People judge other people, whoever doesnt understand this is either too naive or just plain stupid. Saying that even if the girl dresses provocatively the guys should lower their gaze is hypocritical. Not all guys pass comments and not all girls dress provocatively. However the chances of catcalls do increase if you are dressed in a certain way. And it is not just a desi thing.
