Not sure where the label 'Punjab' fits in, other than in a racial and bias context, but common sense dictates that the headquarters for any organization serve best when located at the place with the highest traffic. Lahore has the max railway service. Having the HQ in Lahore is a matter of common sense.
Railway died because of the thousands of dead beat political employees that were restored to the organization with 12 year back pay. Benazir made the initial mistake of illegally hiring them back in 1996, and Zardari made the next one by restoring them and giving them back pay. That is what has brought down PIA as well.
Railway and PIA simply need a mass scale culling, where all excess jobs need to be eliminated. Most of those people dont show up to their jobs anyway. Once that is done, that will eliminate millions, if not billions, in excess expenditures and pensions. This is the first step anyway. Once they have some cash to play with, they can at least afford the diesel to run their trains.

Most of the bank headquarters are already in Karachi, which makes it easy for businesses and their financial operations. As for the govt machinery, Karachi is a mismanaged city that is being overrun by criminals. Having the seat of govt in Karachi would mean suicide. Where exactly would you house all the embassies and consulates? Back then, the capital was shifted from Karachi because the city did not have the infrastructure and capability to deal with the requirements of a seat of govt.
As far as railways and PIA are concerned, their main income is generated through Lahore and Islamabad. This is not rocket science. Most of Railway and PIA operations are out of Lahore. When PIA aircraft need to get routine service done, they have to fly to Karachi needlessly, spending millions for nothing. Im sure those millions are going into the pockets of someone who knows this.
Who said it is closed down - they are happily celebrating their first anniversary - every second day I get a SMS from them offering 30 % discount on travelling to mark their first year of existance - just checked their website - found no closing down news posted there

The service was indeed suspended indefinitely because of non-payment of the fixed dues that were owed to the government.
Geo News reports that a partial resumption of service has taken place after partial payment of dues. But the train will still run for only 4 days a week.
