties. No need to operate Railway from Punjab. Make it a provincial subject.

^ making railways a provincial subject won't solve the problem. As an after effect some provinces will have trains and others won't. Similarly if a person wants to travel from Peshawar to Karachi, will he change the train thrice for reaching his destination?

Within the provinces no one uses trains now, buses are more than sufficient.

The solution is restructuring of the department, curbing corruption and induction of staff on merit. The headquarters can be moved to Karachi or Islamabad, doesn't make any difference.

That's because our Mr. Railway Minister has run down PR to a point where people prefer busses over trains even for longer journeys. He has made statements like "Afghanistan and Saudi Arabia do not have Railways, why Pakistan should have it?". And guess who's family has significant financial interests in Pakistan's bus transportation industry.

It does make a difference. Headquarters should be in the place with the most traffic. Provides for better management. Same is the case with PIA. 70% of PIAs air traffic is through Lahore and Islamabad, yet the headquarter is in Karachi. MQM has historically opposed the moving of PIA to Lahore, as they have a bhatta stake in it. Any plane that needs repairs has to be needlessly flown to Karachi, costing millions.
Railway is the victim of corruption. Thanks to Zardari restoring all the sleeping ex-jiyala employees to Railways, PIA, State Life etc, these organizations have suffered massively. Billions were taken in loans just to pay these free loaders their back pays....and now that they have run out of those loans, these organizations dont even have money for diesel, or salaries.

Racism is an easy way out for some people, as it diverts attention from the failures of PPP, but facts cannot be denied.

As far as I know most traffic for PIA is through Karachi. Many airlines don't fly to Lahore and Islamabad. Karachi being the port city is very important, and at one stage there were suggestions of the city to be developed on the lines of hongkong but it couldn't materialise due to terrorism there.

Karachi airport may be the busiest overall, but 70% of PIA flights operate out of Lahore and Islamabad combined. Karachi has no US flights anymore......not sure if they have any european flights. They have a limited number of mideast flights. Foreign airlines have a bigger presence there than PIA.
When Nawaz Sharif began the open skies policy for Lahore airport, it was meant to attract foreign airlines and investment, coupled with the building of a bigger airport, with a hangar in order to accommodate repairs for PIA aircraft. This was one of his better plans that I appreciated. But it fell apart after Musharraf took over, and the size of the airport was reduced to half, no hangar was built, and PIA HQ was not shifted to Islamabad, thanks to MQMs pressure.

Make every thing Provincial / Regional, so in future there will be no need of Federal Govt as all province will be independent and Pakistan will be called as United State of Province :slight_smile: Or i think no need to use name of Pakistan! what you say ?
So all wise personalities or in Karachi, Peshawar, Quetta or in Larkana ? :slight_smile:

ummmm… I would agree that powers should be devolved to provinces as much as possible. Federal Government should be responsible mainly for fiscal and monetary policies, defense, foreign policy, long term health, education, energy and economic coordination policies, and law and order. Other matters should be devolved to provincial or district level.

State services like railways should be run by independent organizations answerable to federal government. Provinces should be able to contract with that organization to have services like Karachi Circular Railways run independently. With the infrastructure already in place, there is a big scope for circular or intra-city railways in all major cities of Pakistan, if run independently and by private organizations, utilizing Railways infrastructure.

It wont work, similar to other subjects under the provinces. Its better to end Railways than to run in present circumstances.

That will be sad. Reviving Railway is in the interest of country. Government should seriously think over re-organizing by closing Lahore HQ and Islamabad Office. Privitize Moghal Pura Worshops. Send all muft khoray to home. Move head quarter to Multan, Sukkur or Quetta. Get help from India how to run Railway in profit. It is still the cheapest and most economical mode of transport, which suits country like Pakistan.

You have problem with where railway headquarter is located instead of the haram khori that your favorite rulers perpetrate on everything. Why did railway work alright before the ''democratic'' governments? Why did it work perfectly before 47?

This is not the answer of my question. Let me rephrase. Read my post regarding re-organization again. If you have better proposal then speak up. By the way where is Lahore located? in the United States or in Canada?

Why every government organization's head quarter should be in Punjab?
