so the Quran clearly order women do such NOT to be molested! if wearing the so called "hijaab" leads to molestation, as it is the case in the west, then Quran prescribes NOT to wear that dress that can endanger the believing women!
i can give you a complete explanation of this ayat: at the time of the prophet the ladies who were not fully covered could be mistaken for slaves, and as you may know slave women are "free sex" for men, so by asking women to cover themselves in places where ladies are not known, Quran is making easy for women to be known as modest and respectable women outised their hometown. As you know context is changing, and if this is still the case in Iran, saudi arabia or pakistan that modest women should keep themselves modestly covered, in some countries, like france or belgium, it is advisable for the respectable women NOT to wear a veil on the face, so that she won't be treated as a slave (veiled women are thought to be sex slaves), and she will have opportunity for school and job.
