I think its much more than JUST the way of dressing. Its about being decent, overall.....whatever the definition of decency is in the culture. And in some cultures, its not even about what you wear but your actions.
I dont know bout in other countries but in the US schools teach about drugs and alcohol and how those things can impact a person's judgment and land them in a bad situation. That's a preventive measure, educating them on something before it can happen.

So many women get raped because they have no control over their drug and alcohol abuse. Often people go clubbing and lose control, they pretty much do whatever with anyone who gives them the opportunity because they are all high and drunk out of their minds.
