Bank includes Kashmir clause
MUZAFFAR RAINA **Srinagar, Dec. 22: **The World Bank has joined China in refusing to accept India’s territorial claim on Jammu and Kashmir.
The multilateral funding agency has sought a disclaimer from the state government that financing a Rs 740-crore “Participatory Watershed Management Project” will not be seen as “recognition of India’s territorial claim on the state”.
The demand follows China’s decision to issue stapled — and not stamped — visas to Kashmiris visiting the neighbouring country.
Jammu and Kashmir chief minister Omar Abdullah said he was surprised by the condition imposed since the World Bank has previously funded two projects without asking for such a disclaimer.
“As far as this clause is concerned, I can only say that we received the funds under the Integrated Watershed Management Programme twice. We received funds under part one and part two of this project but there was no such clause then. I fail to understand why suddenly they remembered it for the third part,” Omar said today.
The condition was set six months ago but it was revealed today, probably because funds were being held up.
The chief minister said it was up to the Centre to take up the issue with the agency.
Official sources said the state took up the issue with Union finance minister Pranab Mukherjee on Friday, six months after Omar had written to the Centre seeking negotiations with the Bank.
A World Bank spokesperson described the demand as “routine”. “The World Bank is an apolitical international development organisation. It cannot take a position on border disputes. It is therefore required to add a disclaimer clause for all projects that seek to uplift the lives of poor people in areas disputed by sovereign states,” he said.
“By supporting the project, the World Bank does not intend to make any judgement on the legal or other status of the territories concerned or to prejudice the final determination of the parties’ claims,” the spokesman added.
Earlier this year, India had encountered similar difficulties when China objected to an Asian Development Bank assistance programme for Arunachal Pradesh on the ground that it was a “disputed territory”. On June 16, the grant was sanctioned. http://www.telegraphindia.com/images/top.gif

SRINAGAR: High-level advisers appointed by Indian Prime Minister Manmohan Singh are recommending autonomy for Kashmir, where militants have fought for 20 years against rule from New Delhi.
The advisory group, headed by former supreme court judge Saghir Ahmad, recommended that the prime minister look at various formulations “to restore the autonomy to the extent possible”.
The group’s report was delivered to the Kashmir chief minister late Wednesday and made public Thursday.
The Kashmir legislative assembly in 2000 passed a resolution favouring full restoration of the state’s autonomy. But India’s then Hindu-nationalist government rejected the resolution passed unanimously by the assembly.
Autonomy is the main demand of the ruling National Conference, the state’s biggest pro-India political party, which had moved the resolution in 2000.
“We will react only after going through the report. It is a long report,” said Ali Mohammed Sagar, held Kashmir’s law and parliamentary minister.
Singh had appointed the working group in May 2006 to try to find a permanent solution to the unrest in the scenic Himalayan region, which is split between India and Pakistan.
Its about time you Indians remembered the fact hat Kashmir is still considered a disputed territory.
Its was so when you went to the UN to pass a resolution on it, and it remains so today. Just because India childishly decides to change it status all on its own just out of zid, doesnt make it so…

yes and how everyone in pakistan and pakistan occupied kashmir is happy and prospering! it wouldn't take a few years for kashmir to become talibanized afghanistan if pakistan had its way..pakistan needs to realize that kashmir isn't anyone'e property to gift away to the nation it licks back of :-)(china)..we can do without world bank but how about not living on aid for an year? what would you do with kashmiris if pakistan cannot survive itself without aid what good would it do for another -ve economy in state of kashmir?

The fact of the matter is that Kashmiris in Pakistan consider themselves Pakistani. They are practiclly indescernable from the average Pak population.
You may not know this because you Indians have blinders on to anything that doesnt support you bigoted world view but the fact is that Kashmiris, who naturally have more in common with us PAKISTANIS, then you Hindu Indians, have always wanted either to be Pakistani, remain Pakistan or be independant.
No Kashmiri has ever spouted anything even remotely in support of HINDUstan.
Infact, Kashmiris in Pakistan refer to their Kashmir as AZAD Kashmir, and the one in India as OCCUPIED!
