such kind of documents asked when ur permanent address is different from ur current residential address. or probably as u r not permanet resident of pakistan.

In the western " you can do eveything" has a different meaning than you think, which your post is clearly showing. i'm not going to list here, but by you can do everything literaly means doing things you don't have to hide or are ashamed of.
However, it is shocking to me to see girls smoking in restaurants, wearing barely covering dresses, hanging out with guys, sitting close as if glued, i'm not going to list these things either. What does your "shariah principle" or "Hadith" say about this. and what do you say about these fathers?
No offence, i'm not trying to be rude or anything, i've read Quran and i respect the religion and Hadiths and everything a lot, especially while i'm in your country.

from "u can do everything" means that male members have shifted their responsibilties to the females. like majority of the womem have to do jobs otherwise its the responsibilty of man to provide wid everything that his family need. female entered (specially after world war II) in to those fields that they shud not join or does not commensurate wid their physical strenghts like joining mainstream army on work on the industrial units that are far away from the cities or where the working conditions are hazardous or unsafe.
first of all shariah is not mine. Shariah is what allah revealed to the prophet (quran), sunnah. thats is binding on all. so u me and all other muslims have to practice it and obey the command of allah. yeah u r very rite in pointing out those things. we have these problem in the society. may allah show all of us a right path.

My post is not about who is good who is bad, it’s about my experiences and feelings toward the country and people, I respect your feelings towards the religion and as i said i respect the religion deeply, even more when i’m in a muslim country.

i think next time you go to NADRA...wear a burka...and full niqaab...dont act or look like a western...they ll probably will do the replacement in 500.

It seems to be some kind of misunderstanding wrt what you were looking to get done. Maybe you did not explain to him properly if you are a Pakistani national or not. That is also clear from the fact that number / type of documents you were told to bring by both the people also differ. Please do not assume that the Pakistanis are out to con you. Really, they have better things in their lives. They are definitely better than many foreign communities living outside of Pakistan.
There is also a possibility that in the first instance, you came across someone who was not a NADRA representative because no NADRA official can claim higher or lower rates of the officially fixed charges. You must have bumped into one of those guys who stand outside of NADRA or other government offices who offer to assist people in making documents for them & getting the job done while they can rest in their cars or relax in some cafeteria. Ofcourse these guys charge you some commission of their own to provide their services & for all the hard work they do for you like standing in queues, obtaining necessary signatures, following the procedure correctly (which being a foreigner, you might not be aware of) in order to get your job done. If you were talking to such a guy, you could have tried to negotiate on that rate.
If it was a NADRA representative, it would be a good idea to contact him again to see if there was any misunderstanding & he did not actually understand exactly what your requirement was esepcially if you have a thick English accent.
Besides, there is a customer support number for NADRA you can call on & get all the information about the required documents & their charges for different cases. So, everything is clear to you before you arrive there.

Your post amazes me. Sure there are bad fish everywhere. No place is free from them but.......... how about you try to deal with people outside of your family / community for a change. I am certain that that would sure do you some good.
holy moly, i would suggest you keep low profile while in Pakistan. jealousy prevails in this society too much. for instance, your colleagues would be smiling and at the same time cutting you from behind. Same with family members.....

First, Let me explain that i'm not all that foreigner, I very well understand urdu and speak pretty good too.
Second, two of my office workers were with me to NADRA office, and we did take a number and queue like anyone else, and were called to booth by number.
The reason i called NADRA customer support number was that my office workers told me that the guy is probably trying to include thier AC bill in my charges and asked me to go to or call fortress office, cause they are sure it's not 5000.
The price wasn't my point, 5000 or 1275, i will give if it's done through proper official process, my point was how can a root government organization do such thing when there are bomb blasts every other day.
My point wasn't either to prove Pakistanis are bad and others are good, i point to the problems not the people, yeah for many people i shouldn't have posted it because it shows a dark side of the country, but if wrong things are kept hidden they keep on happening repeatedly, one should point to the problem.
There are definately good and bad people everywhere, even more emotional :)

In that case you must get his complete name & report him to authorities when you go there next. That guy must have thought you & your friends were too stupid to make him go to this extent to plan to scam you.
And you must make sure to bring those experiences out in public. Hiding such experience will not help you, me or the society. Thanks for getting my point Glamor, Yes i could have paid that amount but what if they have no record of my card being changed and i end up being stuck in trouble.

The guy who told you it will cost Rs 5000 is not in fact the fee for NADRA. What he is offering is the Lahore driving license made without any change of address on NADRA card for Rs. 5000.
I am very well aware of all these things. I know someone who got his Islamabad license made paying the agent Rs. 5000 without the need of changing address on NADRA Card. However, the license showed Islamabad address. What these agents do is they put a temporary address that you live in the city where you are applying. The credit card like driving license shows only Address. nothing more.
The guy who wanted Rs. 5000 is honest. He will get the whole thing done and get you Lahore driving license made in just one day. Even you won't have to stand in line and give a driving test. Just stand for few minutes near the test vehicle or sit inside and then come out and you are passed. No hassles and refusals. cuz they got money in pocket.
It is 100% legal procedure they adopt. But no need to change NADRA present address. Perhaps its they way the Govt employees make in collaboration with agents sitting outside saying it is mandatory in law to change NADRA address first while applying for driving license.

Hmm..... in that case i won't say the person was only honest but he was super too, he knew i need a driving licence even without me telling him.
About driving licence people, i asked them if there is any way other than changing my address, they told me that only two options i have are, either go to Islamabad or change the address on the card.
BTW, can i have my driving licence made at NADRA? it'll be wonderful, i won;t have to go to two places, any info please?
