What does timing have to do here? May be they stayed at his place after dinner having 'fun'? What do they care about fajr?
If somebody is trespassing, i have right to act in self-defense and if i am threaten then i can use whatever it takes to save myself...
Now again, is he friend with MNA or his Son/brother etc? does his presence in MNAs house can be proved legal in off hours, remember if he was their on some legitimate business, then it should in common business hours and not 3 in the morning...
So the main question to be answered is, WTH was he doing there in odd hours?

Police register case against two PML-N legislators
LAHORE: Lahore police have registered two first information reports (FIR) against two provincial assembly members from the Pakistan Muslim League-Nawaz for giving death threats to a woman, a private TV channel reported on Monday. The channel said Qila Gujjar Singh police had reregistered the FIR on an application by Shaheen Kanwal, resident of Barkatullah Colony, Harbanspura, filed under sections 506 and 109 on January 8 against MPAs Allah Rakha and Naveed Anjum. The applicant alleged that the two men were threatening to kill her over a land dispute. She also said in the application that she feared that the MPAs would abduct her.

LAHORE: Four suspects – who remained at large for six days after their nomination in a first information report in the murder of a local Ahmadi leader were brought to a police station on Monday, but police let them leave with a member of the provincial assembly instead of arresting them, sources in the Ferozewala Police Station told Daily Times.
The sources said the MPA, a member of the Pakistan Muslim League-Nawaz (PML-N), had brought the four suspects – Muhammad Ahmed Fridi, Inamullah, Ashraf and Haji Arshad – to the police station, and they remained there for more than an hour. They said the investigation officer listened to their side of the story, wherein they claimed they were innocent and had been wrongly implicated in the case. Following this, the police – instead of arresting them on the basis of their nomination in the FIR – let them go with the MPA, said the sources.
According to the FIR registered with the Ferozewala Police Station on January 5, two armed assailants attacked 70-year-old Muhammad Yousaf while he was at his general store in the presence of Yousaf’s sons, Fatehuddin and Mahmood Yousaf. The FIR said Yousaf was shot six times in the chest and arms and he died immediately. Yousaf was allegedly killed for reporting the assailants to police over their reported involvement in the spread of religious hatred against the Ahmadi sect and provoking people to kill Ahmadis. According to the FIR, Muhammad Ahmed Fridi, Inamullah, Ashraf and Haji Arshad abetted Yousaf’s murder.
The policeman in charge of the investigation, Sub-Inspector Rai Zulfiqar Ali, told Daily Times that the suspects came to the police station with PML-N MPA Pir Ashraf Rasool, and conceded they were allowed to leave, “as the complainant party did not come to the police station”.
MPA’s guarantee: He said the suspects were summoned to the police station on Monday to listen to arguments from both sides. He said although the four men had been named in the FIR, they were allowed to leave on the MPA’s guarantee. “The MPA will bring them to the police station on Tuesday (today),” he said.
Zulfiqar said police were trying locate the two assailants – who had not yet been identified. He said after three raids were conducted to arrest the four suspects named in the FIR, the MPA brought them to the police station.
Exonerate suspects: Yousaf’s son Fatehuddin told Daily Times that police and the MPA were giving the suspects “an undue favour”. He said efforts were being made to “exonerate the suspects because they are influential”.
He claimed that the MPA had been “sheltering the suspects since the day of the murder ... they have been living with him”. He said while police summoned his family to the station on Monday, they did not go because “we were feeling insecure because of their influence”.
Azhar Siddique advocate, an expert in criminal law, told Daily Times that the police decision to let the suspects go was “gross misconduct and illegal”. He said the development showed that police were biased against the complainants.
Meanwhile, the Jamaat Ahmadia Lahore adopted a resolution against the murder of a member of their sect. Spokesman Munawar Shahid told Daily Times that his group strongly condemned the role of “extremists spreading religious hatred”. He said that with such incidents on the rise, the government must take serious notice of alleged atrocities against Ahmadis.

RAWALPINDI: The Airport police on Friday arrested the younger brother of a Pakistan Muslim League Nawaz (PML-N) MPA after an additional district and sessions judge turned down his pre-arrest bail in a murder case.
Chaudhry Gohar Afzal was arrested from the court of ADSJ Mohammad Tanveer Akbar after his pre-arrest bail rejection in connection with the killing of Sohail Khan, a trader.
The 27-year-old trader was allegedly murdered at the house of MPA Chaudhry Sarfraz Afzal on the night of December 18. The relatives of the deceased had nominated Gohar, Israr Ahmed, a police constable, and Mohammad Ramzan, an employee of the MPA, in the case.
Earlier, the police had registered a robbery case against unknown persons on the complaint of the family of the MPA, as they had said Sohail with another man had forcibly tried to enter the house and was shot dead by the security guards at 3am.

LAHORE: Punjab Minister for Prisons Chaudhry Abdul Ghaffoor was at the centre of yet another embarrassing moment at the Punjab Assembly ¶, when he became involved in a harsh exchange of wrods with security guards outside the assembly building.
During Friday’s session, security guards manning the walkthrough security gates at the entrance to the PA building stopped a telephone repairman from the Civil Secretariat. They became suspicious of the technician’s toolkit, a large bag with various tools.
The technician told the security guards that the minister for prisons had asked him to come fix the telephone in his office. Chaudhry Ghaffoor, who was in the House at the time, was called to the scene and arrived immediately. He insisted that the security guards allow the technician inside, and became angry when they refused, he became angry. Harsh words were exchanged, and a visibly angry Chaudhry Ghafoor stomped off to lodge a complaint with Chief Security Officer Sardar Akbar, but even he refused to allow the technician inside the PA building with his toolkit.
During all of this, a sizeable crowd had gathered and witnessed the exchange between the minister and the security guards. After meeting defeat from all sides, the minister stormed off the premises.
Under new rules – evolved in view of the extraordinary security measures for the PA building – only members, their staff, PA employees, media personnel and other concerned individuals are allowed inside the building. Permission to allow access to anyone can only be granted by the speaker. In view of the fragile law and order situation, the speaker has directed security guards not to allow access to any individuals carrying suspicious-looking bags or tools.
Talking to Daily Times, Chaudhry Ghaffoor said that he had asked a telephone repairman from the Civil Secretariat to come and fix the phone in his office in the Punjab Assembly, but the guards at the PA building did not allow him inside because of “extraordinary security measures”. He said the guards did a good job of observing the rules and regulations.

Its good the criminals belonging to a party are being arrested and cases are being registered against them as opposed to criminals from another party being appointed as ministers and governor.

ISLAMABAD – It is said that Pakistan lags behind in information technology race but in reality in some sectors of IT we are far ahead. We seem to have pioneered what could be termed as automated manipulation where computerised random balloting is actually rigged to produce desired results.
Believe it or not, through the computerised balloting, on 12 September 2009 at Kashmir House, under the “Benazir Tractor Scheme” in District Layyah ‘randomly’ 48 applicants of a single family out of a total draw of 63 were awarded tractors.
Even MNA Bahadar Ahmad Khan Sehar as well as his family, being owners of thousands of acres of land, were declared eligible to apply for the subsidised tractors that were meant only for small farmers having less than 25 acres of land.
This reveals that the PPP regime, through this scheme, has favoured the MNA with not less than Rs 29 million.
Well-placed sources confided to TheNation that the PPP favoured the MNA in return for his vote in the elections of both the Prime Minister and the President, since Sehar was head of the PML-Q dissidents.
The awarding of subsidised tractors to the MNA has deprived at least 48 small farmers of their due right of getting the tractors. The computerised balloting was arranged by the Ministry of Agriculture and through the Zarai Taraqiati Bank Ltd (ZTBL).

The sources confirmed to this scribe, saying that the computer section of the Information Ministry (under the Secretaryship of Mr Ashfaq Gondal) had fixed the applications on the directions of the authorities concerned.**

He said that many complainants have visited his office since the day of balloting carrying complaints against those landlords who got favoured.
But the Minister neither denied nor confirmed about the whole saga. However, he intended the matter should not be made an issue, as the country is no more in a position to face issues.
Gondal, who is considered one of the honest ministers in the PPP cabinet, surprisingly stated, “How a landlord, who owned thousands of acres of land, can get tractors through this scheme by depriving the eligible growers from their due rights?”
Bahadar Khan Sehar, who contested 2008 general elections from NA-181 from the PML-Q platform, threatened poor growers, who were raising their voice against him for depriving them of tractors, informed one of the affectees, Zulfikar Sehar Advocate from Layyah.
He further exposed that the government not only gifted tractors to Mr Sehar but also assured him of a ticket for next general elections from the said constituency.
According to documents available with TheNation, 28 blood relatives of the said MNA, who got tractors consist of Mr Sehar’s wife, Shehnaz Bahadur Khan, his sister in law Rukhsana Jahangir Khan, his cousins Alamgir Ali Khan Sehar, Zulfikar Ali Khan, his nephews Yasir Sehar, Shehzada Sultan, Muhammad Aslam, Manzoor Hussain, Mst Asma Begum, Ali Behram, his blood relatives Ghulam Murtaza, Zulfikar Ali, Hassan Razzaq Khan, Mubeen Khan, Muhammad Sarwar, Ghulam Mustafa, Sakhi Ali, Zahoor Hussain, M Sadiq, Muhammad Yousuf, Abdul Rashid, M Azhar, All Bux, Ghulam Shabbir, M Nawaz, Nazir Ahmad, Asbar Ahmad, Malik Iqbal. Another 20 persons belong to his kith and kin. They deprived over 7,000 applicants through this faulty mechanism of balloting, the documents said.
When this scribe contacted the spokesman of the Agricultural Ministry, Dr Abdul Qadir Baloch, he termed it a mere “coincidence”. However, he did not like to disclose how technology was very kind to a single family.
Meanwhile, background meetings with ZTBL officials, who did not agree with the statement of the Agricultural Minister, concluded that some influential officials compelled the engineers who prepared software for balloting to select their names.
“Some 2108 tractors were gifted to blue-eyed growers as first five digits of their NICs were fixed in the prepared software through Information Ministry on directions of concerned officers,” a very close friend of President ZTBL Zaka Ashraf told TheNation.** “Although we have no objections to the scheme, yet the way the draw has been held, all tractors have gone to the PPP activists and supporters,” he explained.**
Besides, Izhar Khan, Senior Vice President of ZTBL, told this scribe that the ZTBL provided only clerical facility to the concerned ministry in the whole programme. “So, it would be wrong to say that there was something wrong with ZTBL,” he explained.
When TheNation contacted Mr Sehar to know his point of view, he said, it happened incidentally. His political rivals are making propaganda against him, he added.
To a question, he said, “I myself got a tractor as I moved the application, however, I did not accept,” he said.
At the 12 September 2009 balloting about 340,000 applications were received, of which 277,106 were finalised for balloting in the scheme. For Punjab province 5000 tractors, Sindh 2000, NWFP 1200 and for Balochistan 850 tractors had been allocated.

** Report claims Punjab law minister concealed facts from High-Rising Building Commission

LAHORE: Punjab Law Minister Rana Sanaullah has managed to exempt a three-storey residential building owned by him – which is being used for commercial purposes – from the Punjab chief minister’s campaign against high-rise buildings and commercial plazas in the city, reported a private TV channel on Sunday.
In an investigative report, the channel said Sanaullah was operating his office out of a residential building – located on 5 Fane Road, Lahore – which was being used for commercial purposes and violated recommendations by the High-Rising Building Commission (HRBC).
The channel said Sanaullah “concealed facts about his building from the HRBC” to save it from being razed.
The report said the building has three storeys and a basement, and is registered under the names of Rana Sanaullah, son of Sher Muhammad, and his wife Nabila Sanaullah. The construction map of the plot was approved on March 21, 2000, for residential purposes in line with orders by the chief corporation officer.
The approval letter was signed on March 3, 2000, but point 3 of the letter states that the letter was approved on March 14, 2000 on orders by the chief corporation officer – revealing that the letter was issued to Sanaullah 11 days before it was signed by the chief corporation officer.
Point 4 of the letter states that the owner of the plot would pay the verification fee, if due, after audit – another violation by Sanaullah, as the rules and regulations demand that all fees be paid immediately after the approval of all construction maps or before any verification.
The channel also highlighted several other points of the letter that violate the law.

** Punjab at 5,903 tops the list of women rape cases**
Who could have imagined that in this land of the pure and the pious, not a few hundred but a staggering 7,546 women were raped in a mere 24-month span between 2007-2009, coming to a shocking rate of 314 rapes every month. Interior ministry documents placed before the National Assembly revealed this chilling statistic and also indicated the alarming trend of the number climbing in 2008.
Notwithstanding the dawn of historical political, judicial and religious revolutionary resurgence, the Punjab province topped the list of women rape cases as a total of 5,903 women were reportedly raped in Punjab. While giving details the relevant ministry did not tell the House about any action taken against those who had committed this crime against the women at such a large scale.
The figure placed before the house revealed a sad aspect of these criminal cases as in 2007, a total of 2,355 rape cases were registered in the country with Punjab at the top with 1,742, Sindh 197, NWFP 154, Balochistan 33, NAs 21, AJK 32, ICT 76.
In 2008, a total of 2,794 cases of rape were reported from all over the country. The cases of rape in Punjab saw a huge rise if compared to the previous year as in Punjab alone the figure went up to 2,202 in 2008 from 1,742 in 2007 - a raise of 460 new cases over the last year. So far in 2009, 1,959 rape cases have already been reported in Punjab.
In Sindh too the cases of rape went up to 255 in 2008 from 197 in 2007. In NWFP 255, Balochistan 19, NA 6, AJK 38, ICT 118 a rise of 42 cases over the previous year. The trend of rape cases continued to be on the higher side in 2009 as so far a total of 2,497 had been registered with Punjab 1,959 cases of rape, 221 in Sindh, NWFP 118, Balochistan 27, NAs 10, AJK 56 and ICT 106. The sources said the actual number of rape cases would be much higher as these figures were compiled a few months back.

LAHORE: Amid the controversy surrounding a plaza owned by Punjab Law Minister Rana Sanaullah, documents available with Daily Times reveal that PML-N MNA Malik Muhammad Afzal Khokhar and his brothers have built a two-storey house – spread over 7.5 acres, or 60 kanals, and located opposite Expo Centre – without an approved plan. On July 20, 2006, the MNA and his brothers applied for the approval of a construction plan for the building, depositing Rs 129,188 as approval fee. The plan showed 52,655 square feet of covered area and 238,775 square feet of open area.
In light of the patwari’s report – dated November 6, 2006 – a building inspector raised an objection, and asked the owners for documentary proof of ownership, as the patwari had found a difference between the area mentioned in the ownership documents and the area mentioned in the plan. The Town Municipal Administration’s planning and coordination officer for Iqbal Town also issued a letter on the matter. On December 14, a widow, identified as Jamila Begum, filed an application – along with proof of ownership of 6 acres of the total area claimed by the MNA and his brothers – with the Anti-Corruption Department director general and the Iqbal Town municipal officer through her attorney, Adnan Mufti, against the brothers for filing “fake documents”.
According to the record, the brothers have so far filed 15 documents to prove their ownership. An area of one kanal and 13 marlas is owned by Saif Developers, while three documents show Malik Afzal Khokhar as the owner of 1 kanal and 8 marlas, 3 marlas and 16 marlas. Ammar Qureshi and Farzal Ali own 16 marlas and Ammar Qureshi owns 2 kanals and 13 marlas, while 1 kanal and 14 marlas have been registered in the name of their servant, Mian Ashfaq. However, the documents only account for 23 kanals 9 marlas, 5 kanals and 3 marlas which are owned by three people. Accordingly, a plan for only 18 kanals and 6 marlas can be approved, for which the brothers have not yet filed attested copies of registered sale deeds and transfer documents.
Instead they have attached several copies of one document with their application for approval of the building plan for 60 kanals. In line with the by-laws, the area should be in the ownership of the individuals applying for approval. There is no mention of ownership of the plot in the documents filed by Malik Afzal Khokhar with the Election Commission of Pakistan in 2003. The MNA managed to appoint his brother Saiful Malouk, through the city district government, a focal person in getting his illegal plan approved, but the Lahore High Court declared his appointment as coordinator illegal on July 6, 2009.
MNA Malik Afzal and Saiful Malouk told Daily Times that they were in contact with the town administration for the approval of their building plan. They said they were also going to file ownership documents with the administration. They claimed that they owned an area of more than 100 kanals at the location they were building their house. They said Saiful Malouk’s appointment as a coordinator was not aimed at getting the building plan approved.

SIALKOT: The minority member National Assembly of PML-N Dr. Nelson Azeem has been booked in a theft case on the orders of additional session judge Sialkot.
According to police sources, a case of land grabbing and theft has been registered against MNA Dr. Nelson on the request of a person Tariq Masseh. Seven others also booked in the case. DPO Sialkot Waqar Chouhan said the investigations will be conducted on merit and MNA will be arrested if he found guilty.
