For you guys it is much more important (as it suites your divisive pursuits) what Condi says as compared to Condi's boss V.P. Cheney, or Condi's boss's boss Prez. Bush.

The most likely scenario was not about either carrot or stick. It was to explain Bush Admn position on FATA-Ka (Patta-ka or firecracker) situation. Some of the generals had gone "hot" i.e. active defense mode after Obomba statements.
Condi with her phone call was following the public statements of V.P. Chaney, and Prez. Bush to ensure Pakistan military about America's trust on them.
Sane circles in American foreign policy offices know that Pak cooperation is a must to bring "Afghani" jahil madmen in control. Only Pakistani army has the true knowledge of the terrain, and a historic (200+ years) experience of fighting and controlling the Afghani and Fittay-Moonh FATA tribals.
