This organization was created by Zia-ul-Haq. It has not only proved corrupt but also main reason for destroying the national railway system in Pakistan which was running in profit before that mardood took over kicking elected leader by masses, and created this white elephant, the cash cow for army officers.

The corruption was peak in Mush’s time. Either he was dumb, stupid and retard not knowing what was happening under his nose, or he was party to all loot. Lovers still consider him as honest and clean person.

Hope that Kyani/Pakistani courts will punish these corrupt army officials and make an example for the present officials.

****ISLAMABAD: The Chief of Army Staff, Gen Ashfaq Parvez Kayani, ordered a high-level inquiry on Tuesday into charges of massive financial irregularities in National Logistics Cell (NLC).**“

A serving corps commander has been nominated to head the inquiry along with two major generals as members,” said an official announcement. It said appropriate action would be taken on completion of the court of inquiry in line with army rules and regulations.

The NLC is a subsidiary of Planning Commission, but has traditionally been dominated by the army. Even today it is being headed by a serving major general, with several other officers in uniform working as his subordinates.

The army chief had recently warned the NLC to “stop posing” as a defence agency and act as a commercial entity.

The audit report had identified corruption to the tune of billions of rupees in accounts of NLC. The audit department had reported to the Public Accounts Committee that the NLC had obtained Rs4.3 billion in loans from banks between 2004 and 2008 for investment in volatile bourses and suffered Rs1.84 billion losses.

NLC Director General Major General Junaid Rehmat had recently told the PAC that the NLC was paying Rs2.7 million per day on account of mark-up on loans illegally obtained to invest in the stock market.

An interdepartmental committee of the Finance, Planning and Audit Department had found three army generals and a senior civil official responsible for the losses.

Another scam against the NLC involved embezzlement of millions of rupees worth of foreign loan in drought emergency relief assistance project initiated to help the people affected by the drought in southern Punjab.

According to a report, the project director made Rs6 million payments on account of irregular appointments. He used official vehicles for 55,000km of irregular journey and on top of that, the vehicles were used on Sundays for 12,000km of personal journey. He also used drought relief money to furnish the office.

The report was, however, received by the office of the Auditor General of Pakistan a day after the retirement of the official concerned.

Two army generals had also been found involved in yet another multi-million-rupee scam in the NLC, with the disclosure that Lt Gen Muhammad Afzal and Major General Khalid Zaheer Akhtar (both retired officers now) had quietly given a loan of Rs75 million to a defunct Japanese private power company without any guarantees. The company never returned the money.

The non-performing loan was given to the private party when the NLC itself had borrowed a loan of Rs4.7 billion from banks and was paying a considerable amount as a mark-up on this huge commercial loan.

It was also revealed during recent proceedings of the PAC that 88 vehicles, including seven luxury Prado vehicles — each costing millions of rupees — were imported duty-free by NLC’s top guns by using fake certificates testifying that they were being imported for “defence purposes”. The imported vehicles are now in the use of junior officers, mostly from the army.**

Most likely, nothing much will happen in terms of fixing the responsibility and bringing the culprits to the book since those involved in embezzlement and those investigating the issue are all from Army. You don't touch the brothers in arms.

Another information, most of the NATO supply from khi to afg is run by NLC or the generails (retarted) aka holy cows. The NLC is also responsible for destroying the Pakistan Railways(PR)..a cheap way to travel for awam...as NLC ferries all the "goods" while PR has no goods train..which is the main source of revenue!

I wasn't talking about the NLC's problem......i was replying to the fact that politicians were being portrayed as 'innocent' compared to Army......both are equally evil..

and from where do you get the info that NLC caused damage to the Highways?
Do you have any statistic to prove how much of road of transport is done by NLC and how much by private sector?

Just do a little bit of effort and go look at the Main highway near you........and tell me how many NLC vehicals you see out of every 100 that travel..

I think you reply even bother to read. Where did I mention anything about highways? However I know that collapsed shershah bridge where a number of people died, was built by NLC.

ISLAMABAD, Nov 24: The chairman of the Public Accounts Committee (PAC) of the National Assembly, Chaudhry Nisar Ali Khan, says he will go ahead with his committee’s probe into affairs of the National Logistics Cell (NLC) despite army chief Gen Ashfaq Parvez Kayani’s decision to conduct a separate inquiry into the matter.

Talking to Dawn, Chaudhry Nisar said: “We have no problem if the GHQ carries out its own inquiry, but that can’t marginalise the inquiry being carried out by the PAC of the National Assembly that is the highest forum of the land as far as parliamentary accountability is concerned.
“The committee is going to place facts on the table on Dec 10 and 11 as I promised and will come up with our recommendations.”

Corruption in the NLC is an important issue because billions of rupees had gone down the drain, Mr Nisar said. Answering a question, the Leader of Opposition said the committee had gone through different inquiry reports conducted at three forums.
“Now we are very clear of this whole issue. It is as transparent as sunlight. The committee is going to take a decision based on facts and the facts are there in black and white.”

About the PAC having taken a bit more time in coming to a conclusion, he said that since three inquiries had been conducted one after another the committee decided first to go through their reports before making its final recommendations.

The first inquiry was carried out on the directive of the PAC by the Planning Commission. While the PAC was discussing the PC’s report, the committee came to know that a consultant has been hired by the new management of the NLC to prepare a fresh report on the issue. Initially, the consultant’s report was not presented before the committee. However, with some effort “we did manage that”, he said.

After going through these two reports, when the committee was about to make its final recommendations, it came to know that a chartered accountancy firm of the country had also done a report on the NLC which related not only to one particular scam, but the whole lot of scams committed under one director general of NLC. Then the committee asked for the third report of which its members were not aware and decided to make final recommendations after going through the three reports.

Now the question is what made the army’s top brass to conduct a new inquiry when the PAC was seized with the issue for well over two years and that had been intensely discussed in the media.

The NLC is a subsidiary of the planning commission and its sitting secretary appears before the PAC as principal accounting officer for mandatory settlement of its accounts.

When asked whether the army chief could order such an inquiry, Planning Commission Secretary Ashraf Hayat said: “According to my understanding it is a follow-up of earlier inquires, but it can best be explained by them (army people).”

Despite repeated attempts, ISPR Director General Maj-Gen Athar Abbas could not be contacted for
his comments.

According to facts presented before the PAC in its various meetings, during 2004-2008 the top administration of the NLC heavily invested in the stock exchange in complete violation of government rules. They not only borrowed money from commercial banks on high mark-up rates, but also spent pensioners’ money on the business.
In return, heavy commissions were received from companies though the money had been invested in the market.

In the process they invested well over Rs4 billion in stock exchange and suffered a loss of nearly Rs1.8 billion.

According to the present NLC Director General, Major General Junaid Rehmat, the body was paying Rs2.7 million a day on account of mark-up on loans illegally obtained for investing in the stock market.
According to the inquiry reports, five ex-employees of the NLC — three retired generals and two civil servants — have been declared responsible for the losses incurred during 2004-2008.

These employees are: two retired Lt-Generals, Khalid Munir Khan and Mohammad Afzal Muzzafar, who served as officers in-charge in the NLC from January 2005 to June 2005 and from June 2005 to October 2008, respectively; Director-General of NLC Maj-Gen (retd) Khalid Zaheer Akhtar (July 2002 to January 2008), Director Finance and Accounts Najibur Rehman (October 2002 to April 2007) and Chief Finance Officer Saeedur Rehman (June 2004 to October 2008). Mr Saeedur Rehman is at present serving as member finance with the CDA.

People who are so much vocal about corruption of politicians are silent here. Why? This one way of rhetoric will not solve the problem of corruption in Pakistan, unless a serious remedial action is taken against such type of corruption which is not even challengeable in any Pakistani court including the court of super duper CJ? Why is he not calling 'suo mota' here?

Anyways, corruption of army is always going to remain hidden as long as no civilians can touch army accounting records. NAB should be allowed to dig into all army accounts and persecute criminals, there should be no need of COAS directive for investigating corruption.

Defence ministry vows to punish military officials in NLC scandal

ISLAMABAD: The defence ministry of Pakistan assured the Public accounts Committee (PAC) on Monday that the corrupt military officials involved in NLC scandal would be punished, meanwhile General Head Quarters (GHQ) of Pakistan Army completed investigation of the NLC scandal, DawnNews reported.

The meeting of Special committee under PAC was headed by Riaz Peerzada. It was also suggested in the meeting that the National accountability Bureau (NAB) should be given under PAC command.

The committee directed ministry of defence to submit detailed report of all cases against the government currently in the courts and their expenses.

Peerzada also directed the foreign ministry to summon all state officials and politicians, who visit foreign embassies without prior approval.
