A Muslim woman is allowed to do all make up and look good for either her husband, or when she is joining a gathering comprising of her relatives and female friends. Other guys in university or offices and their comments shouldn't bother her because in Islam they are supposed to keep their gaze low and she is supposed to avoid them to the extent possible. It is her right to dress in accordance to her beliefs, the way she feels comfortable, irrespective of how other people in her office would think about her. The respect she gets from people for not wearing enough is not worth it, compare to the self respect she would get for following her beliefs
The most amazing act for a Muslim woman is to start "presenting" herself before going to office/ university the way she should present herself only in front of her husband, but unfortunately the beauty is exposed to male bosses and colleagues, who might not always know/follow their duty of lowering their gaze.
