Because it (the Nuclear capability) is currently serving as a buffer to outer forces from invading or otherwise taking over the country. And add to that the fact that its the first Muslim nation to have Nukes and all of a sudden you have a boogeyman with a bazooka ready to go at it.

This is quite a legitimate worry actually. If the military haters are correct, the government and the army is already filled with corrupt, terrorist-minded individuals and such people would have no problem selling nuclear weapons to anyone they please.

A consensus of all political parties to unite on a single agenda that may have variations but no mud-slinging, and solidify the country. Whoever wins supports the opposition, and opposition supports the victorious and carry such spirit from now onwards...enough of this blood flow every election era....everyone starts stocking up like it's Y2K every time elections come around because of such things as feudal killings taking place.
The armed forces remain out of politics no matter who begs them or what not. Intelligence Bureaus act in accord with regular authorities (police, etc.) and notify court if extrajudicial measures are needed for any individual(s) as to justify the need for such measures so public is satisfied.
Solidify the Governmental institutions and all three pillars of state (Judicial, Executive, and Legislative) work as a triangle, for a triangle is strong when all three sides are equal and bear the weight together.
Invest heavily in public services such as Education, healthcare, Employment, and other social services so that people do not turn to despair and seek to resort to any measures to become wealthy.
Establish independant investigative measures at all levels, whether its public governance, police or other institutions to maintain fairness and check-balance. Punish the wrongdoers accordingly regardless of affiliation.

Listen guys, If Bush wants to attack Pakistan he will. If he (him, his cadre) really wants to he would. He wouldn't need any proof or justification. Although he an make a case against Pakistan 10 times more convincing then he did against Iraq. One can tie 9/11 and Jehadism to most any country and make a case. But that's not the point. It is something wrong in principle

We need a complete overhaul of our media, really. With a media like this, who needs any external enemies? I was reading / listening to these so called journalists and was wondering where might have they got their degrees? Compare them to our neighbors and see for yourself.
The information that reaches the public should be filtered, keeping the national interest as a top priority, just as these western countries do. That will counter the negative propaganda we see in the western media. These days wars are won not by weapons but by media and selective flow of information.
But we need to make some courageous and unpleasant decisions too, which unfortunately do require the use of WMD.
Those few thousand savages in the mountains, who are going to kill themselves anyway should be helped by the chemical weapons Pak has. Those weapons should be used only in the hideout areas of these terrorists. We'll be saving millions and millions of Pakistani's and others lives this way.
Apart from that, usual investment in Health care, Education etc. as Teggy already has pointed out are required too.
We need to learn to trust in ourselves. These so called superpowers are not all that strong as media wants us to believe. What have they achieved in Iran till now? Or in North Korea for that matter?
Only with a national unity and a courageous leader who has the balls to overhaul any US stooges in our society are the answer.
