LAHORE: The Lahore High Court has declared Haji Nasir - Pakistan Muslim League-Nawaz Member of the Provincial Assembly (MPA) ineligible to hold his position due to possession of fake qualification on Wednesday.
The Lahore High Court gave its verdict on the case on the basis of the petition filed by Haji Nasir’s opposing candidate. LHC found Haji Nasir’s qualification as fake and declared him ineligible for the position of MPA Punjab Assembly.

QUETTA: Police in the provincial capital registered a case on Wednesday against former corps commander Gen (r) Abdul Qadir Baloch and two senior ISI officials, in line with orders of a Supreme Court bench hearing a case related to the disappearance of a resident of the city, Ali Asghar Bangalzai.
The family of Bangalzai, a tailor master, registered the first information report (FIR) with the Sariab Police Station against the former corps commander, former ISI Quetta chief Brig Siddique and another senior ISI official identified only as Col Bangash.
Bangalzai’s son, Ghulam Farooq, told Daily Times that his 38-year-old father, along with a friend identified as Muhammad Iqbal, was “arrested” by intelligence agencies on June 1, 2000. He said while the two were released within 22 days, his father was “taken away again on October 18, 2001”. The family have repeatedly sought the help of higher courts and human rights groups, but there has been no information on Bangalzai’s whereabouts since.
Farooq and his siblings went on the “longest hunger strike ever staged by children in the history of Pakistan” in 2006 for the release of their father.
“No police station has been willing to register a case against the intelligence agencies we hold responsible for the disappearance of our father,” said Farooq. “We are delighted to have finally managed to register a case against the responsible officials by virtue of the independent judiciary’s interest in the case.” He said the three former army officials had been named in the FIR because they “admitted before the family that Bangalzai was in their custody”. He said while the officials assured the family that Bangalzai would be released, they did not keep their word.
“We met the head of the intelligence agency in the presence of MMA leader Hafiz Hussain Ahmed. The official confirmed that Ali was in their custody but would be released soon,” Nasrullah – Bangalzai’s nephew and the chairman of an organisation called Voice for Missing Persons – told Daily Times. He said the official later “backtracked from his promise and denied that Ali was in their custody”.
Nasrullah said Bangalzai’s family was very thankful to the country’s “independent judiciary” for taking notice of the case of a man who has been missing for the last eight years.
“We are hopeful that action would be taken against those responsible for the disappearance of my uncle,” he said. “It is for the first time in eight years that a case has been registered over the disappearance of my uncle,” he said.
Gen Abdul Qadir Baloch – who has been nominated in the case – is a former governor of Balochistan and **a member of the current National Assembly. He recently joined the Pakistan Muslim League-Nawaz.
** The SC bench, headed by Justice Javed Iqbal, ordered the registration of a case against the intelligence officials while hearing the missing citizens’ case – a hearing of which is scheduled for today (Thursday).

PML-N MNA illegally occupying 184 kanals of govt, private property

LAHORE: Waseem Akhtar Sheikh, a Pakistan Muslim League-Nawaz (PML-N) MNA, has illegally occupied more than 36 kanals of government property, and has also taken over another 148 kanals of urban land owned by a deceased person, Daily Times has learnt.
The PML-N MNA has encroached upon more than 36 kanals of government land and included it in his recently launched housing scheme “Saad Town”. He also took out Rs 636,031 from government funds to pay for the installation of electricity poles and a transformer in Saad Town. The housing scheme is a commercial project for which the MNA abused his power and took money out of the public exchequer for personal use.
After conducting the inquiry, the Revenue Department has declared that out of a total of 46.5 kanals used in Saad Town, nearly 36.5 kanals belong to the provincial government. When contacted, the PML-N MNA refused to comment, saying that the matter is under investigation.
The deputy secretary to the Punjab chief minister, Naseem Sadiq is the one who initiated an investigation into the MNA’s illegal occupation of 148 kanals owned by a deceased person. The inquiry was later taken over by Board of Revenue member Tariq Ayub. After recording statements of petitioner Naseer Khan and Revenue Department officials, the inquiry office has taken all relevant documents in its custody.
Tampered: According to records presented to the Revenue Department inquiry officer, Sheikh used “tampered stamp paper” to sign the power of attorney (POA) for taking over the land owned by the deceased person. The stamp paper was originally issued for some other purpose, but it was altered for use as a POA after the landowner’s demise.
The records state that the MNA had paid in full for the deceased person’s land. Under the light of this fact, the MNA should have signed a “sale deed” instead of a POA. The thumb impressions and signatures on the stamp paper were also “forged”.
Moreover, the POA was prepared in connivance with Local Commission advocate Chaudhry Mehmood Ahmad, who declared that the document had been attested in the presence of all people concerned. Mehmood had himself attested the document, which implied that the POA was complete in all respects once the land had been paid for in full. The records also show that the short value of the stamp paper used in the deal was deposited at the National Bank of Pakistan in Kasur 23 days after the death of the landowner. The registration fee was paid to the district registrar after 60 days.

According to the channel, the court ordered the arrest of MPA Haji Allah Rakha and MPA Hafiz Naveed Anjum. LAHORE: The Lahore High Court Thursday ordered police to take action against two members of Punjab Assembly in connection with torturing a woman over some land dispute.
PML-N’s MPAs Naveed Anjum and Allah Rakha are facing charges of torturing a woman because of property dispute.
On the other hand, Anjum said the woman was trying to defame them through a smear campaign.
Shaheen Kanval, a resident of Lahore, had lodged an FIR at Qila Gojar Singh Police Station against Naveed Anjum and Allah Rakha, alleged she was tortured by the two lawmakers.
On the non-arrest of accused, she later approached the session court, which directed the police to take action as per law.
Speaking to Geo, the accused MPAs said that the police had dismissed the case over false accusations. “Kanval is my relative and is trying to defame me and my colleague over personal grudge,” Anjum said.

Another PML-N MPA lands in trouble

LAHORE: Another Pakistan Muslim League-Nawaz (PML-N) lawmaker landed in hot waters, as a private television channel aired a footage in which Member of the Punjab Assembly, Shahid Hussain Bhatti addressed a gathering after police tortured three alleged criminals in Jalalpur Bhattian village.
Taking serious notice of the incident, Punjab Chief Minister Shahbaz Sharif has ordered an inquiry into the matter. Addressing the gathering, Bhatti said the police would perform effectively if a free hand is given to them in dealing with criminals.
Talking to the channel, he defended the police action and said the public had demanded that criminals should be tortured openly to teach them a lesson, as they had committed murders and other heinous crimes.
Punjab Law Minister Rana Sanaullah criticised the police for torturing the criminals and said policemen who were involved in the incident would face legal action. The minister said he would raise this issue in the upcoming PML-N parliamentary meeting.
Separately, citizens chanted slogans in favour of the police and demanded that criminals should be punished in public, so that they could be ashamed of their actions. Also in Lahore, police tortured a suspect in Muslim Town police station.

Great! Nawaz Sharif boomed long and hard on the first day of March, about himself and his brother, and about his party's high merits, and plugged powerfully, on illegally "borrowed" power, as it turned out, for the PML-N victory in Constituency 123 of Lahore.
His thunderous words extolling ethics, integrity and righteousness were inspiring, except that they were delivered in a sea of shimmering lights, and through a dozen loudspeakers, all illegally powered with stolen voltage. Somebody in the party must have goofed mightily to cause such thunderous and inspiring words to become so revolting, diluted with the illegality of the lighting and sound arrangements.
Some time earlier, a PPP minister, at the height of summer power crisis in Karachi, lit up his house and the entire street in the Defence Housing Authority for days like a Christmas tree, for his son’s wedding. His “reason” was that his constituents expect such g*****osity from him and he would lose face with them if he did not indulge in it.
The worthy member of the PPP government’s federal cabinet was being honest about the reasons for his delinquency. He is a duly elected MNA and he is sensitive to his constituents’ expectations, and if they expect him to light up his house and neighbourhood to celebrate his son’s wedding, who is he not to do so? Never mind if his constituents also expect him to arrange piped water, good roads, healthcare, schools, because all these can wait, a son’s wedding cannot.
Strange, there was not a moment of load shedding at the site of the glittering and resounding PML-N meeting, even as the rest of Lahore suffered through its share of powerlessness. The liberal use of Punjab government resources and facilities for the PML-N public meeting has been drowned in the electricity pilferage, or kunda, scandal. It was not a reassuring thing to have happened, the party Quaid thundering as if righteousness begins and ends with his family party, and the party unashamedly using resources paid for by taxpayers’ money for party purposes.
When it comes to getting one’s foot in the mouth the prime minister would be hard to beat. This time it was his comment on the baby born in Quetta in a rickshaw which was caught in the traffic chaos caused by the president’s visit. Without showing concern for the mother or the baby, and even less for his own words, the prime minister blurted out that one has no control over where one is born.
The immediate public reaction was that one has even less control on when, where and how one will die. Why then all the fuss on security, and on moving in convoys, and all the fuss in the cities with VVIP movements which disrupt the lives of thousands, many with tragic consequences.
The foot was extracted from his mouth, with the prime minister apologising for his comment. But in a jiffy he had the foot back again in mouth, this time with the comment that he was born in Karachi, not in Multan. He said this probably to emphasise his earlier comment that one can be born anywhere.
Someone must by now have told the prime minister of the not altogether small difference between being born in Karachi instead of in Multan, and being born in a rickshaw, instead of in a maternity home. Just because the president is in town.

ISLAMABAD: An eight-month-old girl was injured when an alleged proclaimed offender fired at the residence of a peasant family on February 15 in village Daara of Okara district to avenge the arrest of a Pakistan Muslim League-Nawaz supporter, reveals a Daily Times investigation.
The incident took place just 700 yards from the zero line of the Indo-Pak border in Head Sulemanki sector, confirmed Rangers, police officials, eyewitnesses and aggrieved families. Though a first information report (FIR) was registered against the culprit – allegedly backed by a local MPA of the PML-N – who attacked the peasants, but investigating officer Muhammad Sarwar said MPA Moin Khan Wattoo pressed the local district police officer to register a ‘cross-FIR’ against the victims for not letting his people take possession of a piece of farm land and quash the FIR registered against his people. The victims are hiding from police as well as the MPA’s supporters.
‘Cross-FIR’: The MPA, however, managed to register a ‘cross-FIR’ at the Baseerpur police station against the victim family in which 12 people have been booked, according to an application to the Punjab inspector general by the victim family.
“According to the FIR filed with local police, Ranger’s border post heard firing emanating from Javad Joya’s dera and rushed to the site. The FIR reads that it is strictly prohibited to bear arms and fire in the area. It did not carry any such details despite a medical legal report of injury to the girl. Firing in such areas can be disastrous at times because it may trigger tensions between the Indo-Pak border forces,” a Rangers official said.
Arrests: The FIR further states that Rangers assigned a 13-member company to look into the matter, which asked the culprit to surrender. Later, Rangers took control of the situation and arrested 10 people and recovered 86 round cases from the location. Rangers officials handed over all the arrested men to local police for further action.
Javad Joya – who is on the run from local police and politicians – speaking from his hideout said instead of punishing the culprits who were arrested by Rangers with weapons, police has implicated all his male family members in fabricated cases.
“Noorul Amin Watto torched my house as well as injured my daughter and wife, but he is free and my family members are either on the run or in jail. My wife is displaced with two baby girls. We did every thing to file an FIR but the station house officer of the Haweli Lukha police station simply refused,” he told Daily Times.
He demanded the Punjab IG set up an independent investigation team to look into the matter.

ISLAMABAD – A case has been lodged against Member National Assembly (MNA) belonging to Pakistan Muslim League (Nawaz), Anjum Aqeel Khan, his brother and the Police Foundation for allegedly changing map of the Police Foundation Housing Society.
The PML-N lawmaker, his brother Amir Khan and the Police Foundation were implicated in an FIR, which was registered with the Shalimar Police Station. In this regards, Shabat Ali lodged his application with the Shalimar Police station, stating that he had purchased a piece of land from the Police Foundation in 2002 but now there was no land exist on the ground as it was pulled out from the Society while making changes in the aforesaid map by the Foundation, Anjum Aqeel and others.
Quoting the complainant, police official said that he had alleged MNA Anjum Aqeel Khan, ‘Anjum Aqeel Foundation’, his brother Amir khan and the Police Foundation for allegedly changing map of land due to this he had been deprived of the plot.
The complainant said that he had purchased a seven marla plot bearing No. 834 situated in the Sector E-11 in 2002 but now his plot had been removed.
On this, police registered an FIR against the Police Foundation, Anjum Aqeel and others. It is pertinent to mention here that Anjum Aqeel had provided a significant part of land to the Police Foundation in 2001-2.
When questioned, Station House Officer, Inspector Gulam Muhammad Baqir confirmed that a case had been registered against the Police Foundation and others. However he added, “ No doubt Anjum Aqeel is nominated in the FIR but he is not a principal accused and he might be nominated in the FIR by the complainant for some other purposes, so let see our investigations are underway in this case.”
When contacted, Member National Assembly Anjum Aqeel Khan for his comments, he said all allegations levelled against him in FIR were baseless and politically motivated and an attempt to tarnish his image among the people. Khan said that the Police Foundation was an independent organisation and he had no authority to change its map. Only the CDA can do it, he added.
Referring to the CDA’s Sector D-12 and 13, he said that for the last 23 years allotees could not get possessions of the plots. The Police Foundation delivered well than the CDA as around 90 percent of the people have been given possession of plots, he said.

He won his seat from NA-167 Wihari. He has also given resignation from party membership.
Sources said that his conflicts erupted with party leadership and serious efforts were taken to tackle the situation but all in vain.
Sources disclosed that Jatt may join PML-N. He has decided not to follow fake degree case against him in the Supreme Court that was challenged by his voter, Naeem Sabir. SAMAA
