Actually it depends....as your Q is somewhat two faced?
It goes like this; IF a serial, supposedly, is made for Rs.10 Million that the Producer is BOUND to make at least Rs.12.5 to 13 Million...but in cases where it becomes a blockbuster (like MEHENDI, NAJIAH, MAN O SALVA) etc....
As far as movie is concerned....and if we talk of PAKISTANI ones.....they cost hardly 20-30 Million IF overseas shoot involved and big cast with people like SHAN and REEMA, SANA, MOAMMAR etc.. otherwise Paki-Movies are a "a dime a dozen" and for KKL I can safely say that it has grossed much more then its budget--and maybe it would break the record of YDAKH...which did 100 M gross.....:)
We really can't compare TV & FILM productions. Both are totally different animals.....and its obvious from the fact that a FLIM STAR finds it very difficult to work for a TV Drama....due to the consistency of scenes and no takes of one liners and movement of cameras as much as in movies.
Sans GEO & ARY…the most reckoned channel which is making waves these days is our Sultana Siddiqui’s “HUM” and rightly so as Sultana..who I know since her PTV days..years backs…is one of the most accomplished and determined women of Pakistan.
“AAJ” of Zuberis…is a bit slow except its “BNA” has kept a certain %age of audience attracted to it otherwise—Nadeem Beg is trying hard to bring AAJ out of “Parsoun”…
PTV is the place where you’l find “peace & tranquility” even if there is fir all around it’s area of locale. PTV is like OSTRICH…it puts its head in a hole and gets the comforting feeling that everything is okay in our country…and that is reflected in the mostly–farcical serials and dramas it is FORCED to produced NOW…as I am not talking of yesteryears of TANHAIYAAN & UN KAHI days..!

PTV is gradually changing its track but then its too slow. I conducted a programme on that fateful day when the carnage took place in Karachi and I know how I reached the station, yet I wasn’t allowed to tell why the seats were vacant and why my guest’s seat was empty…no reason at all.
But I do feel that the anchors/hosts from PTV Islamabad have been given a green signal which is good; they seem comfortable in their skins more than ever because they are allowed to lambast the government, praise it, criticize and suggest during the live programmes where as those at the Karachi centre still have to look upto their masters in Islb.
PTV certainly needs a major overhaul.
HUM is good because of the fact that they have set their priorities straight. They aren’t dabbling in all thats on offer. They have a focus on entertainment and they are at the moment going strong in that department.
Aaj for some reason is too fixated on luring the liberal strata of te society and hence the majority of the people fail to follow their programmes.

PTV…in years and years to come–will never ever change it’s policies! By default..it cannot and it’s name as CORPORATION is merely on account of some necessities on laws etc…otherwise it’s purely the ‘Jack-in-the Box’ of Government. The Islamabadi talks are primarily engineered and set out in a way that the audience should fall for it…BUT only GEO & ARY has set the stage at the point that even disdainly..the PTV has to sometime GULP a few bitter facts by talking about them as a sugar coated tablet. The ISLAMABADI talks are therefore “NOORA KHUSHTI” and their news are mostly “SEENA GAZZETTE”…!
HUM at the moment cannot afford another channel on Current Affairs..and that’s good..as two are enough besides lots of goody two shoe ones…so it’s blessing in disguise that Sultana is busy progressing the plays and serials.
AAJ is a chamchoo of highest order! it’s entertainment section is trying best to create some sensation under Nadeem Baig..but still a far cry while on news and CA it’s first cousin to PTV.
