Let’s rewind back to September 2008. Pakistan was in the midst of arguably the worst crisis of its modern history. After the assassination of Mohatarma Benazir Bhutto Shaheed, there was a lack of leadership at the national level. It was at this critical time of Pakistan’s history that Zardari became the president and within a year we have witnessed a mighty transformation in our fortunes. It was Zardari who chanted “Pakistan Khappay” when the country was on the brink of disintegration after BB’s assassination and upon taking over as president his call of choosing hope over fear, unity of purpose over discord, saved the federation from collapsing and successfully steered the country out of crises.

Upon taking over, a conscious decision was taken by the president to pursue policy of national reconciliation following the principles of Benazir Bhutto Shaheed as key to social and political stability. In this context, Mr Zardari as PPP Co-Chairman sought apology from the people of Balochistan and as president called upon the Parliament to heal the wounds of the past by giving amnesty to Baloch nationalists. President’s policy and practice of national reconciliation has helped rebuild the notion of national unity with the disenchanted Balochis. President abolished anachronistic law in tribal areas (and for the first time the Political Parties Order has been extended to the tribal areas to enable the political parties to organize political activities in these areas) Further, due to the vision of president under the policy of national reconciliation PPP currently has a coalition government in the centre and provinces.

When PPP government took over power, the country was faced with severe economic problems, the state of the economy called for difficult decisions and courageous actions, and president acted - to lay a new foundation for economic stabilization and growth. Today, the bullish stock markets are leapfrogging to newer heights each passing day. A macro economic stabilization programme was launched with consultation of IMF. This programme has started bearing fruit and the international rating companies have improved our economic and fiscal ratings from negative to stable. Under the leadership of president, steps have been taken to bring down the fiscal deficit followed by a very tight monetary policy to address inflation. Central bank borrowings have been reduced to zero and major efforts are underway to improve tax revenues. As a result of all these far-sighted policies, inflation has decreased from 25% in September 2008 to 13% in June 2009, fiscal deficit has declined to 4.3% of GDP, current account balance has declined to 5.3% of GDP and foreign exchange reserves have recently crossed $13 billion.

Law and order situation has improved significantly. A national consensus has been forged against the forces of extremism. The Taliban are on the run in Swat as well as the tribal areas of Pakistan. President Zardari and his team have efficaciously highlighted the sacrifices of Pakistan in the global war against extremism. As the supreme commander of the armed forces, the president successfully spearheaded the operation against the militants in Buner. A democratic president with utmost support of the brave armed forces under a professional army chief achieved in few months which couldn’t be achieved by a military dictator in 9 years. Gone are the days when Pakistan was blamed for ‘running with the hare and hunting with the hound” in the war on terror. Now Pakistan asks the international community to do more.

Adoption of Kerry Lugar Bill providing for tripling assistance to Pakistan and de-linking military assistance from economic assistance is a proof of the success of Zardari’s Presidency. Pakistan is no more alone on diplomatic front, the international community was brought together on the platform of “Friends of Democratic Pakistan” to lend strategic support to Pakistan in the difficult times on the one hand and a vigorous economic diplomacy was launched on the other to help Pakistan overcome its economic problems. President Zardari’s special friendship with his Afghan counterpart has reinforced the strong bonds between the two countries. And if anyone has any doubts about the diplomatic achievements of President Zardari, they must tune to British Foreign Secretary David Miliband’s press conference in India in the aftermath of Mumbai attacks; all doubts shall be laid to rest for good.

Poverty alleviation and women emancipation have been on top of Zardari’s agenda and therefore Benazir Income Support Programme has been launched which currently covers more than 3.4 million families and will increase to 7 million by next year. On the basis of targeting mechanism with consultation of World Bank, government is going to issue a Benazir card which will create a highway for all other social programmes which include health insurance and vocational training for the recipients. Benazir Behan Basti was recently launched under which the women holding Benazir cards would be given land to construct houses. Benazir Employees Stock Option Scheme was introduced to provide benefit to around half a million workers of State Owned Enterprise and thousand of sacked workers have been reinstated. The scheme, reflective of the President Zardari’s vision, aims at transferring 12% GOP share holding will not only enhance growth but also ensure protection and security of the assets as employees would now have direct stakes in the viability and profitability of the entities.

Other major achievements of president’s first year in office include ROZ programme, through this programme, the US would grant duty-free treatment to goods produced in designated areas of Pakistan. This programme would stimulate trade, create investment opportunities and provide long-term legal employment opportunities for citizens on the border areas.

President has been visiting China every three months to pursue the objective of economic diplomacy and translating the strong political ties into strong economic ties between the two countries. As a result over fifty new initiatives and more than thirty MoUs have been signed with China on different projects notably on hybrid seeds, sprinkle irrigation, telecommunication and the like.

The constitution envisages the president as the symbol of our federation. By forging national unity at home and vociferously voicing Pakistan’s case on the global forum, President Zardari has truly served as a formidable guardian of our federation over the period of last year. Let’s stand united and support our president in his endeavours to fulfil the dream of progressive and prosperous Pakistan that Mohatarma Benazir Bhutto Shaheed had envisioned for Pakistan. It is fashionable to hate Zardari, but he has done many good things that people don't give him credit for.

For example, the recent increase in the education budget to 7bn. This is essential for Pakistan to prosper.

Govt reaches out to poorest of poor

ISLAMABAD: President Asif Ali Zardari on Tuesday launched the ‘Waseela-e-Haq’ programme to extricate the poorest of poor from the ghettos of poverty through a one time interest-free loan of Rs 300,000 to be spent on income generating schemes. The loan is repayable in easy monthly installments over a period of 12 to 15 years.

The event was witnessed by Prime Minister Syed Yousuf Raza Gilani, diplomats, federal ministers, senior government officials, representatives of NGOs and poor families. The selection was made through a computerised draw at the presidency from among the poorest of poor families identified by the Poverty Scorecard devised by the Benazir Income Support Programme.

Addressing the gathering, the president described ‘Waseela-e-Haq’ as a groundbreaking poverty alleviation programme and the beginning of the end of the generational poverty trap.

Zardari said the BISP was designed to be much more than merely a poverty alleviation programme. “It will be a comprehensive social protection scheme, and a platform for women empowerment and it will also cover health and accident insurance, vocational training and interest-free financing for self-employment of the poor,” he added.

According to the spokesperson for the president, Farhatullah Babar, the president directed the government to complete the nationwide survey of the poorest of the poor in a transparent manner that aroused the credibility of the international donors to generously donate towards the programme.

He said Rs 34 billion were allocated for it in the budget for 2008-09, which had been enhanced to Rs 70 billion for the year 2009-10 to give cash assistance to five million families.

The government has planned to increase the coverage of the programme to 7 million families over the medium term by the year 2010-11.

The president also advised the government to consider allowing the beneficiaries of the Waseela-e-Haq programme duty free import of vehicles for income generation.

Zardari said as a special measure to empower women, the benefits under the programme would be paid only to the female head of the family. He said the programme was based on the vision of Shaheed Mohtarma Benazir Bhutto, who always spoke and thought of providing a social security net for the poor.

Stressing the need for transparency, the president said the public money and international funding must be directly and transparently utilised for the welfare of the most deserving and that the Poverty Scorecard must meet the internationally recognised standards for assessing poverty. “For the programme to succeed it must be above party politics.”

The president also directed that all data relating to beneficiaries, their applications and payment status should be available on the web.

Zardari also thanked the international community for their support to the programme, which, he said, was vital to bring about a revolutionary change in the lives of the poor and underprivileged.

Calling upon the government to complete the national survey for the Poverty Scorecard at the earliest, the president said children without proper nutrition, basic education and health services could not wait for long. He said every month a new set of families all across the country would benefit from the ‘Waseela-e-Haq’ programme.

Speaking on the occasion, Prime Minister Gilani said it was a major achievement for the PPP government. He said it was the fulfillment of the vision of great leaders’ of the party — Shaheed Zulfikar Ali Bhutto and Shaheed Benazir Bhutto.

“The PPP formed government amidst the most challenging and turbulent times of our history. The economy was in a steep decline, poverty level was crossing over 30 per cent of the total population, the country was facing stark prospects of hyper inflation, rampant terrorism, electricity shortage, wheat scarcity and key national institutions were in complete disarray. The focus of our government from the day one was to confront the challenges through a multi-pronged approach,” he said.

BISP Chairperson Farzana Raja informed the president that the nationwide survey to identify poor families had already been completed in 15 districts. By the end of next year, the survey in all districts would be completed, she added.

Farzana also read out the names of seven women from Gilgit, Azad Kashmir, Bajaur, Nowshera, Lahore, Karachi and Quetta, who were selected randomly out of 731 beneficiaries of the Waseela-e-Haq programme

ISLAMABAD: Despite the serious challenges the country was facing President Zardari has achieved significant success particularly in the war against terror.
An editorial in the weekly ‘The Friday Times’ pointed that the President during his short stint in power managed to change the perceptions of the media from treating ‘the Taliban as anti-American heroes into bloodthirsty and ignorant villains.’
‘A second is in persuading the Pakistan army to go after them as the ‘enemy within’ rather then continue to obsess about India as the ‘enemy without’, the editorial said.
The third achievement was in explaining to America that the route to Kabul goes through Islamabad and to persuade it to rearm the military to put down the Taliban, inject funds into the economy, to provide jobs and education and health, help stabilize the polity for the sake of continuity and restrain India from adventuring across the border into Pakistan whatever the provocation.
‘These are no mean achievements. If some of his political decisions have been hasty … and if some of his appointments and posting have been less than credible, his instinct for pragmatism and realism in foreign policy and survival in domestic politics has saved the day for his party and government.’
The editorial quotes President’s Spokesperson Farahnaz Ispahani who stated that President Asif Zardari has ‘proved his mettle’ in the last twelve months.
The weekly noted that the major challenges for Zardari included the opposition led by Nawaz Sharif, the pressure from USA and Islamic radicalism and urged the president to focus on the issues facing his party.—APP

**CDWP approves 42 projects worth Rs107.2bn **

ISLAMABAD: The Central Development Working Party on Thursday approved 42 projects costing Rs107.2 billion including
the Foreign Aid Component of Rs10 billion.

Of the 42 projects, 27 projects are for infrastructure development at a cost of Rs49.3 billion, 13 projects in the social sector at a cost of Rs57.6 billion and two projects related to commerce and industry costing Rs0.3 billion.

**To make up the deficiencies in the energy sector, schemes like the establishment of a 132KV Grid Station in Bajaur costing Rs453 million and Dargai Pall small dam in South Waziristan Agency costing Rs313.232 million were approved. These schemes will not only resolve the electricity problem of these areas but also generate employment opportunities for the local people. CDWP authorized WAPDA to undertake a feasibility study of the Pattan Hydro Power Project which could generate 2,800 MW of electricity. **

**To improve the transport sector, bridges across the Indus River connecting Larkana and Khairpur, linking Kandhkot with Ghotki and a bridge on Ravi River in district Toba Tek Singh have been recommended at a cost of Rs17.4 billion. Construction of these bridges will provide better road linkages in the economically backward areas and reduce the distance between major towns. **

For rehabilitation of the damages in Swat and to improve the socio economic condition of the area through multi sectoral activities, i.e. provision of social infrastructure, the CDWP recommended Swat Development Package to ECNEC costing Rs4 billion. This project would greatly help resettle the IDPs and help generate economic activity in the valley.

**Population Welfare Programme which is an on-going activity executed in all provinces, has also been recommended to the ECNEC for further extension up to year 2014 costing Rs50 billion. CDWP however has set up a committee to make recommendations to devise a better delivery mechanism. **

**The CDWP also considered three concept papers namely; Disaster Management Programme Sindh, Communication System for Coastal Management in Arabian Sea and to reduce the drop out rate and increasing the participation of female students at the middle schooling level in the rural areas of Sindh.—Online **

Well i think the achievements of Musharraf are far more then the achievements of Zardari
and that does not make Zardari a Hero. The country is in a mess.

Recently more then 20 people died while waiting to get free food i mean its humanly humiliating that this happend in Ramadan. Normal human being cannot understand this.

Anyhow Zardari is making decisions like Musharraf and Gilani the poor guy is merely a puppet and that he even knows very well. Though i am not pro Musharraf but Zardari should be replace today rather then tomorrow.
But i think its not yet on the agenda of the USA. We will wait because he has not many life-lines left.

Zardari might be better than Musharraf, which is explainable becuase Musharraf is a bone-headed incompetent military guy whereas Zardari, as much as we hate him has brains (you need to be smart in order to be a successful corrupt politician), HOWEVER, both of these idiots have done far more damage to Pakistan's sovereignty than any other leader.

This is true that Zardari has taken steps against extremists and their supporters which no one took before, including Musharraf. All credit goes to him for that.
Musharraf and his commanders tried to distinguish between foreigners and Pakistani extremists. They went after foreigners and appeased Pakistani fasadis.

Zardari, I believe, was also against the disastrous Nizam e Adl ordinance in Swat, and had to back up only due to Gilani and other PPP leaders supporting the ordinance. Time proved he was right. There can be no appeasement to khawarijs. Their goal is to occupy the whole Pakistan.

Since extremism has destroyed Pakistani society and economy, therefore Zardari deserves accolades working sincerely against this threat.

He has been an easy target, even though he is better than many others.
